we also held a virtual and in-place project open house for our vision zero project for our bayview quick fill project. we received a lot of input and consensus, which will allow us to move forward with a series of quick fill projects to help us improve frack flow in t-- t flow in the bayview. we also received an office of traffic safety grant that will allow us to continue the motorcycle safety program, and as i know many of you are interested in, we'll continuing to strategize with the bay area racial organization. last week, the board of supervisors four of the five ceqa appeals, california environmental quality act appeals against our recovery plan projects, including our slow streets and temporary emergency transit lanes. all of our work had been halted while those appeals were considered, but within 12 hours of the board of supervisors unanimously rejecting the appeals, we were able to move forward on the slow streets project on several city streets, including clay and pacific as well as noe and duboce triangle, and we have also recently completed work on hossl tompkins. and governo

midnight when an sf pd officer tried to stop the van for failing to yield to a pedestrian in the bayview district. the van took off in 10 minutes later to to chp officers spotted the van at the shell gas station at silva. the officer then rammed the police car and took off. during the pursuit the suspect also tried to ram an sf pd car. a chp officer laid out a spike strip, flattening the vans tires. police say he crashed into a light pole and to lease cars before jumping into the water. his grandmother, nancy cavalier tells me the family is in shock. spider can't believe he would do something like that. >> reporter: last year, he ran away from sf pd officers and ran onto i-280 where he was hit by a car. >> in and out of trouble. for a long time. he really had a good heart, and one time, he was a real good boy, you know, i don't know what made him do the things that he did. >> reporter: now, the san francisco medical examiner will conduct an autopsy to determine exactly how he died. reporting live, henry leigh, ktvu f0x2 news. >>> now, we go to the south bay where work crews with the vall

in the morning, an event where bayview drew over 100 vehicles.nd during this event, numerous people, that were assembled to watch this reckless and dangerous activity, began firing guns. when the officers responded, over 70 casings were discovered. it was really fortunate that nobody was shot or killed in this incident, including innocent bystanders and people in their homes, minding their own business. the following night, over 100 vehicles participated in another event in the area of russia and paris in the ingleside district. the crowds dispersed, luckily with no gunfire erupting. but again another dangerous event that could have been fat fatal. stunt driving exhibition with large crowds of people. and it resulted in a shooting. the types of events that these cause, confrontation and often gunfire. on august 24th event, at one point a participating driver lost control of the vehicle and forced spectators to quickly jump out of the way to prevent another tragedy. and again we narrowly escaped a tragedy in that. there were spectators all around

i worked in bayview's post office and then at the main post office for 14 years. i had a substance abuse program and problem with alcohol probably even before i got in the navy. it continued through the navy and into the post office. i eventually lost that job and started going into the jails. i went in and out, and i was able to [inaudible] and i got my b.s., and i got my m.b.a. and that was 1989, in silicon canyon. the dot-combubble burst in 2000, and i spent my time trying to stay out of the system. i went back to school for substance abuse. i'm a certified substance abuse council, and in 2018, i got my ph.d. and so i've had the opportunity in both the business world and how the homeless substance abuse can try to -- building themselves because i'm a part -- like he told you, i'm a part of the homeless people here in san francisco. i know [inaudible] i've lived on sixth street. and then, i had the good fortune in 20 -- like 2016, just before i got my ph.d. i was working at the jail as a mess -- meth peer counselor, and i worked there for two years. during that

i am the executive director for the african american arts and cultural district located in the bayview and third street corridor. so it was a process working with fran says zamora, the -- frances zamora, the department of emergency management, making sure the message put forth in our campaign was representative of the people in our community: our culture, the way we look, and it just resonated with our spirits and our soul, and so that's what you're going to see in bill boards across the city. we also thought it would be a good idea to put a rap together to resonate with the young people. after talking with my codirector, erica scott, she says hey, you know, my daughter's going to parties, and the young people need a message, as well. so we got together with a rap group out of the fillmore, 16-year-old girls called the poppin' twins, and they wrote the rap that we're going to share for everybody today. with that being said, i just want to send a message out to the community to remain safe because statistically, the bayview has been hit the hardest with covid-19 out of any other area in

and based in bayview at this point. and (indiscernible) and supporting these (indiscernible) and the equity-centered approach to making sure? the city is accessible for the most important people that we have running our city. i have heard on the call that -- i support the candidacy of miss tanner and i hope and urge you all to support it as well. with san francisco being a unique city, and with all of the history discussed by some of the other callers, i figured that we would talk about racial and social equity and representation has to be a part of every piece of that process and it starts with the people on that commission. miss tanner is very qualified, and not only with the technical expertise but to help to drive what the city needs for a long-term vision for what is going to be -- we don't know what the future is going to hold but we know that as far as putting the principles in place and policies in place that keep accessibility for all and to have that unique focus, and we ask that the community that we need som

be anna traction for families to bring tears to community groups and for residents from dogpatch, bayviewthe entire city and to make it a draw because it's such a beautiful destination so, i hope whatever we're looking for is really focusing on serving those community needs in the park. so thank you general i ca gener. can you give us a brief presentation of your timeline? >> thank you for the comment and the question. i agree going to the park is really making me so proud to work at the port. i bet a lot people felt like that. we wanted on the southern advisory agenda in november. we're working with mark to see whether or not we can catch them in november. and if we're able to we would come back to you in november if it's a little bit late we would have to go to the december meeting so the issuance so we're opening we can issue this calender year is it regardless of whether or not we hit the november or december commission meeting and so we issue the rfp and it goes through couple months review period before we bring a selection to you all so we'll be clear on the next staff report what

and then, we're looking at a program that will be in district ten in the bayview, and it will -- thest-class is going to be young men only, but it's a wraparound program for at risk men, young folks, and it gives them wraparound trauma counseling. it gives them a stipend and an e.m.t. license by the end of the class, and then, we're looking at a way to get them into the department. so i'm really proud of what we're doing, and i think there needs to be -- as captain tillman says, there needs to be quite a few changes, and we are doing that. we are absolutely committed to doing that. so i want to let you all know, this is not news to me. this is not something that i'm hearing about for the first time. i knew this when i came in and took office, and so we are looking to change things, so thank you for allowing me to speak. >> president covington: thank you so much, chief nicholson. just a question for you, is there reason that the class is going to be all male, and do you have plans to have an all-female class following the all-male class? >> yes. great question, president covington. it
