first alert weather day through the bay area. temperatures in the 30s and 40s in the bay this morning. it will be a chilly afternoon but behind you can see partly cloudy skies already. future cast, this is a great tool. i will show you the wind speeds in the distance. we are using san francisco and santa rosa for an example. but we will look at how much rain to expect. the rain is not the issue. for now, overnight, it was the winds. we saw wind gusts up to 50 miles per hour. compared to what we are dealing with now, by noon, it is not nearly as bad today as it was yesterday afternoon. we will see scattered showers. this is around 3:00. heading all the way into the next couple days, we will continue to see more of this. so much so, we see snow in the higher elevations as temperatures drop. we could see snow into the santa cruz mountains and in the inland bay area. snow totals are showing about seven inches near boulder creek. snow in the bay, that is crazy , in general. we will take what we can get. about one inch near mount diabl

, the east bay, and the south bay.re also watching out for the potential of a wintery mix and our temperatures are going to be so cold. only a low of 50s today, upper 40s tomorrow, and our mornings start out in the 30s. the spotty rain continues in the forecast and at times it will be a little bit heavier. want to make sure you have the nbc bay area app so that you can get alerts as things change quickly over the next few days. >>> vianey, it's still windy. have you seen any issues? >> no major accidents right now. but i do notice a lot of our traffic cameras are shaky, you can see it right here, great shot of oakland. both directions already starting to fill up and we are expecting, of course, the typical morning buildup. chp right now did just pop this up near milpitas, eastbound lanes of 237. i'm not seeing any big delays behind that. so as of right now we're doing okay as far as timing goes. tri-valley drive times, it's starting to build along westbound 580 from grant line road to 680. you're looking at 23 minutes.

"today in the bay's" bob redell is live in the east bay.t a few hours, the state energy regulators are going to try to dig up some answers for us. >> reporter: good morning to you, marcus. in about two and a half hours the cpuc, the california public utilities commission, will hold a hearing to look into why we're paying so much more for natural gas this winter and also to try to figure out a way we can avoid these future price spikes not only in natural gas but electricity as well. yesterday governor newsom sent a letter to the federal energy regulatory commission asking for an investigation into the natural gas price spike. the governor wants the commission to determine if those prices are being driven by market manipulation or other anticompetitive behavior. in a statement, the governor wrote, millions of california families are opening their utility bills to sticker shock and we're taking action now to provide relief to help with those high gas bills. that action, a credit on next month's pg&e bill. the cpuc has voted to accelerate the

the north bay., you know, the story this morning continues to be the peninsula and the south bay, 1400 customers without power. 14,000 customers without power, i should say down in the south bay. but yeah, 20,000 without power along the peninsula and it continues to be the hot spot right here where we've been focusing this morning. this is right along where stanford is where redwood city is. menlo park atherton. these areas in orange indicate pockets where we have 500 to 5,000 customers without power. one of the big stories we're following, still no estimate on restoration, but hopefully piccini. we'll make some progress today yeah, there's a lot to do in south san francisco on the peninsula. people are still without power there. as you were talking about genes. >> in this case, it was a power pole that got snapped by strong a tree and also smashed onto the roof of a home tuesday that cut power to more than 100 customers and pg e's bay area regional vice president describes the challenge in getting

the east bay mud.e do have a few reservoirs that are lowered for seismic safety, but we are seeing them very high. as we see the system dropping in, no concern because we're only looking at some very quick-moving and also light rainfall for our forecast for today. but it will be moving through the north bay before noon. the rest of the bay area is seeing it sweeping through between noon and 2:00, and then after that we're clearing out. but it's going to be very cold behind this system. and then as we go into the weekend, there will be another chance of rain, but at this point it looks like that rain is staying off the coast. then going into the weekend with some warmer temperatures and also some dry conditions. may not be until the middle of next week when we get a significant chance of rainfall. we're also going to see gusty winds continue. temperatures in the low 50s. it's going to take a while before we can get those temperatures up another 10 degrees, but it looks like just in time for the weekend

in the south bay, east bay, we see rain moving in. it will continue and intensify as we go through the next couple of hours or so. so let's time it for you hour by hour on this sunday. north bay, 9:30, we see some of that rain, mixed in with snow. rain/snow mix around this area. going to see a few chances of snow on the mountains today. more on the way for tomorrow. right now at lunchtime, we see that rain intensifying over san francisco, the east bay, and down here in the south bay, we could see some sprinkles. look at 2:00, 3:00, the north bay gets a break and we start to see some of that rain intensify over the santa cruz mountains, san jose, fremont, into livermore, as well. by the evening time, looks good. morning commute on monday, looks sloppy. 7:30, we see some rain and snow in the north bay. oakland over the bay bridge, snan, going to see rain at 8:00, 9:00. then it picks up speed and the storm is different in nature as it becomes colder, giving us the possibility where you see the yellows and oranges, the possibility of hail

