the marine corps or -- they go to battalion. the battalion commander has a board and they look at them to make sure that the criteria for the award that's been recommended has been met. if he concurs then it goes to regiment, the division. back to washington. it depends on what level of the award as to what level can approve it. okay? division commander in marine corps can approve bronze stars. silver stars are the secretary of the navy. okay? navy cross, secretary of navy. medal of honor, the president. at each level the award package is looked at and scrutinized to make sure that the statements support the action and then they determine what level is that. and at any level it can stop. it can be downgraded. a board can make that determination. in the case of the medal of honor, it comes to the joint chiefs of staff, then the secretary of defense, and the secretary of defense takes it to the white house. now, it's presented by the president in the name of the congress. and that's generally how the system goes. and it has worked

six months later, a 500-man battalion sized task force from the 24th infantry division under lieutenant charles smith was sent to block the north korean advance. you know the rest of the story. task force smith was outnumbered 10-1, and although they inflicted 127 casualties, the task force suffered 181 casualties. it's worth noting that more soldiers weren't sent with task force smith because the air force didn't have enough transport planes. it's worth noting that 2.36-inch bazookas the task force smith fired at the north korean t-34 tanks just bounced off and had no effect. the modernized 3.5 bazooka had been developed at the end of world war ii, but was terminated because of budget cuts. the point is, you can have a well-led trained and equipped force and it can still be hollow if it isn't properly modernized and if you can't get it to the right place at the right time. please help the members of this committee understand in the context of the budget, that the army is prepared to avoid the mistakes that led to task force smith. finally, and i really mean this, i can't think of a bet

the battalion chief says a neighbor says the family of four lives there., they are missing and they haven't been able to go inside. but they are waiting for that engineer. now, they have been able to survey the house from the outside from the perimeter but it is a little dark so hopefully it gets lighter. here's another challenge that fire crews encountered, a live wire in the backyard. >> one of the initial challenges was that in the backyard there was an electrical wire down there was arcing presenting significant challenges for us in working around live wires. so we actually had to cordon off that area and not allow any of our firefighters to work in that area. >> reporter: this is live look of the house. it's a single-family home and despite the two cars in the driveway like i have been telling you they're trying to locate the missing family of four. as for the live wire, the chief says that pg&e was able to shut off the electricity to the wire a couple of hours ago but they are hoping for the best that this situation isn't any worse than it already is

we now, we talk to every battalion and brigade commander at ft. leavenworth. they come through there every month for a precommand course. we have added a portion specifically dedicated to this subject so they understand the importance of this. and, in fact, the vice chief of staff of the army is headed out there next week to talk about a variety of subjects. this being one of the main subjects that we talk about. and so i think it's things like that will help us to emphasize in the chain of command their responsibilities. the other thing is, to make sure that we have enough oversight where we disconnect a bit. be able to look at it from a little higher level from the chain of command. in other words, people who are not so close to the incident. and they can -- we have ways to do that. we're working as well as using that as a technique as well. so again, we're focused on this, ma'am. >> can i -- i want to thank this committee and this congress because i think you passed some very important legislation in the last session that set some requirements as to sexual

it is pretty cold out here this morning and i just got an update from the battalion chief who says that this was an electrical fire and she blames it on an extension cord and a heater in one of the units. it really is unsettling night with firefighters banging on the doors banging to get out because the building was on fire. fire investigator just left the scene after figuring out how it started. a battalion chief says it started 18 bedroom on the second floor overnight at about 3:30 in the morning. it's a 16-unit building. the woman in the unit told investigators that smoke alarms worked but it was the strong smell of smoke that woke her up and got her moving. the battalion chief says the first challenge after evacuating everyone was finding the fire. >> it was located in the back of the apartment. when the first crew did arrive there were no initial conditions on the scene. they were able to locate the fire quickly. >> the red cross is going to help the woman in the burn unit who appeared to have some breathing problems. she was transported to the hospital as a precaution. residents d

. >> a battalion chief tells me the reason they let it burn is because the buildings are slated for demolition, and now more than eight hours after the fire you can see that it is still smoldering. in fact you can kind of see a dull orange glow right there from where that smoke is coming through. that's one of the reasons why fire crews are going to remain here through the morning to keep an eye on this fire to make sure it doesn't spread. >> this is a fire that could be scene for miles across the bay area. it sends a thick black plume of smoke into the air for hours. speck tailors came from miles around to watch flames tore through what used to be a gigantic neighborhood warehouse. >> crazy to see something this big going up like this. it was a huge building. >> crews let the fire burn because it was slated for demolition anyway. they made sure it didn't spread, and put out spot fired from airborne embers that touched down nearby. for some watching the structure go up in flames was sad because many locals watched this former naval installation decay and become a hangout of homeless people. >>
