and monterey bay areas. the bulk of the rain from this storm is expected to come through the remainder of this morning and into the early afternoon as the cold front sinks deeper into the golden state. southwest flow of 40 to 50kt at 850mb will accompany this storm system today. this southwest flow will enhance the frontal boundary as it shifts southward today by providing deeper moisture advection/vapor transport into the region as well as increasing the already favorable (orthogonal) orographic setup. as a result, much heavier precipitation is forecast to fall over the areas most susceptible to orographic effects, ie, the highest terrain over big sur (and to a lesser effect the santa cruz mountains). while 3-5" storm total is generally expected across these two areas, locally higher amounts of 6 to 8 inches over the santa lucia range are possible as the front becomes enhanced later today. while breezy southwest winds and periodic gusts area already common early this morning (peak gust of 48mph at mount dia

a lot of activity up in the east bay and north bay.e will be slick roadways, peninsula and south bay is moving well. damp roads but we will watch as kari is talking about the forecast and the changes. here we just had this big change southbound 880, we had at one point all lanes blocked, now i think it's back down to just two lanes blocked by what turns out to be a couple of car fires. there is a crash at davis, southbound, look at that, you just saw the sensors build from green to red very quickly from haggen berger down to davis, northbound distracted as well. southbound 880 at davis your two right lanes are blocked, two slow lanes getting by the area. crews are on scene and we will track that. it looks like maybe some recovery west 24 approaching gateway, that was a tough drive as well and the conditions of course at the bay bridge with the backup and the metering lights. so tougher for the east bay right now. >>> right now a lot of people are dealing with that wet stuff. >> i have had people saying, hey, my kids have baseball games

the east bay and more activity of course there as well as the rest of the bay. although the speed sensors barely show it, san jose a little slowing. we do have a crash on highway 17 southbound around camden. i will get more detail but it just appeared on the blotter. this also just appeared, this crash westbound 80 your commute direction toward the bay bridge at powell, reports that it's blocking one lane you see slowing here. i moved our camera around and was able to catch this. there is that car. this is the situation, it's in the fast lane, watch these cars come whizzing by so close, that's got to be nerve-racking for the person involved. when you do see cars like that move over, give them a lane because crews have to arrive and it's nerve-racking. we're going to track this and hope for the best. >>> happening today an east bay elementary school is bracing for protests. members of the westboro baptist church are planning a demonstration at rancho rom row elementary school in alamo this morning. >> the organization claims the school is encouraging discussion o

it's all over the bay. you see it leave the road weather index puddling and ponding where it's blue off of mines and tesla, the rest of the bay just slick. be careful out there. we do have that crash west 80 at san pablo dam road. we have a half hour from highway 4 to the bay bridge toll plaza. >>> coming up on "today in the bay," new this morning, a new rent report for the bay area. more bad news for tenants. just how much the cost of living is going up. >>> plus equal pay at google. the new report just released by the company that shows just how much women make compared to men. >>> right now at 8:14 if you are getting ready to go to squaw valley or alpine meadows, be prepared for it to take you a good eight plus hours to get there. and it's still going to be snowing, chain controls are up. we have 122 inches of snow at the base, but all of those lifts and runs are all going today and it's going to reach into the 20s between today and tomorrow. we could still see another two to possibly three feet of snow.

most of the bay showing a light hit through the south bay. highway 4 is moving smoothly your commute direction. we did hear about a crash and that was from brenda navarro one of ore wazers on nbc bay area wazers. that is showing a little slowing. things are starting to clear up from what it looked like on the sensors. damp roadways through concord and the walnut creek interchange but no major problems there. lower the speeds. watch out. the east shore freeway still just 34 minutes from highway 4 to the bay bridge. a couple minutes longer, a few more folks through berkeley and no delays for the transit agencies. back to you. >>> coming up next a quick look at the top stories across the bay area, including the search under way this morning for a hit and run driver in the south bay. we will show you the dramatic video showing the incident and we will find out how the victim is doing this morning. >>> but first happening now, the votes are in in germany and merkel has just been sworn in as her fourth term as the german chancellor. lawmakers voted