into the north bay. it's starting earlier there and will make its way across the rest of the bay area throughout the next several hours. it is an early start for people heading out in parts of marin and sonoma counties, as stormranger tracks what's right now light showers moving in. we are also going to see some heavier rain through the late morning hours. pretty much a steady rain across marin, up to petaluma. and then we'll see this once again pushing across much of the rest of the bay area over the next few hours. this is another storm system coming in with cold temperatures, and we're also going to see off and on rain, especially throughout the morning, and there's still that chance that we could see, as you go up in higher elevations around the bay area, it changing over to snow. most of us seeing rain in the valleys and breezy winds and there will be a few waves of this, even into the afternoon. so we are once again adding onto all of the very high rainfall totals that we've had recently. but it's

from the east bay. dozens of local governments are expected to not meet today's deadline. do they have consequences if they don't comply? >> reporter: they do. first some background, the state of california requires the bay area to create 441,000 new housing units by the year 2030. today is the deadline for the roughly 110, 120 cities and counties to submit housing elements. a housing element, like this one, for example, that was submitted on time by the city of alameda, outlines how that local government is going to build out its fair share of homes over the next eight years to help the region hit that goal. now, according to the bay area council, a group that advocates for businesses and quality of life issues, about 65 of those roughly 110 jurisdictions have not met today's deadline for submitting a housing element that is, quote, substantially compliant. this means there will be a penalty, a builder's remedy, which gives developers the freedom to go into the jurisdiction and build affordable housing

but probably the north bay.tty much any bay area road is going to have a couple of these here that's troubling to actually get up to highway 1 30. it's now close at this point, though, some people have come across here, either turning around or just got around the barricades themselves because they to want to get a good look here. let's talk about some of the snow totals that we've seen so far. as of this morning, mount hamilton's got most of the bay area snow nws measured that at about 14 inches, saratoga reported take you over to the nh bakehouse tog nine inches or so. those cold temperatures they made its presence known here. san francisco didn't see any snow, but it broke its record. low of cold temperatures used to be 40 degrees, but nws now reporting san francisco hit 39 degrees chp responding to several calls all over the bay area. if it wasn't snow on the ground, it was trees down paradigm power lines rather or just the slick and icy conditions and because the temperatures haven't warmed up yet this week

the new way people here in the bay area are stepping up to help. this is the third hour of "today in the bay," streaming live on roku, amazon fire, and online. >>> good morning to you on this monday. thank you for allowing us to be a part of your morning. i'm marcus washington. >> i'm laura garcia. busy morning. we'll check the monday morning commute, but what about the forecast? >> we've got a lot of changes, too. we had such a nice and warm weekend. well, in a couple of days we're going back to winter. it's going to start to pick up today and become windy and some of those gusts, especially near the coastline, could reach 50 miles per hour. and our temperatures will drop as we return to winter starting tomorrow especially, and the week ahead we'll have freezing mornings and cool and sunny days. we're very close to freezing in some spots in the inland valleys. we're at 36 degrees in dublin, 35 in santa rosa, and it's 45 in napa where the winds are starting to increase just a little bit more. our high temperature heads for 66 degrees, 64 in san jos

bay area. >> reporter: good morning to you. you mentioned the wind advisory in place. we know some of the higher elevations in the north bay could hit up to 40 miles per hour. so that's something we'll be keeping track of throughout the day. that's on top of some of those colder temperatures we'll see in the region. so of course marin county officials are keeping a close eye on all of this. we did speak with the county's office of emergency management about how they're handling this. like many departments we're seeing around the bay area, they are familiar with these weather events following those january storms. they are going to watch closely the cold temperatures and the strong winds, but they're saying they're not anticipating, at least now, as much damage as those previous storms. >> in terms of the trees coming down with the wind, we think really the danger is somewhat less now because of the storms we had earlier in january and late in december, that weeded out a lot of the fragile trees

