nbc bay area thom jensen is live. thom. >> reporter: terry, the chp said it happened on a wide pull out just like this one. maybe this very pull out that we're on right now as some vehicles were heading westbound here. a spokesman from the chp told nbc bay area that two men in a newer small white car, possibility a toyota carolla began tailgating a man and woman here. the couple pulled over to let the suspects by, but a passenger in the white car started yelling at them. so the victims pulled all the way off the road, but the suspect's car pulled right in front of them and stopped them, blocking them. and then the passenger started shooting. >> shots rang out and bullets rang out towards their windshield striking it twice. thankfully, the driver and passenger of the nissan ducked below the dash and were not injured. >> reporter: the victim's car was hit twice according to chp spokesperson. there have been a series of shootings on bay area highways, some random and some tied to road rage. the chp is still vinvestigatin

our nbc bay area sky ranger was overhead down below. you can see one of the suspects surrendering tonight. four people are in custody. this all played out at a local motel and prompted the lockdown of surrounding neighborhoods. nbc bay area's sergio quintana joins us in fremont with all the details. sergio? >> reporter: fremont police officers and s.w.a.t. team members surrounded this moltar lodge and they even evacuated the whole motel, all of its guests, just to be on the safe side. after about five hours two people inside one of the rooms did come out with their hands up. from sky ranger you can see two men coming oust rear patio of room 121 at the mission peak lodge. both had their hands over their heads and both were later taken away. the fremont police s.w.a.t. team brought this howard-long standoff to an end. they did it by attaching a long battering ram device to one of its armored personnel carriers. >> we used a ram to break out one of the sliding glass windows to force entry into the room. at that point the two subjects insid

nbc bay area's kris sanchez joining us now. kris, there are specific bay communities that are at risk. >> overall california's children are pretty -- the vaccination rate for public school children. but there are those pockets of unvaccinated children at the following private and charter schools where only a third to less than a quarter of the students are vaccinated. they are marin waldorf school in san rafael, berkeley rose waldorf school as well as steele lane elementary school in santa rosa, live oak charter in pet loouma, and then there are three in sebastopol. sunridge charter, reach school, and sebastopol charter school. this is according to california department of -- it is very difficult to opt out of vaccines. there has to be a medical reason, not a personal one. so most of the cases here have been in adults. that's in california. there are 38 reported cases in california. those are adults who were infected abroad because they were either unvaccinated or undervaccinated. in southern california some students and faculty

reappearing in the bay area.s case stretches from santa >>> a new warning about an old disease reappearing in the bay area. this case stretches from santa clara to san francisco. late today the san francisco health department announced a person infected with measles has been commuting to the city from the south bay on cal train, then hopping on muni. the warning comes with specific dates, times, and locations. >> that's right. nbc bay area's mark matthews takes a look at those specifics and just how serious the measles threat really is. >> the health department is telling me it's not a high-risk situation because most of us born before 1957 got the measles and are naturally immune. those born after 1957 very likely got vaccinated. still, the very young and those who were not vaccinated should pay close attention to this warning. 20 years ago, e.s. population was believed to be immune to measles. that effectively put a lid on the spread of the disease. but in just the past few years, it's been coming around again.

the bay area as a whole was one of the ten worst u.s. metropolitan areas for air pollution. alameda, contra costa and santa clara counties all scored f's for the levels of harmful ozone and part cal pollution, using data from 2015 through 2017, for the first time in the report's 20-year history, no bay area counties received an "a" grade for partical pollution which measures how much exhaust and dust and ash are in the air. they a even though the bay area was making great progress in reducing smog, the report shows all that hard work is gone. a district spokesperson said climate change is super charging wildfires and millions in the bay area are paying the price with their lungs. now the environmental protection agency disagrees with the low ranking. a spokesperson said, quote, the lung association paints a pessimistic piengt based upon a problematic methodology, epa methods for determining air quality which are based on the clean air act and the latest science show continued improvements in measures of u.s. air quality in recent years and into the future. now the report did

