portions of dogpatch, bayview, the outer sunset, and south of market have become popular hotspots for the vehicles. what you may not know is that those living inside the rvs aren't necessarily the owners. in fact, as nbc bay area's sergio quintana explains, some are now paying big bucks in rent to live in the vehicles. reporter when you drive through the industrial portion of the bayview, rvs are parked on just about every street for about a square mile. on mckinnon avenue. we stopped to talk with gilbert about his living situation. he's been living out of his rv for about a year and a half. he told us about a friend who's recently homeless and opted to pay rent to an rv owner or van lord to stay off the streets. how much do you think he's paying? 3 to 400 bucks. sometimes a couple streets away. we talked with lenin rubio. he asked us not to show his face. cuatrocientos por dos personas, son muchos vientos. he says he and another occupant pay $400 a month each. he's originally from nicaragua and has been living here for about six months. some of the people we talked with say this is t

i live in the southeast part of the san francisco bayview district. a neighborhood that hasn't been prioritized in our mission and some of you have other neighborhoods where people of color live and work and try to safely navigate their streets, like the fillmore district, omi and chinatown. throughout my time as a board member, the san francisco bicycle coalition has made some steps to engage with people of color from these communities, but we were widely told by our predominantly white membership to just focus on bikes. it is disheartening to be dismissed, however one thing i want people of color to know and remember is the streets belong to us too. these bike lanes, parks and other livable spaces belong to us and bike to anywhere everywhere day is also our day. [applause] and as we continue to advocate for all these things my commitment as the first black female board member of the 50 year old organization is to insure that people of color who by the grace of god still have it ability to live in the city, a part of these conversations and plans and

it was later renamed as bayview park. but in 1947 it got the name and enjoys today, raymond e park named for ernie. raymond e, a local ballplayer who was killed in action in france during world war ii. >>this is when they dedicated the park and this is me being 2 years old. because they did it in 1946. >>solo was only 9 months old when early died. and aside from a scrapbook of old newspaper clippings, she still doesn't know a whole lot about her dad. >>he was so loved by his fans. family. that whenever i would ask questions. they'd cry, you know? so you tended not to ask. do you know what i mean? i would have been nice to have had it, dad, you know, especially 1 that was so loved, you know, by everybody in the family. >>but apparently baseball thought pretty highly of bernie, too, with the san francisco seals club drafting him at the age of 16 while still a junior at mcclinton's high school. the move was very controversial is a newspapers accused the team of cradle snatching. ernie played 3rd base for the seals alongside

where bayview became the center points for african-american homeownership. >> with the shipyard closing, a lot of jobs left and with the maritime shipping leaving throughout the state. african-americans moved out of san francisco, which was the population is 4% or less of african-americans where 20 years ago it may have been 20%. here the port of san francisco we tried to create many opportunities for are african-americans to participate in contracting in development and jobs. i'm kay book the founder of coffee company. recently opened the flagship coffee shop. this is a full circle for mow to have opened a new cafe here at the port. also like being welcomed back home again. >> port is the first place they was able to bid and win an opinion contract as a small business owner. when we think about the business of the port, and the maritime, right, that history is really continuing to extend itself in the way they engage with black businesses, black people and other diverse communities that are situated along the waterfront and as we move inward. >> we are looking now at the port of rejuve
