we came closest during world war ii, when the chicago tribune published, revealed after the batt battle of midway the united states had broken japanese codes but the prosecution didn't go forward because they didn't want to draw attention to the leak. if i was quite hawkish about leaks and prosecutions of leakers, back in 2006, my position has really evolved because i could not have imagined that we would be living under the trump administration. and where i think the ethics of a leaking are reversed, i mean it is always problematic for an individual bureaucrat to take it upon himself to decide what is public and what's not, in violation of the rules, but when you have an executive branch, an executive that's in effect waging war on the constitution, or grossly violating its norms, i think we depend upon those leaks to learn about what is going on in the administration, and we've seen some really spectacular leaks, and some of them have involved sources and methods and may have compromised sources and methods. so for example, the leak that revealed that general flynn had been negotiatin
