"today in the bay's" kris sanchez is live there at the scene. kris, have you gotten any information from police about what led up to all of this? >> reporter: police aren't saying a lot about the investigation but we've seen them looking around for evidence with flashlights. just to tell you where we are, south eighth and reed street not too far from san jose state. we are right next door to one of the fraternity houses near campus. this was the scene around 10:00 when officers arrived in this neighborhood. they found five people shot, two of them died here at the scene, the three others are at an area in the hospitals. people were gathered around some sort of street side memorial. a neighbor tells us there was another shooting in the area shortly before this one. >> this is not the type of community we want to live in. this is not the example we want to set for our kids. and, i mean, what can we really do about it? deal with it. >> reporter: sfpd has not confirmed the earlier shooting the one witness mentioned. they have not also said whether t

check out halfoon m bay. you can certainly see the gray cover there and the visibility in san jose with santa clara county down to less than two miles. so that just gives you an idea of how dense some of that fog is in through mountain view, less than three miles. san carlo down to three miles. santa cruz down to less than three miles. so as far as that fog goes, we'll get some clearing for inland areas, less clearing around the coastline. that air quality is a big factor heading into today, not just for health concerns but, of course, the big game at levi's stadium. right now numbers remain below the 200 mark in the red. in the south bay, 171. now keep in mind that the range in red is b and 200. we're going to see a little bit of an increase in onshore flow. it's very important to note that this can really change hour by hour. there could be a new fire that starts creating more smoke. we'll keep a close eye on this forecast in a few minutes. >>> we will get back to the air quality in a minute, but first, our

metering lights have been turned down at the bay bridge and traffic is stacking up out of the east bayheading into the city. there is limited visibility across the bay bridge. due to foggy and smoggy conditions is money. be careful as you hit the roadway and give yourself extra minutes this morning. we do have a crash to report on east on highway 4 after willow pass road. is a look at our maps and or sensors, all the delays are on the westbound side. traffic getting busy to the area for the morning commute but likely that crash on the westbound side -- chp not on scene so we will have more information as they arise. certainly getting slow as you work westbound for into date they point. highway -- for instruction shutdown between palomaras road and foothill road. this is the issue from 11:00 last night due to a vehicle that hit a power pole. there is a lot of activity for caltrans and pg&e. and taking a look at traffic in the altamont pass, 40 minutes to a five as you work your way toward 680. let's switch gears and talk about public transit. there are changes that begin today. today is

nbc bay area's ian cull gives us a look. >> reporter: tonight the bay area is trending in the right direction. covid cases are down and in the south bay, only 2% of people being tested for the coronavirus are coming back positive. and just 109 people are hospitalized for it. the lowest number since late june before the second wave. >> we've seen all of this come down, and we're really encouraged by this. >> reporter: ucsf's dr. monica gandy believes fewer people are going to the hospital because more of the covid cases are in number people who don't have as severe symptoms and testing is going up. >> we have done a better job at controlling infections in skilled nursing facilities and the vulnerable getting infected. lots of testing there. i think that we are doing a great job masking. >> reporter: the state now focuses on test positivity rate and case numbers per 100,000 people to judge how a county is doing, not as much on hospitalizations. dr. gandy says it's because we never filled our hospitals, but those are still good indicators. >> i think it's fair so say that watching community tran

the east bay in the south bay of course another spare the air day around the bay area. well we're going get a little help from some of the marine air overnight tonight that is going to surge back on shore and into the bay so yeah, unfortunately for the folks of near the coastline you may get a little drizzle to in that mix with some of that ash you get that ash the man on your car as you wake up tomorrow morning but by the afternoon looks like that will start to mix out we've still got that he's already in place and that sea breeze is going to be fairly weak. so we're not expecting much in the way of improvement for air quality for tomorrow, i think we'll take toward the weekend. we start to see some improvement and then next week we've actually got a cold front that begins to bear down on the bay area right now doesn't look like it will bring us a chance of rain maybe a little drizzle, but i think it will ramp up the winds. they'll help the mix out there but we had to wait that long before you see that happen so with that in mind the temperatures off for tomorrow again

and the east bay.moderate air pleasanton, union city and for concord and walnut creek. looking at moderate air quality for oakland come about unhealthy air. you can see the red dots in san francisco indicating the unhealthy air through the north bay. larkspur as well as sausalito this morning. because of this unhealthy air, we have a spare the air alert to remain in effect today, extending into tomorrow, and likely beyond that. we are going a record 18 days in a row with the spare the air alert. the longest stretch of alerts in the bay area. the previous record, 14 days in a row in 2018 back in the camp fire. you can see down to the surface, it is the foggy start catching drizzle as well. the great start to the day for many spots, concord is starting off with clear skies at the 59 with the seven in oakland and livermore. 56 and seven cisco. upper 50s in san jose into the mid-50s for santa rosa. the strong ridge of high pressure in place with the heat building and the smoke trapped at the surface. as we

air quality tomorrow, trouble spots will be the north bay and inland in the east bay, the tri- valley, valleys in the north bay and solano county will have the worst air quality on wednesday. we still have a red flag warning in effect until wednesday morning. the winds are starting to die down a little but still gusting and still very dry. we will talk about why the wind direction may nowork in our favor, even with an onshore breeze, in a few minutes. >>> in santa rosa a smoky day has given way to a very dark night. and some small businesses are feeling especially powerless tonight.>> reporter: this is one of many intersections affected by the public safety power shut offs. we've seen some of the lights come on in the last hour but there are still a lot of flashing red lights and stop signs placed at the crosswalks. most customers in this area lost power overnight and for some, the lights have yet to come back on.>> i think it was about 3:00 this morning. and then that was it, no more power you. >> nikki murphy and her family have been withouwefo ly4 ho one mycell phone and no power.
