not just in bayview. you can live in bayview, but you can be a global citizen in your library. understanding that our whole effort to be a global city is directly part of every community, that is what maintains our global status, rights to the level of the bayview. i know our friends here will want to talk to me. i will continue to meet with everyone in the bayview who wants to meet with me. everyone's input is equally important, and that is a lesson that i learned from ms. jackson many years ago. everybody's voice has to be heard. when you listen to everybody, no matter who you are, the matter what position you hold in the city, you end up with the projects, the way things are done. so i want to share that with you, thank you for being here with me, recognize everyone here today. we are breaking ground, building a library, connecting everyone together. we should do more of this and find more people to participate. thank you for being here. i am from bayview hunters point. my understanding in the coming here was to discuss what was happening at a site in bay view hunters point, a shipyard that was closed in 1974. he talked about the regulatory agencies. in three minutes, i cannot give you the story of how this began. it began in 1990. we were having birthdays in -- earth days in bayview-hunters point. they said in southern california they had rat boards. there were no closures in northern california. i had to raise my hand and state, i am from san francisco. the shipyard closed in 1974. as i am speaking to you today, there is a process going on to close the presidio. the advisory boards were set up to make sure that before any land would be transferred from the shipyard, that it could be approved by the board. because there were two other committees that had been set up, dealing with the shipyard, the citizens advisory committee, you had the redevelopment agency that came later, the board spoke to whether or not that land would be transferred. in 2000,

and then you have bayview hunters point. a lot of people keep year for jobs. and then potrero hill is very different because is kind of a new yuppie population, and little hollywood and dog patch. >> historical, district and has been home to shipyards, heavy industry, and a naval base. now, the naval base and most of the shipyards and factories are closed, but the environmental problems continue to impact the district. let's hear how residents are responding to the environmental and health issues they are facing. >> it was hard to breathe last night. i woke up coughing, you know? those are the things that we go through because of the contamination out here. >> this community has a history of issues, environmental issues that have been let go, just run amok. sitting in a meeting once with the health department, we discovered haphazardly that they had known for years that in bayview hunters point, african- american women under the age of 50 had the highest rate of breast cancer in the entire state, but the health department has noted for years, and they failed t

[applause] >> good morning, bayview. it does not get much better. i want to join mayor lee in welcoming everybody here and thanking our city librarian and his hard-working staff, the devoted and committed library commissioners, friends of the library folks to raise additional moneys to finish each of these projects. of course, supervisor cohen and weener -- weiner, leland yee as well. i have been not to over 20 of these ribbon cuttings. it is not often we get to say your tax dollars are at work with a smile on our faces, but we can do so today. voters knew what they were doing in 2000 when we passed proposition a, which provided $106 million for 24 renovations and a few new constructions. this being one of them. yes, this will be a 9000 square foot educational resource center bridging the digital divide with 21st century technology. but probably more importantly, this new branch library will be a house of ideas, a home of dreams, and a home of hope. this will be the heart and soul of the future of bayview. so we are invested in this. we talked to th

i am a native residents of bayview-hunters point. first of all, i would like for you to approve this particular project. i also served on the city commission in 1970 when this project first came aboard. we blessed it then. that particular time, we were representing some 65,000 people in the community, which was a part of visitation valley. our boundaries were from geneva, bay shore, all the way to highway 280. we represented some 65,000 people. we were voted and elected by people in our community. but the irving corporation came to us in the early 1970's and asked for our endorsement on this project, which we did. we got a lot of things from them -- we got a lot of thanks from them. to this day, the corporation has lived up to the agreement. they make sure that people in the community are working. the major people in the city are working. also have an opportunity that we have 35% of our contractors being a part of that project, which they have built up to. we also had the opportunity to have business opportunities in the project. so

aurelius walker from bayview- hunters point. the african-american revitalization organization -- i am appalled. i looked at an article and it said -- it was a press release. m "ayr lee -- "merayor lee applauds." lieutenant governor gavin newsom, state controllers, recognition of the hunters point shipyard, a model for redevelopment. i want to applaud the health department of the city. we have an outstanding health department. amy brownell was outstanding. in the face of public insult, public attacks, she still did her job. on one occasion, they went out to do some research on nosebleeds. it was intimidating. they had to stop their research because of the attacks and all of that. one of the things i'm concerned about, supervisors, is last summer, the shipyard's project was approved. the board of supervisors, six other city boards, and the two community advisory groups with jurisdiction over the site, and the citizen committee, the same old, and become a dead rhetoric is what we have been hearing all this time. a lot of emotions expressed here in the bayview last night.n fact, the police chief left early promising more meetings in the future but just didn't like the format and how things were going last night. here's footage of him being shouted down. [ screaming ] >> reporter: chief greg suhr leftnot long after that happened. he did try several times to answer people's questions but a lot of residents were there to vent. the meeting was in response it a police shooting in the neighborhood last weekend that started as officers approached a 19-year-old for fare evasion on the bus. he took off. police say he was shooting at them as he ran and they shot him. he died soon after. here is his picture. kenneth harding is a parolee from seattle wanted for questioning in a shooting death up there. but a lot of people who came to the meeting last night said it wasn't about hardin per se, it was more about bad relations with the community for years, they were upset that the police let harding bleed to death on the street that they did this in front of children.

