i'm a bayview homeowner and a resident for 12 years. as such, i represent the bayview. i used archimedes bana regularly. as the proverb says, money is the root of all evil. this project is zoned for four stories. i ask you to consider three points. if you change the zoning to more than four stories, to eight stories, or even higher, now i hear 14, this would be the only eight story building and higher and only building above four stories in the neighborhood. it doesn't fit into the neighborhood. secondly, instability. is eight stories stable? the towers are going to be built on landfill. zoning is only for four stories. will it be dangerous? is there a reason for the four-story limit? and third, this project will significantly block views in the neighborhood. i can't emphasize this enough. eight stories is a monstrosty and an eyesore. it will totally surround and dwarf the archimedes bana and completely block the majestic views of the city and the bay. please consider the best use of the property would be a public park. if developed, it should only be four stories, whic

linda richardson, long time bayview-hunters point resident. i cofounded the southeast alliance for justice and the bayview environmental health task force working with the department of public health. been here 30 years and also helped with the coordination of the land use planning for the entire bayview. i'm here today to support the amendment, the phase one, all of you saw it, the phase one of the shipyard which led to the cohen development, and i need to tell you, as supervisor cohen told you earlier, this development is the economic engine of bayview-hunters point. it was all the decisions that they were mandated to carry out. phase two, the concept plan, like any great development that's going to span about 20 years or so lays out the housing elements, the type of quality and the variations of those. it's talking about the land use provisions, open space, transportation. it's in there. the special space, the combination, who's going to get what. we have senior housing, as you know. this plan has more senior housing. this is the only part

i've been working in the bayview community for several weeks now, and if you didn't know, the bayview community has 40% of san francisco's homeless population but only six% of the services. there's only one shelter in the bayview community called providence, which was only meant to be a temporary shelter, which means that a majority of the elderly african-american homeless population sleeps overnight in the mother brown drop in centre on plastic chairs. all we are asking for his replacement shelter in the bayview. not an entirely new one, just a replacement for services that need to be there in the first place. that is part of the $14.7 million budget ask. thank you. >> supervisor cohen: next speaker. >> good afternoon. i am a student intern with the coalition on homelessness. i am asking the city to fund the initiative, $14.9 million in total, in order to provide absolutely necessary relief to the homeless community in san francisco. $20.7 million is currently spent on criminalizing the homeless, including a proposed $3 million to provide police with taser weapons. we need to ask our

i live in the bayview. i wanted to support the proposed budget items for the bayview opera house brick i have been with the bayview opera hudson's eyes fixed -- 15 years old which allowed me to learn a tremendous amount about art administrative work and bookkeeping. for the normal -- for the past for years i was able to build up a plethora of skills that i will be using for the rest of my life. i started as an intern in the summer of 2015 and i was hired as an assistant bookkeeper. these past three years i learned a lot about nonprofit bookkeeping and grants management. now that i am going off to college i expect to finance my education by working as a bookkeeper. that would not be possible if it was not for the bayview opera house. i think the additional funding will help inspire more people in our community by having more classes, events, internships which allow people to develop a deeper appreciation of the arts and culture. thank you. >> supervisor cohen: thank yo you. next speaker .-guessed please. >>

my daughter was raised in bayview. i'm intimately involved in the communities affected by these gang injunctions. anything that criminalizes the black and brown in our city isn't serving our city. it's been made very clear. i want to thank jeff adachi for his eloquent explanation of the problem with gang injunctions. but i just want to remind the city who you are representing in front of me right now that we have an opportunity to make a statement about racist criminalizing practices, that as we face a period where increased incarceration and lifts of people who get special charges for expressing themselves, that really is fascism, we have to ask ourselves did we decide to do that? we decided not to do that, because the liberties we give up and the communities that are impacted are not something we are willing to give up. so i just want to encourage you to look at the broader social situation and the importance of making very strong statements against racist criminalizing practices and that's from my neighborhood. than

i would have you go there to study bayview and look at the plan that we have. together it has a lot of housing more than anywhere in san francisco. richard >> commissioner richards: can you comment on this plan? >> i think the will be helpful to look at the plan for the shipyard in candlestick point. there are buildings there similar to this project, there are low rise and high-rise buildings. the candlestick point has buildings over 30 stories. all these projects have had a combination of high-rise and low-rises and mid-rises. as it was said earlier, the high-rises do two things. they free up more land and they provide certain amount of density that help pay for the amenities. the combination of those two things, led us to believe that that combination works. it pays for the amenities and frees up land. all these projects are pulled well back from the edge of the water. that's why the high-rises make sense. >> commissioner richards: the thing that startles me, all these other projects have been a love fest. here we have this one project in this one specific sp

the planning department in the eastern neighborhoods did not include the bayview community. at that point in time, and correct me if i am wrong, neil or robin or maybe diane will recall, is when the eastern neighborhoods plan was being undertaken, the bayview-hunters point neighborhood was going through a potential redevelopment area and was being considered as a redevelopment area, and so the planning department wasn't focusing its efforts on the bayview community because it was looking at a redevelopment area that would have included a public realm plan. so the reason i believe the planning department has selected the central waterfront is one it's seen the most growth out of all those neighborhoods in the eastern neighborhoods plan. it had the least amount of infrastructure to accept the growth, and likely prioritize that based on what they saw was coming and probably what they heard from the community, as well. >> okay. so i guess i'm wondering how to get the rest of our waterfront back into the planning effort since all that no longer exists. >> well, the -- the port --
