and now we're seeing that play out here in bayview and i'm happy that as chair of the bayview open -- opera house, we're in that discussion and bringing cultural activities back to the opera house. it's a must. and i would hope that all of my colleagues would agree that it's a must and brunging back a sense of place where far too many people have been pushed out of district 10. thank you. [applause] >> thank you. mr. kelly, how do you plan to address the notion that everyone in the bayview is low income? >> well, the reality is different. we know that. the perception worries me, because the consequences of the perception -- if it wasn't the perception that bayview hunter's point is low income and we don't need to care about it, the shipyard would have been cleaned up right new. you know it. i know it. we've had 30 years to do it. and for the last 15 years, i've been working with green action, nation of islam, bayview residents at hunter's view, all trying to get accountability and better cleanup because they've cleaned up other sites in the city that had toxins. navy, city, developers

in the bayview? it sounds like you are working with a number already in your mind. >> supervisor kim: you are correct. i don't know the average a.m.i. in the bayview and i would like to get that information. based on the numbers that i saw during the inclusionary housing ordinance discussion, and in 2017, they were not this high. in fact, the levels i saw were far below 55% of average median income. again, it would be good to have that data so i understand how that average was selected. >> president cohen: i have no other questions. >> supervisor tang: all right. at this point, i don't see any other questions or comments. we will go to public comment. >> all right. i want all of you to listen real carefully. this is an example of price-fixing. and about this developer, you have a developer that is in it for profit. you need to get a developer that is part of a nonprofit construction development organization by means of going through the federal government in order to get a construction company that i

i may bayview, hunter's point community advocate. i had several things i wanted to bring up in this meeting and still need to be addressed. i will save them until the hearing tomorrow because i want to commend supervisor kim for all of her questions. my biggest issue with this project is that the plan and the e.i.r. are half complete. how can we go forward on things that have not been addressed yet , that are the most critical aspects of this project? there is no doubt that we, in bayview, hunter's point need housing. we need green spaces, healthy spaces. the problem is this plan leaves so much out that we don't know what we will get and our assumption, when things are left in the hands of the corporation, is that we, the black community in san francisco, end up suffering. i am not just speaking to the black community in san francisco at this point. our neighborhood, since 2016, as of 2016, is 42% asian at and 38% latino. we, the poor people of color in san francisco, need guarantees. we have already been shuttled all over the city.

india basin is located in the bayview-hunters point community. it's skbrust northwest of the hunters point shipyard and north of hunters point hill. the entirety of the the project consists of 38 acres and can be further divided into two components. as you see on the diagram before you, the northwest half or i should say the third of the site is proposed to be developed by rec and park. it consists of the existing india basin shoreline park and also the newly acquired site at 900 innes. 900 innes is most known as the site for the historic ship wrecks cottage. referred to as 700 innes, it consists of another r.p.d. project that we refer to as india basin open space, and then 700 innes itself, which is approximately 17 acres of privately owned parcels, and then also unimproved public works right-of-way. so if we zoom out a little bit to put this in a little bit of a context, this project is being envisioned as part of a series of open spaces within the india basin neighborhood, including the existing improved and new open space starting with heron'

they were killed in bayview-hunters point by police officers. the police commission is a serious commission that needs serious representation of san francisco, especially the southeast quarter. and when you say there's members here say we brought him from fresno as an experiment, we don't need an experiment. we don't need no one in that position that does not understand the community and able to bridge that gap between police and community. he has no connection to the community. he spent less than 18 months at the southeast facility. currently now, community members are saying no more transplants. we have so many transplants in the bayview-hunters point that we can no longer keep people. we're losing black people every day. i don't know demali, but she founds fantastic. she should get it. but mr. buchter, that's not a community seat. if this was a workforce community investment, he could have it. >> supervisor safai: thank you. next speaker. >> thank you, mr. president, supervisors. reverend arnold townsend, although today, i am first vice presi

i'm an advocate and activist 40 years in bayview-hunters point. i had brought assistant programming in h.r.c. i want to show how vested interest i have in my community as well as the passion i have for my community. i've been with faces as the workforce director for the visitation valley neighborhood access point, which i run. i've worked with d.j. since he's gotten here, and i need to be able to partner and collaborate with people who can get projects to come to fruition. for instance with y.c.d., i managed mayor lee's program where you have to be high risk and in targeted neighborhoods. i had 12 students. six are doing extremely well. i actually ran into one when i was on my way here. i was extended to work at the san francisco library for his fourth year. i also had two who were able to get off a gang injunction, and i also had one at the time who's making $13. now he's making 24, helping to rebuild sunnydale housing. we need to be on the ground, boots on the ground, face-to-face with the candidates, with the clients, with the community, who we

