i'm a bayview homeowner and a resident for 12 years. as such, i represent the bayview. i used archimedes bana regularly. as the proverb says, money is the root of all evil. this project is zoned for four stories. i ask you to consider three points. if you change the zoning to more than four stories, to eight stories, or even higher, now i hear 14, this would be the only eight story building and higher and only building above four stories in the neighborhood. it doesn't fit into the neighborhood. secondly, instability. is eight stories stable? the towers are going to be built on landfill. zoning is only for four stories. will it be dangerous? is there a reason for the four-story limit? and third, this project will significantly block views in the neighborhood. i can't emphasize this enough. eight stories is a monstrosty and an eyesore. it will totally surround and dwarf the archimedes bana and completely block the majestic views of the city and the bay. please consider the best use of the property would be a public park. if developed, it should only be four stories, whic

bayview hunters point senior services. the development team includes jon stewart company as manager and bethune-solomon as architect. it will be a mix of 1-2-and 3-bedroom units. the maximum household income will be 50% of area median income, a.m. i. which is $59,000 per year for a family of four. with the development program, it in clouds below 50% to serve lower-income households for other preference populations. the development program includes several court yards, podium-level garden, community rooms and teen rooms. now to the items we're asking for your approval on. first the exclusive negotiations agreement or e.n.a., it has an 18-month term with one 12-month extension. milestones are including a financing plan and schematic design drawings. once the designs have been approved, submission of design development documents just prior to the start of construction. the proposed predevelopment loan is for $4 million. it bears a 3% interest rate and has a determine of three years or until it's converted to a permanent loan

the department in partnership with the bayview-hunters point community, the trust for public land and the san francisco parks alliance seeks to build a park that is essential to the health of san francisco's southeast communities. the proposed plan combines 900 innes with existing india basin shoreline park to create a cohesive ten acre waterfront park. the project also aims to close a gap in the san francisco bay trail through the development of the 900 innes site, which serves as the midpoint of the 1.5 mil contiguous shoreline. just for a little bit of background, the india basin and bayview-hunters point community was an economically thriving industrial center between 1985 and the 1950 -- 1875 and 1950's. it included military ship building, boat building and repair. these left a history of contaminated sites and blight resulting in disproportionately high levels of environmental burden, and since the closing of the war time shipyard, the community has suffered a high set of challenges. this investment, hire rates of crime and violence and lack of access to recreational amenities a

the planning department in the eastern neighborhoods did not include the bayview community. at that point in time, and correct me if i am wrong, neil or robin or maybe diane will recall, is when the eastern neighborhoods plan was being undertaken, the bayview-hunters point neighborhood was going through a potential redevelopment area and was being considered as a redevelopment area, and so the planning department wasn't focusing its efforts on the bayview community because it was looking at a redevelopment area that would have included a public realm plan. so the reason i believe the planning department has selected the central waterfront is one it's seen the most growth out of all those neighborhoods in the eastern neighborhoods plan. it had the least amount of infrastructure to accept the growth, and likely prioritize that based on what they saw was coming and probably what they heard from the community, as well. >> okay. so i guess i'm wondering how to get the rest of our waterfront back into the planning effort since all that no longer exists. >> well, the -- the port --
