i want to take you back out to the discovery bay area on state route 4. we had a serious crash this morning where at least one vehicle went off the roadway. down into the water as well. things are starting to clear up. this happened a little before 4:00. we did have a full closure of both sides of the roadway west on of tracy boulevard. just heard from chp a couple minutes ago that the road is back open. they were doing one-way traffic control. between 20 and 40 minutes depending which direction you're going t. hopefully that will improve soon. not terrible out of the central valley. yellow, 48 minutes. 4 to concord in the green at 14. southbound 101, san rafael to san francisco, still looking good in the green at 16 minutes. chp is crediting alert motorists for saving these two dogs. this happened yesterday morning. the exhausted dogs are at a local animal shelter this morning. it's unclear who the owner is. but chp is thanking drivers for calling police instead of ignoring the dogs or trying to get out of their own vehicles to save them. so definitely g
