i am from bayview hunters point. my understanding in the coming here was to discuss what was happening at a site in bay view hunters point, a shipyard that was closed in 1974. he talked about the regulatory agencies. in three minutes, i cannot give you the story of how this began. it began in 1990. we were having birthdays in -- earth days in bayview-hunters point. they said in southern california they had rat boards. there were no closures in northern california. i had to raise my hand and state, i am from san francisco. the shipyard closed in 1974. as i am speaking to you today, there is a process going on to close the presidio. the advisory boards were set up to make sure that before any land would be transferred from the shipyard, that it could be approved by the board. because there were two other committees that had been set up, dealing with the shipyard, the citizens advisory committee, you had the redevelopment agency that came later, the board spoke to whether or not that land would be transferred. in 2000,

i am a native residents of bayview-hunters point. first of all, i would like for you to approve this particular project. i also served on the city commission in 1970 when this project first came aboard. we blessed it then. that particular time, we were representing some 65,000 people in the community, which was a part of visitation valley. our boundaries were from geneva, bay shore, all the way to highway 280. we represented some 65,000 people. we were voted and elected by people in our community. but the irving corporation came to us in the early 1970's and asked for our endorsement on this project, which we did. we got a lot of things from them -- we got a lot of thanks from them. to this day, the corporation has lived up to the agreement. they make sure that people in the community are working. the major people in the city are working. also have an opportunity that we have 35% of our contractors being a part of that project, which they have built up to. we also had the opportunity to have business opportunities in the project. so

i have served in the bayview. i know what some of the tensions in that neighborhood are. it is unfortunate. we are the enforcement branch, which by its nature is of having - conflict with people, whether it is issuing a traffic ticket, or a lot of the things we do in the enforcement community are not well received. i do not know how we turn that around. supervisor cohen: i do not have the answers, either. maybe throughout this process, something will come out. maybe i am cautiously optimistic on how successful we will be. given that you said yourself that you guys enforce the law of the land. we are talking about a population of people who have demonstrated in the past their inability to follow the law. it seems to me an inherent conflict, and i -- >> if i could, perhaps an educational component in some of the successful programs that already exists. we have done it out -- in the community at the younger age levels with law enforcement through various hiking, fishing programs, trying to interact with the community at a young age to let them know that we are more than just
i have served in the bayview. i know what some of the tensions in that neighborhood are. it is unfortunate. we are the enforcement branch, which by its nature is of having - conflict with people, whether it is issuing a traffic ticket, or a lot of the things we do in the enforcement community are not well received. i do not know how we turn that around. supervisor cohen: i do not have the answers, either. maybe throughout this process, something will come out. maybe i am cautiously optimistic...

we have folks in bayview only talking with and a small corner of the bayview merchant quarter. we don't have people talking to the potrero hill association. all of these different fragmented conversations are happening. there largely talking about the same thing, crime, keeping streets clean, businesses, supporting small businesses, maintaining and making sure the city is livable for everyone. no one really looked to their neighbors. they stayed within their neighborhood, but did not reach beyond the boundaries. that is one thing i saw that i actually made a concerted effort on the campaign to build bridges. for me, that goes beyond the neighborhood. it goes to connecting the southeast to the large part of san francisco, wake up, we're out here. we want bike paths, dog parks, open space. we no longer want to have a neighborhood or a reputation of a crime-filled community. the other thing that i learned is really, we are all human. how to connect with that spirit, whether you're living in public housing, owning your own property, your asian, african american, we are all one. we
