there have been jobs offered in the bayview. there's housing in the bayview. there needs to be more. everyone has equal opportunities though i'm not a resident, i'm a strong supporter of the bayview area. they have been messed over, skipped over, jumped over. all these other neighborhoods are having all types of renaissance of modernizing and the bayview gets dumped on. stop it. make them have the facilities an the needs they have, grocery stores, cars, places for the children to grow up. grocery stores, a park to play in. just something for them, education, benefits, tutoring, you name it. they need it. i have an aunt that passed away from cancer. she grew up and lived there for over 50 years and died of cancer on ennis. help these people. they need it just like all other communities in the city need it. your developing chinatown. develop bayview. >> good afternoon, ladies and gentlemen, my name is michael james abercrombie. i want to talk about a solution. i grew up with asthma and i was recently diagnosed with lung cancer. the children who are susceptible n

[applause] >> thank you. mr. kelly, how do you plan to address the notion that everyone in the bayview is low income? >> well, the reality is different. we know that. the perception worries me, because the consequences of the perception -- if it wasn't the perception that bayview hunter's point is low income and we don't need to care about it, the shipyard would have been cleaned up right new. you know it. i know it. we've had 30 years to do it. and for the last 15 years, i've been working with green action, nation of islam, bayview residents at hunter's view, all trying to get accountability and better cleanup because they've cleaned up other sites in the city that had toxins. navy, city, developers

in the bayview? it sounds like you are working with a number already in your mind. >> supervisor kim: you are correct. i don't know the average a.m.i. in the bayview and i would like to get that information. based on the numbers that i saw during the inclusionary housing ordinance discussion, and in 2017, they were not this high. in fact, the levels i saw were far below 55% of average median income. again, it would be good to have that data so i understand how that average was selected. >> president cohen: i have no other questions. >> supervisor tang: all right. at this point, i don't see any other questions or comments. we will go to public comment. >> all right. i want all of you to listen real carefully. this is an example of price-fixing. and about this developer, you have a developer that is in it for profit. you need to get a developer that is part of a nonprofit construction development organization by means of going through the federal government in order to get a construction company that i

i am with the bayview-hunters point community advocates. i need to start by saying that we have much more community support for opposition against this project. they will be here tomorrow, but asking us to show up four days out of ten during business hours has been really difficult for families, for working people, for people with children. i want to get to the fact that my biggest issue with this project is that it seems like the planning is incomplete. we had some issues with the developers. the developers have put this problem back onto the planning department. it's a circular argument. we need some answers. i have specifically environmental issues. i will bring them up tomorrow, but thank you, again, supervisor kim for stressing the housing situation. we are talking about the neighborhood in this city that is the most diverse, it is the most integrated ethnically and socioeconomically. this plan does not encourage that, and basically, the excuse for ruining the diversity of the neighborhood is that the planning department wanted to do t

they went to the bayview and put 20 more to work. during that process, they got more than just one item on the table here. they've got the e-bike that they're not being able to put out on the road, and they have the regular bike they're not being able to put out on the record because they've been denied to operate. and these jobs they're taking away from the western addition are hurting households, seriously. and people need the income. and if you would support lime and let them operate, they could get their e-bikes back in, and there would be more jobs in the western addition that we've been forgotten about. lime's the only company that reached out to us. not scoot and the other companies, but lime. i'm through. have a good one. >> supervisor safai: thank you. next speaker. >> my name is sam did evore. we've been having meetings with lime, and they've introduced themselves and the scooters, and the thing is is that the veterans are very excited about being able to get to work, to learn how to work and maintain these vehicles. they w

india basin is located in the bayview-hunters point community. it's skbrust northwest of the hunters point shipyard and north of hunters point hill. the entirety of the the project consists of 38 acres and can be further divided into two components. as you see on the diagram before you, the northwest half or i should say the third of the site is proposed to be developed by rec and park. it consists of the existing india basin shoreline park and also the newly acquired site at 900 innes. 900 innes is most known as the site for the historic ship wrecks cottage. referred to as 700 innes, it consists of another r.p.d. project that we refer to as india basin open space, and then 700 innes itself, which is approximately 17 acres of privately owned parcels, and then also unimproved public works right-of-way. so if we zoom out a little bit to put this in a little bit of a context, this project is being envisioned as part of a series of open spaces within the india basin neighborhood, including the existing improved and new open space starting with heron'

seeing none -- okay. >> i'd like to know what's going on there in the bayview-hunters point shipyard. the newspapers were full of news this weekend, and i don't know what about this, you know? >> so -- >> the problems there. >> several meetings ago, i had announced to the commission that at the request of the mayor, leader pelosi, president cohen, they had asked that parcel a that was previously transferred in 2004 be retested or rescanned. even though it wasn't part of the tetratech site, it was part of the navy site. on july 6, 2018, they started the scan, and they -- to date, they've scanned over 90% of the public area and common areas on a-1. as you know, there's a-1, the hill top, and a-2, that's the hillside. usually, the california department of public health that is responsible for the scanning, produces a weekly report on progress. so this last -- the week seven, they discovered an item. the item that was discovered was a deck marker, which was 1.5 inches in diameter. it was 10.5 inches underground, and it was in a fenced-off inaccessible area with grass, so it was protected

the third street corridor in the bayview community is at an exciting point. we are attracting businesses. no longer are we plagued with the over proliveration of vacant storefronts. we are starting to turn the corner and get businesses on this local corridor, and that is quite honestly through a concerted effort and recruitment by many of the merchants already on the ground and looking to expand. in order to achieve the balance that will allow our existing community to grow and to thrive in place, of course, paying careful attention not to exacerbate the pressures of displacement as well as gentrification, there are a proposal that i'd like you to consider for your -- for your vote. what i'm doing is i'm proposing the following mix of affordable housing levels. first of all, i'm proposing a 55% a.m. i. that's 5% b.m.r., which translates into 64 units. there's a -- the second band is between 80 and 1:20 a.m.i. that is -- 120 a.m.i. so in total, 28% of b.m.r. units will be dedicated to this particular project. i'm happy to discuss the in lieu fee. right now, sp

the bayview opera house, girls 2000, the 21st century academy, and the city college of san francisco southeast, just to name a few, the southeast campus. mrs. armstrong has supported the success of three initiatives has had a significant impact on the bayview-hunters point community, like network for teaching entrepreneurship, and the san francisco renaissance entrepreneurial center. mrs. armstrong has also served as the interim volunteer manager for the american red cross. she's done work as the program director as the american heart association, specifically running the heart association's program called black community programming. she's been a consultant for capital one and consumer action, and as the community relations drar for fazz's restaurant. so the reason we are honoring and bringing this lady here before you is just to recognize an incredible career of service that has largely been unnoticed and unsecelebrated, and i just wanted to give mrs. armstrong an opportunity to come before us so i can say thank you not only for the many contributions that you've made to district t