only one person taken into custody actually lives in the bayview neighborhood where that fatal shooting occurred. >>> jury deliberations get underway today in the trial of a man charged with opening fire inside a richmond church. two teenage brothers were wounded in february of 2010 at the shooting at the church. prosecutors argue bugs carried out the attack to gain standing in his gang and boasted of the violence in a youtube video. the defense denied he is a gang member and says witnesses mistakenly identified him as the shooter. >>> a california man charged with kidnapping his elderly mother in oregon may be hiding in the bay area. the f.b.i. says 55-year-old marshal goldberg fled the state with his mother two months ago. he has ties to daly city, los angeles and north hollywood. and authorities believe he may be hiding in one of those places. his mother, 85-year-old doris goldberg, is considered endangered because she has alzheimer's disease and dementia and can't care for herself. he's believed to be driving a gold 1996 oldsmobile four door sedan with a license plate on the screen.

we have new information tonight on that officer-involved shooting in the bayview this weekend. san francisco police now say they have recovered the gun that was used to shoot at police, but some witnesses say the suspect never shot at anyone. elise kirschner joins us live from the bayview police department with this latest development. elise? >> reporter: diane, sfpd here says with the help of witnesses, they were able to recover a gun, a gun they say that suspect used before he was shot and killed. now there were a lot of people at the scene of that shooting here in the bayview community. so cell phones were actually able to capture the aftermath. i want to show you some of that video now. this is video posted on youtube. and we have frozen this picture to show what may be a gun on the sidewalk. it appears to have a black handle and silver barrel. police say this is key evidence in the shooting that happened yesterday afternoon near a bayview train platform. officers say they were chasing a 19-year-old suspect who did not pay his fare on muni. that's when authorities say the m

bayview residents held a rally yesterday.is us that his criminal record is -- they told us that his criminal record is not important. >> i'm not condoning what the police did by far. i don't want to see nobody getting hurt. but, you know, somebody who has a criminal record, how can you -- you can't protect the criminals. >> as they are chasing him and they are fired upon, they knew that their lives were in jeopardy and at which point they returned fire. >> reporter: okay. so there's many questions now about the gun involved in this officer-involved shooting. many witnesses at the scene say that the suspect was unarmed. that is what they saw. now, some are upset that police fired into a busy area into a busy crowd. police say they have recovered a .45-caliber handgun. now, a bystander picked it up at the scene. police did later recover that gun. it's undergoing forensic testing because they are not sure that that was the actual gun used by the suspect in this case. back to you. >> hopefully that forensic testing will help sort

i have served in the bayview. i know what some of the tensions in that neighborhood are. it is unfortunate. we are the enforcement branch, which by its nature is of having - conflict with people, whether it is issuing a traffic ticket, or a lot of the things we do in the enforcement community are not well received. i do not know how we turn that around. supervisor cohen: i do not have the answers, either. maybe throughout this process, something will come out. maybe i am cautiously optimistic on how successful we will be. given that you said yourself that you guys enforce the law of the land. we are talking about a population of people who have demonstrated in the past their inability to follow the law. it seems to me an inherent conflict, and i -- >> if i could, perhaps an educational component in some of the successful programs that already exists. we have done it out -- in the community at the younger age levels with law enforcement through various hiking, fishing programs, trying to interact with the community at a young age to let them know that we are more than just

we have folks in bayview only talking with and a small corner of the bayview merchant quarter. we don't have people talking to the potrero hill association. all of these different fragmented conversations are happening. there largely talking about the same thing, crime, keeping streets clean, businesses, supporting small businesses, maintaining and making sure the city is livable for everyone. no one really looked to their neighbors. they stayed within their neighborhood, but did not reach beyond the boundaries. that is one thing i saw that i actually made a concerted effort on the campaign to build bridges. for me, that goes beyond the neighborhood. it goes to connecting the southeast to the large part of san francisco, wake up, we're out here. we want bike paths, dog parks, open space. we no longer want to have a neighborhood or a reputation of a crime-filled community. the other thing that i learned is really, we are all human. how to connect with that spirit, whether you're living in public housing, owning your own property, your asian, african american, we are all one. we