the department in partnership with the bayview-hunters point community, the trust for public land and the san francisco parks alliance seeks to build a park that is essential to the health of san francisco's southeast communities. the proposed plan combines 900 innes with existing india basin shoreline park to create a cohesive ten acre waterfront park. the project also aims to close a gap in the san francisco bay trail through the development of the 900 innes site, which serves as the midpoint of the 1.5 mil contiguous shoreline. just for a little bit of background, the india basin and bayview-hunters point community was an economically thriving industrial center between 1985 and the 1950 -- 1875 and 1950's. it included military ship building, boat building and repair. these left a history of contaminated sites and blight resulting in disproportionately high levels of environmental burden, and since the closing of the war time shipyard, the community has suffered a high set of challenges. this investment, hire rates of crime and violence and lack of access to recreational amenities a

seeing none -- okay. >> i'd like to know what's going on there in the bayview-hunters point shipyard. the newspapers were full of news this weekend, and i don't know what about this, you know? >> so -- >> the problems there. >> several meetings ago, i had announced to the commission that at the request of the mayor, leader pelosi, president cohen, they had asked that parcel a that was previously transferred in 2004 be retested or rescanned. even though it wasn't part of the tetratech site, it was part of the navy site. on july 6, 2018, they started the scan, and they -- to date, they've scanned over 90% of the public area and common areas on a-1. as you know, there's a-1, the hill top, and a-2, that's the hillside. usually, the california department of public health that is responsible for the scanning, produces a weekly report on progress. so this last -- the week seven, they discovered an item. the item that was discovered was a deck marker, which was 1.5 inches in diameter. it was 10.5 inches underground, and it was in a fenced-off inaccessible area with grass, so it was protected

shoutout to bayview with the leadership of the bayview cohort, educators, principals, parents, and everyone who wants to see our school succeed in bayview. got together to get personnel excited about the upcoming school year. there were trainings, speeches. superintendent participated and a lot of leadership in the district. we're excited about going into the school year. i want to thank the leadership of the cohort for bringing the school personnel together to get everyone excited and really get to know the community they're going to be working in as we get ready for monday and the start of school. i also wanted to shout out our college and career department for the work they've done over the summer. a lot of things have happened that have increased opportunities for our young people in terms of connecting them to opportunities outside of just regular academic curriculum over the summer, so we increased pathway programs and opportunities over the summer. more of our young people are participating in internships across various sectors of employment. i'm excited to see that work has been inc

as he was director of community developers and organizations in the bayview area for many years. prior to that appointment he was with the southeast facilities commission, which is also located in the bayview. so from my perspective, i have a personal knowledge and i'm here to ask for your support to support this man. now damali taylor is very interesting because people have tried to marginize and refuse supporting her because she was a prosecutor. i think that is so flat and so one dimensional. are we not the sum total of our experiences? are we just mothers? waiver leaders? absolutely not. this woman has worked for, with law enforcement as well as against law enforcement. and you know what? i would even say that it's incredibly important that we have a law enforcement perspective on the commission to help us bridge the gap that currently exists, that currently exists so that we are creating thoughtful policies where law enforcement feels supported as well as community members feel supported. i'm enthusiastic, i'm excited to see these two candidates before us today who are stepp

and select nonprofit partners, since our developers in the bayview. i wanted to understand what your process is about that. >> we have identified two relatively small sites of about 25-38 units each that we would like to partner with habitat for humanity on. to develop for sale, affordable housing units for low, 30-80% a.m.i. and in the third parcel, we just started talking to affordable housing developers. we will continue the outreach process. not sure if we will do a formal r.f.p. but we will solicit proposals from a number of different affordable housing providers. >> i would just say these things for the public record, urged that there are developers that are bayview district tenant based. they are the smaller of our community of affordable housing developers. sometimes because of that, they are not afforded the opportunity to do public partnerships that are not done to a former -- formal r.f.p. process. i want to encourage you to look to those developers and see those who are in district tenant bayview based that have partnered with other folks
