the bayview opera house is a very important community resource for the bayview.is the only institution in by a vue that provides arts education, especially to children on a large scale. as you probably know, arts are mostly not in the schools because emphasis is all on reading and mathematics because that's so important. so the children get no arts education whatsoever except when they come to the bayview opera house. last summer we had about 300 op last summer, we had children take classes from everything from dancing, healthy cooking and gardening. we had at some live chickens there and created some nice ambience for the children. we offered an after-school program all year round and it is going to be limited by the funding we have for such programs. the bayview opera house is surrounded by quite a bit of blight, unfortunately. improving the facility as far as we have already gotten has done wonders to improve the whole situation, not just for one building, but for the entire community. last year, we spent $150,000 that the organization raised for the -- to res

and then you have bayview hunters point. a lot of people keep year for jobs. and then potrero hill is very different because is kind of a new yuppie population, and little hollywood and dog patch. >> historical, district and has been home to shipyards, heavy industry, and a naval base. now, the naval base and most of the shipyards and factories are closed, but the environmental problems continue to impact the district. let's hear how residents are responding to the environmental and health issues they are facing. >> it was hard to breathe last night. i woke up coughing, you know? those are the things that we go through because of the contamination out here. >> this community has a history of issues, environmental issues that have been let go, just run amok. sitting in a meeting once with the health department, we discovered haphazardly that they had known for years that in bayview hunters point, african- american women under the age of 50 had the highest rate of breast cancer in the entire state, but the health department has noted for years, and they failed t

>> this is primarily a bayview hunters point area of analysis. >> is there a way to expand it? people in the southernmost part of the district in visitation bally are greatly affected to the -- valley are really affected to the cuts that muni 8 has undergone. is there a way to extend the study? >> i do not know if we can go from the scope of a caltrans grant and modify it to the degree where we could add a significant portion of an era that was not originally included. we have ongoing efforts related to visitation valley and i am drawing a blank right now as to which exact effort we could put this into. i believe we could address your concerns without the need for renegotiating contracts with caltrans. but we are aware of what you are talking about. commissioners, your point about cutbacks in service, in fixed route service, brings up another set of interesting issues related to the long-term future of service in areas of the city where fixed routes, for whatever reason, is only producing marginal results. either because of the topography or because of the routes that are being

we have folks in bayview only talking with and a small corner of the bayview merchant quarter. we don't have people talking to the potrero hill association. all of these different fragmented conversations are happening. there largely talking about the same thing, crime, keeping streets clean, businesses, supporting small businesses, maintaining and making sure the city is livable for everyone. no one really looked to their neighbors. they stayed within their neighborhood, but did not reach beyond the boundaries. that is one thing i saw that i actually made a concerted effort on the campaign to build bridges. for me, that goes beyond the neighborhood. it goes to connecting the southeast to the large part of san francisco, wake up, we're out here. we want bike paths, dog parks, open space. we no longer want to have a neighborhood or a reputation of a crime-filled community. the other thing that i learned is really, we are all human. how to connect with that spirit, whether you're living in public housing, owning your own property, your asian, african american, we are all one. we

in bayview hunters point project area, our main focus is on third street. we have dedicated this year about $1 million for a revolving loan program for small businesses that are operating on third street, in addition to that, a significant amount of money, about 3/-- about $750,000 for improvements on third street. in addition to those things, our priorities are to wrap up and complete and in some cases initiate affordable housing developments. our two major priorities with regard to housing in bayview hunters point in the upcoming year are to get the revitalization of double lock off the ground and to basically commit all of the funding that will get us through the revitalization of hunters view. there are two phases of the shipyard. the first is under way. we hope in the next year with our development partner to initiate the first vertical development on phase one, and on phase two, our hope is to complete the entitlement process there and commence the work associated with phase two, which, as everybody probably knows, has 10,000 units of housing associat

one is the bayview. the other is the day. since the gold rush, 90% of the wetlands in the bay have been filled in. those wetlands act as a filter for all of the water that goes in. when you do not have that filter, you need to recreate one. that is what we're doing here today, making sure that all the rain water that falls down here does not lead on the radius days to ed harrington. he runs one of the cleanest shops right down here. you want to make sure that those combined sewer overflows -- they have about 10 times a year. by doing this, not only do you increased your property values, not only do you know that you are doing your part for the environment, but you are also putting less of a strain on the waste water treatment plant and helping the bay. and it really needs our help. it is in trouble. when i came down here, we passed the shore. there is a reason is called bay shore. that is where the shore of the bay used to be. a lot of the area this bill. when we think about infrastructure, we are also securing this for the f

asian community in the bayview. i'm here to speak about the bayview community that is mourning the loss of a son, a student, a friend, the chinese community has been hit hard with the tragic death of andy xing. students throughout the district feel the pain as those that did not even know him, they're also grieving. all families involved are grieving. i've met with some of andy's friends last friday afternoon. they expressed that they have no one to talk to. no one to talk to about their feelings and no one to open up to and express their pain. the chinese, asian children have been overlooked. we say that they're doing well and fine due to their academic performance, but we fail them in their social needs and forget that there are some that stray and become involved in dangerous activities. the students say that they need someone young that can relate to them, a mentor that can speak their language and understand their cultural nuances. their ineffective communication between home and school as many families do not

open a high quality middle school in the bayview. communicate this plan right away including steps and a timeline. nannett>> the district is facint of challenges. in one of them is communication. parents simply do not trust the district is really listening to them or will relate implement its plans -- really implement its plans. information relating to important district initiatives is often not fair, or even if it is not fair, it is not presented in a parent-friendly format, or if there is something, it is not translated. we have some recommendations. right now there is nobody we could go to but will be accountable for communication with families, especially parents but do not speak english -- parents that do not speak english. recommendation to provide a parent-friendly report from the middle school, which will highlight the challenges and strengths of each school. also, to develop and share a plan for what steps will be taken to strengthen middle schools, which need to include measurable objectives and time lines. >> our next step

the mandates of the complaint were specific to the bayview hunters point and the southeast sector of the city. what good has that done us? i thought i was making a difference consistently coming before you, a voice for our children, but i must say, shame on you, because you continue to do what you have always done, and therefore, will never solve the achievement gap of the population, so we continue to remain under served, neglected, and forgotten. i want to thank all of a view, everyone here to represent our children who -- all of the bayview, everyone who is here to represent our children. thank you. >> good evening, superintendent, educators. i am here to talk about for continuing difficulty we see in the district administration. as i have told you before, this year has been a litany of disaster at that school, and it has been caused by the administration, not by the staff. the administration elected the teachers without revaluating them. they withdrew from the program because they did not want to be investigated and have it evaluated. the newest out rate is seven out of 11 teache