bay. but it's still creating hazardous conditions around parts of napa and solano county. and we're going to be dealing with this for several more hours. >>> vianey, you're seeing this add up on the roadways. >> roadways and mass transit. i want to start with this because i want our commuters to be informed. b.a.r.t. has said that they are running at slower speeds to accommodate for the weather. ac transit also has several delays. so watch out for that. they are encouraging folks to visit their website for the latest updates. caltrain also expecting to see possible weather delays. right now no delays reported on the vta. but i do want to start with a look at the bay area to show you the bigger concerns. happening in the south bay, we had an earlier crash causing issues along 101 and 280. the speed moving at about 16 miles per hour. another hot spot as well now starting to really build is the bay bridge. the metering lights are on at the toll plaza, but beyond the curve at richmond, also a

sooner than we'll see for the east bay. it will continue for the next couple of hours for spots like concord, livermore, dublin, down to fremont, as well as over toward oakland and we're seeing heavier rain moving toward san mateo. and for the south bay, some light showers in san jose, but it is pouring in the santa cruz mountains. we're going to see the wave coming through and spotty showers late morning into the afternoon. most of the heavier rain coming in early and we'll have a brief break before the next storm system comes in tomorrow evening. so i'll time it out for you as you're trying to make some weekend plans. we'll talk more about that. mike, you were saying the bay bridge metering lights are on. >> they are. i think it's simply because of the climate -- not the climate, the rain. we're looking at the weather impacting the drive, wet conditions, slippery roadways. they turned the metering lights on early to make sure the bridge stays clear and everybody exercises caution. there may be another incident around the

the bay. in tonight's making it in the bay it's the price of housing that remains the biggest concern here in the bay area. of course that doesn't come as a surprise. it is triggering old questions about how we got here and more importantly how do we fix it? here is nbc bay area's scott budman. >> reporter: yeah it says something about the bay area housing market we can simultaneously have the biggest price drop in the country and still have the price of housing be our number one concern. giovanni ginada thinks about high priced housing a lot. >> being a 32-year-old male here in the bay area it is hard with a single income. i don't know if i see myself purchasing a home any time soon because the cost keeps going up. it is very difficult and sometimes you think about moving. >> reporter: in fact the public policy institute of california says 80% of bay area resident call housing affordability a major concern. that is more than any other single issue from rent to mortgage everything here is expe

north bay as well. a step up from that will be a winter storm warning, and we're seeing that for lake and mendocino counties, and we'll see rounds of rain and snow. but for the areas under the winter storm watch there's a potential of up to 8 inches of snow. that will create some dangerous travel. and then another thing that is kind of a once in a generation storm, a blizzard warning for parts of southern california, and in these areas from l.a. county to ventura, santa barbara included, as you go up in elevation, hills above 4,000 feet, you're talking about 5 to 7 feet of snow in some of those areas. so, yeah, that's going to be really making headlines. we'll be watching that. we're also going to start to see some very unusual weather here and the potential of some spotty showers. but notice the peaks and whites here. that indicates a wintery mix. we'll start to see that on the santa cruz summit, as well as mount hamilton, and we'll see spotty showers moving through some of our valleys. we'll really st

let's talk about the bay bridge. unfortunately, they were big issues at the bay bridge. they troubles because of trees down in the roadway. everything is clear and that is good news. you can take the bay bridge this morning and everything is looking better. here is a look at current traffic conditions. if you are working your way across the bridge. it is windy. there is a traffic alert on 80 eastbound at pomona street. a traffic alert has been issued. let's look at the bay bridge. this was yesterday. you can see the bay bridge, was a mess at rush hour after a tree fell across the westbound lane. the lanes were eventually cleared, but it took hours for traffic to ease up. in san francisco, this is a corvette that was smashed by a tree and a light pole that came down. this is on clay and battery. it was parked and no one was inside when that happened. eastbound 80 is what we are dealing with now at pomona street. there is a traffic alert and the number three lane is blocked and things are slow and go as you work your way through. we are getting word of brake lights as you

and parts of the east bay. but as we are looking at the heaviest rain, it's on the peninsula with a light, steady rain in much of the north bay. so the heavy rain has moved through, it's shifting a little farther south, moving into oakland, as well as all the way up and down 880. we'll continue to see it filling in for the tri-valley in the next few minutes. it is really dumping down on the peninsula right now. all areas, either 280, 101, doesn't matter, you're going to have a rough drive because of the heavy rain if you're about to step out the door soon. and it's also going to be picking up in san jose. >>> mike, you were looking at a rainy shot of the bay bridge toll plaza. >> the radar, here is what it looks like. our live camera at the bay bridge getting hit with a lot of rain. look at all the water kicking up behind the cars, rooster tail action going on. so the blue shows you with the puddling and ponding is. richmond ridge i showed you, the bay bridge as well. we'll probably see more blue in this area.
