tam: mission bay was once a bay. it was an inlet of the bay. it was marshy and brackish and kind of shallow. mission bay is finally getting built after many, many years of planning and agreements around infrastructure. there are some really important institutions that are there now, new commercial buildings, as well. it's an area that is rapidly becoming a part of the urban fabric of san francisco where it really was once seen as, like, a strange and unoccupied place, but, because we planned it in an era before we were thinking of sea level rise, it's also very low-lying, and it's one of the city's more vulnerable places to future sea level rise. scholl: the problem is that the land is so valuable because it's now land. development companies couldn't not build there. there were billions of dollars in real estate to be had, but they built it in probably one of the worst places they could have. it was a bay in the past, and it most likely will be a bay in the future. tam: we picked this part of the shoreline for a study around design concepts for

not much is changed in the bay area. much of the north and east bay still in an exceptional drop.e extreme drought category. as the drought emergency deeps a lifornia, some south bay areas are falling short of water conservation goals. in june the largest water agency in santa clara county asked its residents to cut water use by 15%. so far they managed to reduce their usage by 6%. stafford and palo alto are at or near the 15% goal. santa clara and mountain view only cut 2%. los altos hills using 5% more. if conservation does not improve, water companies could start imposing financial penalties. >> this is not something we want to do. but we may not have a choice based on the very serious drought we are in. >> it is hard not to be disappointed. i know my water bill is more expensive today and it is not because usage has gone up.>> the marine municipal water district is considering whether to charge new penalties for people using excessive amounts of water, when they are supposed to be conserving. the board will vote on the penalty program in a couple weeks. >>> the bay area's hot

back to you. >> thank you. >>> a possible hit for east bay renters trying to make it in the bay.sta county will not extend the eviction moratorium for tenants that have fallen behind on their rent because of covid. bob redell is live. how long do they have to pay the back rent before they could face evictions. >> reporter: the state's moratorium on evictions ends a week from tomorrow and in theory they could be evicted anytime after that. and the board of supervisors have voted 3-2 against the extension. one supervisor that voted for the extension argued the pandemic is disproportionately hurting the minorities and the poor. another member said the economy has not fully recovered and those businesses she have spoke with they are trying to find people to hire and people need to get back to work. tenants struggling to pay rent in san francisco, they will lose their protection next week as well in spite of what the sfo board of supervisors tried to do, to extend the moratorium to the end of the year, but only if the state extends their moratorium, and that's unlikely to happen, and

the bay. good morning and thousand for joining us. i am laura garcia. let's get a look at the forecast this morning. kari has a look at the forecast for us. >> there's a red flag warning alert. you see the areas shaded in red in the areas of high fire danger, and we will be in the red flag warning all throughout today, and our valley temperatures headed towards the low 90s and we're going to start to see some of the smoke coming back in, especially by tomorrow. as we look at our forecast for today, temperatures warming up mid-70s for san francisco. we will see the temperatures in the mid-80s for the south bay, 82 for hayward, and 93 in concord as well as 92 in santa rosa. we are going to have hotter temperatures, dry winds as well as some very low humidity so we are monitoring all of the wind gusts that we have this morning as we do see the winds picking up. i will have more of that in the forecast coming up in a few minutes, laura. >>> as kari mentioned, the red flag warning has residents on

south bay.e seeing some clearing as we get a little bit more of an ocean breeze, the fog rolling back in where we see the lighter shades of blue and that indicates a hazy sky. as we go into tomorrow, more of the same, but, yes, today, the calendar says the first day of fall. i guess we still have a few more hours of summer left. the earth's axis is tilted, and twice a day we have an equinox. we know our days are going to get shorter, so we have this -- of course, we have been seeing the days getting shorter recently with the sun setting shortly after 7:00. we are going to see our temperatures coming down a few degrees in the low to mid-80s. we did that hit the upper 90s yesterday. danville headed towards 88 degrees. san francisco getting the fog back in low 70s downtown. sonoma today reaching 78 degrees. a couple spotty showers across southern california, and then look at the system that will be coming in early next week. our highs going from the upper 80s today inland to the low and mid-90s by
