reporter: we moved from the oceanside to the bayside a few hours ago. we are in an area protected from the wind. the rain is starting to come down heavy. it picked up significantly since we moved to this side of the island. when we drove around earlier when there was still light you could see much of the keys is deserted. many of the people who normally stay for storms, many of those folks got out this time and said we are not going to challenge this, we are not going to test it. there are some here not by choice. folks trying to get a plane ticket and trying to find a place to go. here is what some of the reasons why they stayed. take a listen. >> we couldn't get out. our flights were canceled. we got stuck in fort lauderdale it wasn't worth it. and where can you go? you can't drive anywhere. so we are here. reporter: the power is out in parts of the keys. but not everywhere. our quadrant is still out. but there is widespread power out ands. the storm surge we started to see on the other side. you can see the water lapping over the docks. we saw four b

but it's mostly wind and tree damage down on the bayside. that will be cleaned up a lot quicker. but the ocean side got smashed. you can see by these photos, this is one area. we drove down to mile marker 55, 30 miles south of us right now. and it looks like it is all the way down. they are worried about down by marathon, they say marathon got hammered hard. we were outside the eye-wall. we were on the dirty side of the storm. and as he watched, we got smashed yesterday, continued for about 30 hours of heavy straight winds. hurricane force winds for more than 24 hours. >> harris: i remember that houseboat that you were standing next to. we were talking about some of the video where boats were in trees. so i asked her then, why do they think that will work out differently? it did not, and then you have an apartment complex, and 8-10 unit that collapsed under the weight of the winds and the flooding. that is outside of plantation. and then you have no hospital still open, is that the case? >> yes, they have been doing aerial surveys, the hospitals are closed, no ambulance services

it's flowing from the ocean side of the key across to the bayside. it will come back around. we don't know if that's storm surge or rain coming from the higher part of the interstate. the interstate runs from the mainland of south florida all the way down to key west. we don't know if it's coming across from the other side. we have all sort of branches blowing this way. when you have a hurricane and it come over you. you get a sounds like a jet engine. we have had that consistently for several hours. it just hasn't stopped. it continues to batter this area. until it clears we don't know how much damage is out there. we are in a safe spot. but we can't leave the spot. we know there are 45-mile-an-hour sustained wind 12 hours ago. shep: tampa bay itself is largely dry. lillian with video from tampa bay. >> this was taken earlier today. this bay area has been cleared out. similar to what happened in the bahamas. you can see the bahamas. there is a dock right now. where boat usually are, sea shells, you can't see any water. this water will be coming back in a violent way and more

this is downtown miami, and we have the bayside over here.e lightning that has been happening with the gusts of wind. they are expecting anywhere from 5-10 feet of storm surge depending on where it goes, and that will likely leave this area flooded. this is a mandatory evacuation area here in downtown. everybody always repairs, hurricane andrew, south of the city. if irma hits here, a little bit squarely, we will never go through anything what we will potentially go through. over here, the taller buildings here. there is a light or two, you see a couple of lights from the condos. once you start getting up 15, 20 floors, the winds gusts become even more. it is not advice but hopefully they will leave by tomorrow afternoon. the governor wants people out before the tropical storm winds begin. when you take a look over here, miami is constantly under construction, and a 20-25 cranes in the downtown area. the city says that the designed arms are designed so that they move in the wind. they can sustain, from what we understand, 145 miles per hour,