the north bay 42 degrees. east bay you can see some of that fog starting to roll in there as well. the temperatures remain mind and we are expect to go climb into the 60s. we were tracking overnight showers but it looks like that has completely cleared up off the map, but we do have another system on the way that could impact your weekend plans. of course, i will be talking about that in just a bit. i will take you through that timeline as far as what you can expect for saturday and sunday. it looks like we have a good chance of seeing a wet start to our workweek. mike? >>> we're looking over here, the big view of the map shows you the roadways and the green zone, highlighting this yellowish color, that's where the fog is kicking in for the oakland area and also doesn't show it for the golden gate bridge, we will show that to you in a second. 880 our camera we may lose sight of the nimitz from our rooftop camera from time to time. the drivers are doing okay. this is the freeway where traffic moves well, but, marcus, also over in the oakland area we have a serious situation. for tha

the bay area. we're still tracking it this morning with the brunt of the storm hitting us in time for our morning commute. we've had gusty wind and heavy rain. this is moving out of san rafael and crossing the bay heading to hercules within the next 17 minutes, over to martinez in the next 30 minutes. a lot of yellows and reds. san ramone and into the tri-valley, very widespread downpours there. and then i put a query on the rain moving through alum rock, east san jose, it's very light there coming down at a few hundredths of an inch per hour. vianey arana is out there live with our storm totals with this heavy rain continues. >> reporter: pretty impressive so far. we've been here since the 4:00 hour and the rain has not let up. highway 17, we're at a safe distance. you don't have to worry on that end. slow it did you know. let's talk about the storm totals. in addition to what we're expecting to see through today and into the weekend, here is what we've seen so far. over 5 1/2 inches. berkeley hil

foggy for the north bay and the east bay hills. we are not so worried about the south bay right now. peninsula looks great. i haven't seen any more developments regarding that issue around willow. so south 101 looks like it's clear toward palo alto. this is not yet cleared. the freeway through the maze they are open but san pablo avenue between 32nd and 34th. we have our photographer out there. police still there blocking off both directions that have divided roadway because of an overnight deadly hit and run crash. so we are still following this investigation. you can use adeline and market, but with more folks heading into the area soon this will be an issue. this is not affecting 580 or the rest of the maze, but it is right off of the freeway, the on and off ramps are all open. the bay bridge toll plaza has your metering lights and from time to time we've seen a lot of fog on the east shore freeway. we definitely have that up in the north bay as well. look at this view from our dublin camera, back to the tri-valley facing the du

by 9:00 scattered rain heading toward the east bay. also for the south bay.t's one of those systems that's going to keep us on again, off again rain through the afternoon tomorrow, possibly isolated thunderstorms. you can see it right there. and continuing into 7:00 even through 11:00 on thursday. we have the chance of those scattered thunderstorms on thursday's forecast. .25 inches on average. another chance with a different system on friday with another .25 to .35 inches. a lingering chance of a spotty shower on saturday morning. then we clear out saturday afternoon. clouds move out sunday, dry out monday, then get ready tuesday and wednesday. we could see .5 inches and some early estimates are showing maybe another inch of rain as long-range models are putting wet weather not only for tuesday and wednesday, maybe next thursday and friday as well. so it's like trying to make up for what we didn't have in february. every little bit we can get, pretty good news for us. >> thank you for much, see you tomorrow, bye-bye. the ripple effect across the bay. >> we talked about the crash that slowly cleared from the bay bridge over at the fremont street exit, things were moving smoothly there over on the far side. on the close side we are looking at the incline, it was quite slow for a few minutes as that rippled back here as recovery continues. you know how that happens at a stop signal. that's what was going on over at the bay bridge itself. we had the backup at the bay bridge as well, the toll plaza, but it looks like things are starting to thin out at the toll plaza so they must have kept everything clear as far as the metering lights goes. the rest of the approach no major issues getting in here, your travel times are looking great at the minimums throughout the maze. >>> new overnight a terrifying shooting investigation in east palo alto. police say someone shot a woman as she walked home from the grocery store and it appears to be completely unprovoked. nbc bay area responds next. to aa nearly five-figure billing error that snowball >>> nbc bay area responds to a redwood city man with a nearly five-figure billing error that just snowballed. >> he needed help resolving that so he reached out to our investigations team and chris chmura is here with how we took action. >> walter paid health net for medical insurance every month in 2017, but right before his policy was set to renew for this year, he received an invoice, a notice, saying that he owed more than $9,000. why? supposedly some missed payments. he said he called for help several times but got absolutely nowhere. in fact, his health coverage was eventually dropped. that's when he reached out to us for help. we contacted health net, they declined to comment on the case but did clear the $9,000 charge and walter says he now has health insurance again. he tells us thank you very much for your help. it seems to have done the trick. so he had another option here, walter called us, yes, but he could have called
