-- to the bayview pac. you name it, we have been there. i think the kind of outrage that we have had has been unprecedented -- the kind of outreach we have had has been unprecedented in the city. in addition, e-mail and snail mail a number of newsletters to people. we are still getting back coupons from people wanting to know when the houses are going to be available and that kind of thing. i personally have participated in neighborhood fairs, and we have done balloons and t-shirts. i mean, there is no development out there that has had as much about -- as the executive park has had. i am pleased to say that we even had a 30-year barbecue to celebrate the 30th anniversary of the community advisory committee for the executive park. i am pleased to say that we have had just a tremendous amount of community support throughout the entire community, and we have leveraged, frankly, our community support to be used to support the continued opening of the candlestick point state park. we have kind of combined our e

i am from bayview hunters point. my understanding in the coming here was to discuss what was happening at a site in bay view hunters point, a shipyard that was closed in 1974. he talked about the regulatory agencies. in three minutes, i cannot give you the story of how this began. it began in 1990. we were having birthdays in -- earth days in bayview-hunters point. they said in southern california they had rat boards. there were no closures in northern california. i had to raise my hand and state, i am from san francisco. the shipyard closed in 1974. as i am speaking to you today, there is a process going on to close the presidio. the advisory boards were set up to make sure that before any land would be transferred from the shipyard, that it could be approved by the board. because there were two other committees that had been set up, dealing with the shipyard, the citizens advisory committee, you had the redevelopment agency that came later, the board spoke to whether or not that land would be transferred. in 2000,

and then you have bayview hunters point. a lot of people keep year for jobs. and then potrero hill is very different because is kind of a new yuppie population, and little hollywood and dog patch. >> historical, district and has been home to shipyards, heavy industry, and a naval base. now, the naval base and most of the shipyards and factories are closed, but the environmental problems continue to impact the district. let's hear how residents are responding to the environmental and health issues they are facing. >> it was hard to breathe last night. i woke up coughing, you know? those are the things that we go through because of the contamination out here. >> this community has a history of issues, environmental issues that have been let go, just run amok. sitting in a meeting once with the health department, we discovered haphazardly that they had known for years that in bayview hunters point, african- american women under the age of 50 had the highest rate of breast cancer in the entire state, but the health department has noted for years, and they failed t

aurelius walker from bayview- hunters point. the african-american revitalization organization -- i am appalled. i looked at an article and it said -- it was a press release. m "ayr lee -- "merayor lee applauds." lieutenant governor gavin newsom, state controllers, recognition of the hunters point shipyard, a model for redevelopment. i want to applaud the health department of the city. we have an outstanding health department. amy brownell was outstanding. in the face of public insult, public attacks, she still did her job. on one occasion, they went out to do some research on nosebleeds. it was intimidating. they had to stop their research because of the attacks and all of that. one of the things i'm concerned about, supervisors, is last summer, the shipyard's project was approved. the board of supervisors, six other city boards, and the two community advisory groups with jurisdiction over the site, and the citizen committee, the same old, and become a dead rhetoric is what we have been hearing all this time. in bayview hunters point project area, our main focus is on third street. we have dedicated this year about $1 million for a revolving loan program for small businesses that are operating on third street, in addition to that, a significant amount of money, about 3/-- about $750,000 for improvements on third street. in addition to those things, our priorities are to wrap up and complete and in some cases initiate affordable housing developments. our two major priorities with regard to housing in bayview hunters point in the upcoming year are to get the revitalization of double lock off the ground and to basically commit all of the funding that will get us through the revitalization of hunters view. there are two phases of the shipyard. the first is under way. we hope in the next year with our development partner to initiate the first vertical development on phase

we have folks in bayview only talking with and a small corner of the bayview merchant quarter. we don't have people talking to the potrero hill association. all of these different fragmented conversations are happening. there largely talking about the same thing, crime, keeping streets clean, businesses, supporting small businesses, maintaining and making sure the city is livable for everyone. no one really looked to their neighbors. they stayed within their neighborhood, but did not reach beyond the boundaries. that is one thing i saw that i actually made a concerted effort on the campaign to build bridges. for me, that goes beyond the neighborhood. it goes to connecting the southeast to the large part of san francisco, wake up, we're out here. we want bike paths, dog parks, open space. we no longer want to have a neighborhood or a reputation of a crime-filled community. the other thing that i learned is really, we are all human. how to connect with that spirit, whether you're living in public housing, owning your own property, your asian, african american, we are all one. we

one is the bayview. the other is the day. since the gold rush, 90% of the wetlands in the bay have been filled in. those wetlands act as a filter for all of the water that goes in. when you do not have that filter, you need to recreate one. that is what we're doing here today, making sure that all the rain water that falls down here does not lead on the radius days to ed harrington. he runs one of the cleanest shops right down here. you want to make sure that those combined sewer overflows -- they have about 10 times a year. by doing this, not only do you increased your property values, not only do you know that you are doing your part for the environment, but you are also putting less of a strain on the waste water treatment plant and helping the bay. and it really needs our help. it is in trouble. when i came down here, we passed the shore. there is a reason is called bay shore. that is where the shore of the bay used to be. a lot of the area this bill. when we think about infrastructure, we are also securing this for the f

the bayview opera house, the mission cultural center, as well. we will be in conversation with the san francisco unified school district to look at communities where arts have been pulled out of the curriculum and find opportunities to partner with the school. and also, the community arts and education program that would really maximize our opportunity. as far as implementation, we have been thinking about this quite a bit. our best thinking today is we will be creating an arts committee in house that would have representation across each of the enterprises. the idea is that at the beginning of each fiscal year, the arts committee, made up of staff and representatives from the arts commission as well, would identify our priority as we think about those dollars each year. we would be able to hear from, for example, waste water. can you think about arts enrichment in these particular districts? the idea would also be that as we are building facilities, we are building an environmental interpreted center -- that staff would be able to say we will ne

most of them live in the bayview, too. instead of saying that the students -- the students were actually directed, i think -- some of them to john o'connell, also. i wonder if we were able to capture some of those students that actually go to bay view high school's in this program. i know that a lot of them were not directed to lowell high school. students that went to washington high school i think were directed there, and they sort of said that these high schools would go to john o'connell, or these would go, so if you would not mind looking into that. i know thurgood marshall had many students treated to discredit recovery, too. >> in conversations with janet, she explained the breakdown. a good concentration of youth in district 10 would be at all well and o'connell, so we did take that into consideration. a lot of the constraints, and this is the first year in a cut program, we had was the timing and the funding was released and how much time we had to put an actual effective program together, so there are definitely

sewer system improvement program is coming to san francisco and a lot of the impact will be here in bayview hunters point and of the $6 billion proposed to rebuild the sewer system $3 billion will be next door as we look at upgrading that facility. next slide. as part of the process to get fe feedback and input with regard to how the facility is being utilized we have embarked on a very extensive engagement process to hear from the community. in one of the early meetings what we heard from one of the folks in the meeting is we told you what we wanted and we told you probably 30 years ago, 25 years ago, as part of the mitigation there was a lot of feedback that we need to go back to the mitigation agreement because people spent a hrlot ofe talking about it. so that was the first step. in addition we have done over 100 interviews and meetings. we have met with community leaders, met with city college staff people, city college board members and the southeast commission facility members, commissioners. we have done focus groups with young people. several of them did focus groups with elders an
