flood waters are receding tonight on the louisiana bayou but not before at least 100 people near lafayettetherescued. the area got 15 inches of rain yesterday. no onene no one was hururt, but louisiana's governor today declared a state of emergency for the region. harrisburg, illinois, has been a d a disaster zone for nearly two weeks ever since a tornado that killed seven people. but now dean reynolds tells us there is a fight over who should help pay the town recovery. >> reporter: on the day that >> reporter: on the day that a tornado ripped through harrisburg illinois governor pat quinn surveyed the damage and tried to think ahead. >> i signed a declaration state disaster declaration and asked the feds for assistance. you have to file a good application if you want federal assistance. >> reporter: state officials estimated they would need about $3 million in federal aid to help homeowners and renters. but fema's craig fugate said his agency will not be sending checks for damaged or destroyed homes. >> we did not find the disaster information provided would suggest it exceeded the state

[applause] here is the. -- he would not know any better. if the government took things over and just said we will make sure everybody is treated equally rigid we have resources at all these things. we will make sure everybody

whether it is your personal values are relational bayous, what you want is a tolerance of other people so they come together to defend liberty, because we all enjoy liberty.
