not just in bayview. you can live in bayview, but you can be a global citizen in your library. understanding that our whole effort to be a global city is directly part of every community, that is what maintains our global status, rights to the level of the bayview. i know our friends here will want to talk to me. i will continue to meet with everyone in the bayview who wants to meet with me. everyone's input is equally important, and that is a lesson that i learned from ms. jackson many years ago. everybody's voice has to be heard. when you listen to everybody, no matter who you are, the matter what position you hold in the city, you end up with the projects, the way things are done. so i want to share that with you, thank you for being here with me, recognize everyone here today. we are breaking ground, building a library, connecting everyone together. we should do more of this and find more people to participate. thank you for being here. and then you have bayview hunters point. a lot of people keep year for jobs. and then potrero hill is very different because is kind of a new yuppie population, and little hollywood and dog patch. >> historical, district and has been home to shipyards, heavy industry, and a naval base. now, the naval base and most of the shipyards and factories are closed, but the environmental problems continue to impact the district. let's hear how residents are responding to the environmental and health issues they are facing. >> it was hard to breathe last night. i woke up coughing, you know? those are the things that we go through because of the contamination out here. >> this community has a history of issues, environmental issues that have been let go, just run amok. sitting in a meeting once with the health department, we discovered haphazardly that they had known for years that in bayview hunters point, african- american women under the age of 50 had the highest rate of breast cancer in the entire state, but the health department has noted for years, and they failed t

[applause] >> good morning, bayview. it does not get much better. i want to join mayor lee in welcoming everybody here and thanking our city librarian and his hard-working staff, the devoted and committed library commissioners, friends of the library folks to raise additional moneys to finish each of these projects. of course, supervisor cohen and weener -- weiner, leland yee as well. i have been not to over 20 of these ribbon cuttings. it is not often we get to say your tax dollars are at work with a smile on our faces, but we can do so today. voters knew what they were doing in 2000 when we passed proposition a, which provided $106 million for 24 renovations and a few new constructions. this being one of them. yes, this will be a 9000 square foot educational resource center bridging the digital divide with 21st century technology. but probably more importantly, this new branch library will be a house of ideas, a home of dreams, and a home of hope. this will be the heart and soul of the future of bayview. so we are invested in this. we talked to th

i also like to thank my colleagues that came to the bayview, at the town hall meeting a couple of days ago. it is the city family that is going to help us move forward. i specifically want to thank the mayor. this is the man that is unabashed about his support. he is with us 100% of the way. his walk and talk are in unison. i hear him downtown at the chamber of commerce and when he is making presentations to the community. it is consistent, thoughtful, compassionate, and it is real. it is a real talk. he mentioned honoring some of the promises that were made in the past. now here is the day. it is coming. and we will usher in, collectively, as a community. we have in business leaders here to help us guide through this transformation from point a to point b, and beyond. so with that, this is a positive day. we will continue to take this momentum and move forward and continue to build. we have folks in bayview only talking with and a small corner of the bayview merchant quarter. we don't have people talking to the potrero hill association. all of these different fragmented conversations are happening. there largely talking about the same thing, crime, keeping streets clean, businesses, supporting small businesses, maintaining and making sure the city is livable for everyone. no one really looked to their neighbors. they stayed within their neighborhood, but did not reach beyond the boundaries. that is one thing i saw that i actually made a concerted effort on the campaign to build bridges. for me, that goes beyond the neighborhood. it goes to connecting the southeast to the large part of san francisco, wake up, we're out here. we want bike paths, dog parks, open space. we no longer want to have a neighborhood or a reputation of a crime-filled community. the other thing that i learned is really, we are all human. how to connect with that spirit, whether you're living in public housing, owning your own property, your asian, african american, we are all one. we

. >> my name is oscar james, i am a bayview hunters point resident. was a commissioner when we accepted the property for the college. we had a bayview hunters point college with city college courses, berkeley campus courses, and san francisco state courses. three months prior to it being opened, the defunded if. of the programs had to be self sustaining and that is why the city college is there by themselves now. when we had all those other courses and all of those other facilities, the place was packed. you say you're having problems keeping the building filled. he brings some of those campuses back. it will help people for that area of education. he became a phd with some of the courses there. those of the type of things we need. but that is our property. we're not going to let anyone take our property. >> thank you. next speaker, please. >> commissioners, my name is francisco decosta. i come from time to time to address issues not only of the community but issues that have all of san francisco. espinola jackson, you know her very well. she has been

i would also like to the knowledge our police captain from the bayview as well as a single side. this is the manifestation of community policing behind me. we have come to thank all of our elected leaders. but i am here to especially thank and pay my respects to the ambassador's themselves who have completed their technical training. not only will they be bringing safety to the san bruno avenue corridor, but they are making a fashion statement. you see these wonderful new jackets that they will be wearing. it is not easy, trust me. it is not easy to preach and bring safety first while you put it -- while looking good. i want to applaud the ambassadors for doing a good job. i think this is a fantastic example of our local hire ordinance at work, and i want to also added knowledge that this is a response from the ground up. this is an indigenous response to public safety. the answers to our streets, bringing safety to our emerging corridors does not necessarily rest solely in the hands of the police department, but in all of our hands. when we see a crime, we must remember to repor

