"today in the east bay's" christie smith is live in richmond with what city leaders plan to do. good morning. >> reporter: good morning to you. certainly teams like richmond police have their hands full with a series of street level shootings, just last night a man and a woman both in their 30s were found shot dead outside an apartment complex. another woman was also shot. she was taken to the hospital. this was around 10:15 on bissel avenue. only 30 minutes earlier police were called to yet another shooting on gertrude avenue where police found a man in his 20s also shot. he's expected to survive and police are looking for a possible connection there. this comes on the heels of a shoot-out in richmond in a home there days before that resulted in three deaths near triangle court, residents there understandably concerned about safety and fear of

some east bay city is warning if you get caught with illegal fireworks be prepared to pay. ristie is live in oakland where officials want to keep celebrations safe. good morning, christie. >> reporter: good morning, marla. the city of oakland has been circulating this flyer reminding people that fireworks are illegal in oakland. in the days leading up to the fourth you hear this going around the city. there are a number of places where safe and sane fireworks are legal here in the bay area. but first, what not to do. we have youtube video of people shooting fireworks toward a b.a.r.t. tram. if you are caught with fireworks it's a $1,000 fine. if you are caught with a large statutory you could get jail time and a fine between 5 and $10,000. also pointing out the dangers including burns, losing fingers, especially when kids try to handle fireworks. safe and sane fireworks are allowed in dublin, union city, gilr gilroy, watsonville and pacifica and san bruno. no fireworks in contra costa county. the city of oakland also has five fire stations around the city where they have col

new study out this morning suggests major budget cuts are causing big problems policing some east bay cities doubling response times in some instances. "today in the bay's" christie smith live in martinez with more on the study and the impact on east bay residents. not the news you want to hear. >> good morning, not the news you want to hear at all when you call the sheriff's department in contra costa county for help. instead of arriving in five minutes, which is the standard response, what it's supposed to be, what they are saying is the new standard is closer to eight minutes and 39 seconds to arrive for some top priority calls. budget cuts here in the county forced reductions in patrol and other services. 50 sworn officers were cut in the past three years. now, this is part of the first countywide look at police agencies that find that many of them are cutting special crime fighting units, things like gang suppression units, closing substations, just to keep patrol officers out on the street. the study also goes on to suggest that the six cities that include unincorporated areas, san pab

concord city hall now join a number of cities, nine other cities in the bay area now have daytime curfews saying they're seeking to cut back on a truancy rate the state says is higher than the state average the city passes a daytime curfew. the hours of this curfew will be set by a particular school hour. concord police supports the new modified nighttime curfew because they say it has teeth. police say when they conduct truancy sweeps in the past all they could do was drop off the truant kid back at the school. under this ordinance the mitt # police can cite the student and or parent up to $500 on the third offense. >> we're not here to make money. i hope that we have no fines issued. this is audient enough that they would want to stay in school and do the studies that they're supposed to during school hours. >> reporter: first offense is just a warning but a progressive fine scale kicks in after that. police are hoping the new rules cut down on the juvenile crime rate. the city says the state department of education research shows there is a link between truancy and incidence of daytime