nbc bay area's bob redell is live at the fremont police department. bob, what have you learned this morning? >> reporter: fremont police chief kimberly peterson says this was a matter of life and death for her officers, that the suspect, 30-year-old michael alan phelps of fremont seen here in a previous mugshot was on a deadly vendetta against law enforcement. as a matter of fact, the almaden county sheriff's department sent out a bulletin on february 1st of this year that he had told them he wanted to kill police officers and that is what they believe he tried to do last week in front of washington hospital. we're about to show you dashcam footage of the moments that lead up to but not the shooting itself. now, this is dashcam from fremont police officer ryan lebeau's marked suv as he was driving past washington hospital on his way back to the police department last thursday night. now, watch the red circle on the left side of your screen. police say that is felch as he walks toward the squad car, fires one shot and hits the driver's side of the vehi

and are there certain areas of the bay area more prone for this? let's bring in rob mayeda. >> not how much wind going on. that's part of the story. warm air pocket begins to rise away from the ground, as the ground warms up, it heats the air above. and as the column of warm air rises and stretches up higher in the atmosphere we see the winds at the surface begin to accelerate and the spinning motion begins to increase. so if wind speed's strong enough to pick up debris and cause damage to rooftops, and that can stay in motion until cool air comes in or the warmer updraft shuts down and the dust devil begins to break up. some of these stronger dust devils can pack a punch of an ef-0 tornado, winds of 65-85 miles per hour. as you just saw out there in fairfield, that is good enough for rooftop damage at times. as you can see, clear skies, light wind, warm air rising is the perfect recipe for dust devils. right now it's not dust devils we're tracking. the return of gusty winds that could be strong enough to cause damage. a closer look at that in the

bay area news. >> marianne, thanks very much. as she mentioned, these two whales are the latest in a string of discoveries in the past month. a week and a half ago, a young gray whale washed up in rodeo. in early march, two more appears. one near the bay bridge, another close to tiburon. the other three dies of severe malnutrition. >> a san francisco mom is on edge this evening after she says a man tried to kidnap her 2-year-old son off the street. that man is roscoe holyoke. he's an australian dj, and according tis attorney, he was in the bay area on business. this all happened near market and castro streets near the twin peaks bar. he appeared before a san francisco judge on charges of kidnapping and child endangerment. he did not enter a plea and will be back in court in a couple days. the mom described how a normal looking man scooped up her son and she pulled that son back. >> it's my son. what are you and he just pulled him and when i understood it's not a joke, it's something wrong. >> after the ordeal, natalia there said

we'll see some spotty rain in some areas especially in the north bay. we'll be tracking some showers for the evening and temperaturewise we're heading up to 65 in san francisco, 67 in santa rosa and some low 70s for the inland areas, morgan hill reaching 75 degrees. if you're going to the giants game this evening, heads up that there could be some light showers moving through right at first pitch at 6:45. we'll see those temperatures in the upper 50s and then some light rain continuing off and on tonight. i want to make sure you have that poncho ready. as we get a look at storm ranger, there's our mobile doppler radar showing the rain into the far north bay. it's been in some of the areas all throughout the morning and ukiah the rain is very light off and on and it will continue to make its way into the rest of the bay area going into the evening. here we are at 6:30 and we start to see the rain mostly north of santa rosa into ukiah and then we see that moving through sonoma county into the rest of the bay area by 10:00 or 11:00 tonight. most of the rest

so by bay area standards, may feel a little muggy outside for the next couple of afternoons. here's the time line for those shower chances. north bay, before sunrise, through the day tomorrow, mostly cloudy. but not a lot to show for in terms of underneath those clouds until later in the day and night evening, north bay. and monday night into tuesday, notice how tuesday morning's commute not a complete washout, probably have to deal with scattered showers, both for the morning commute and towards the evening commute at times. tuesday at this point appears to be the wetter of the two days. but in terms of adding up rainfall, kind of underwhelming here. we have storms that have brought in anything from an inch or two of rain. this one right now looks like less than a quarter inch of rain. and i wouldn't rule out some parts of the bay area may not get anything for the next two days. wednesday looks dry, but a couple systems to watch later in the week will present us with a better chance of more rain. we'll see this chance again on thursday, later in the day. and right now, it lo