luke's hospital in the mission and eliminate hazardous power plants in the bayview. san francisco deserved a mayor forward thinking as our people. we need neighborhood schools, long-term budget solutions and a government that is transparent and responsive. the eyes of the world will be on us for the america's cup. we need to turn that events into real opportunity by expanding our cruise ship terminals and ensuring the most green america's cup ever and turning it into long-term permanent jobs. that is the kind of mayor i will be. i humbly ask for your vote. thank you. >> the league of women voters and sfgov tv have collaborated to bring in statements from 14 candidates for mayor of san francisco. >> my name is cesar ascarrunz. i'm a businessman in san francisco. i lived here for the last 40 years. through my years, i learned and watched very successful and entertainment business. i went to college and i and hands my education at uc- berkeley. i opened restaurants and nightclubs which have been very successful. in the '70s, there where crime drives. people used to tell

he is a lifelong resident of the bayview community, and he is someone that has spoken out.has not always spoken out about the death of kenneth harding, but he has also spoken out about the criminalization of the youth in the bayview hunters point area and throughout san francisco. there's a coalition of us that have come together. we have been together since the killing of kenneth harding. we have noticed that, like jeremy has said before, there have been two different incidents in the last three months where he has been detained by the police. this last incident, he was brutally abused by the police and was hospitalized with his brother. we are just here -- i am here because i am pleading with you guys to probably just -- not even probably, to get information about this case and get information about who this young man is. the fear we have as a community is that i will be doing this, wearing a t-shirt like i am wearing one of oscar grant because he was beautifully killed. that is an issue we have in our community. one of the most vocal people in the san francisco bay view

new companies that are coming into the hunters point and bayview area -- as you know, we opened fresh and easy just last month on august 24. i opened that stored to the light of so many residents to see their first full grocery store service. this is their second store in san francisco. the first one opened up on june 20. in addition to fresh and easy, san francisco's wholesale market produce is located in the bayview, and that produce market currently houses 30 companies in the 300,000 square foot wholesale market place. a produce market is a source of good jobs that pay well, and they do not require four-year degrees. the market's 200,000 square feet expansion will generate an additional 350 permanent jobs and $500 million in economic impact, keeping and creating good jobs in san francisco. another economic anchor for the community will be a 3 million square foot innovation district of green office space, clean technology, research and development uses. the district is anticipated to create 10,000 permanent jobs, " that will benefit the bayview hunters point community as well as the

it is unfair to the people in bayview. you said you would create off street parking. they were going to look into the no left turn sign, yet nothing has been done about it. what are you going to do about it? when are you going to do about it, ok? >> my name is martin robinson. i am a merchant at third and peru. i want to echo the comments that mr. walker has made. it appears to be false promises that have been made by this agency about construction of the light rail. they were going to assist some of the merchants who were impeded by the construction phase. not one merchant receive 15 cents from this agency. in addition to that, we are dealing with the social plight and the economic blight that the city and county has not addressed through the redevelopment agency. your agency is part of that because you are riding the rails through the third street corridor. in addition to that, when you come for the approval of the rail going from king street to bay shore and the visitation valley, you came with the promise of jobs. the only jobs received were flat positions for the

of course, you may have heard that we open up the second fresh and easy store in bayview. that started and open up just at the end of last month, and it is their second store. first one was in richmond, and these two stores will serve their communities, but the nice thing about -- in addition to their healthy food that they are serving -- they are doing the right thing by hiring locally. the fresh and easy store in bayview -- 72% of their employees are san francisco residents. that is a wonderful contribution to our city. also want to thank china sf. that was something rapid ga -- that favin new -- that gavin newsom created. i want to thank him because he started many of these programs that i get to help out with. this was one of those because it helps us have a direction and a presence in the developing country of china and make sure that our offices in shanghai and beijing were successful in recruiting not only the seven solar companies -- the five solar companies that are here in san francisco from china, but they are part of some 13 companies that have already located

i live in at the bayview. there are hundreds of lighted buildings. there are three examples here. the first one is the mendell plaza, which my friend has talked about. it is right at the t-line and has been vacant. the building permits are both current and expired. 2006, and currently fees due to the city in excess of $6,000. another one is down the street on oakdale. in addition to all of the complaints, it has piles in the backyard and is abandoned. the third one has been on the city radar for 15 years, and it is a bunch of shipping containers, some plywood construction buildings where people are actually living. you can see all of the cars, and you can see what these people are living. it is on a country road in the rural south -- this is not a country road in the rural south. this is a main street in san francisco. this one has many features and overlaps jurisdictions. it is difficult for citizens to report. but the dbi does enforce building codes, and i am sure they know which of the descriptions are under their jurisdiction. currently, the process for handling complaints to

she has been not only a fighter, but a mother of the bayview hunters point. what i am saying is very simple, pretty well, including your attorneys. i know where you come from. we have to have focused meetings. as much as i think i know about sfpuc, when in doubt, i call my friends who work for puc. is this true? can you enlighten me on this subject? so i am educated on issues. even though i know a lot about puc for the last 40 years. so we have some dealership here. we need to contact the right people who gather the right information so that what ever is going to happen has the blessings of the elders. in all indigenous communities, you have to get their blessings of the elders. that is just how is done. if the city and county of san francisco and some politicians want to do it some other way, then you know what? you're going to challenge the community. and somebody challenged me with hunter's point. they learned a big lesson. i do not want to be an enemy of the public utilities commission. the general manager knows that. in all of my deliberations, i have ne
