not just chinatown but also bayview, ingleside especially and southern district. it's really spread. the incidents are all throughout the city, looks like. thank you so much for being here. i wanted to also say that as david chen said, these are scams that will maybe keep coming up in different types of ways, so that the work all of you are doing to prevent elder abuse kind of is also the broader issue. thank you so much for the great work. if there's no other comments, i would just like to move that we continue this item to the call of the chair. >> okay. that we can do, without objection. we will continue this item to the call of the chair. want to thank d.a.'s office, police department, mr. chan from s.f. safe for your presentation and your work. i'm glad we saw the video. it really gave me a sense of what people are -- how they are being preyed upon. made me very angry. it think it is important we have a good understanding of that, so it was educational for me. francis shay in my office is the best person to contact around how to do the outreach in our distric

he's worked in uniformed patrol, in plain clothes at the academy in bayview ingleside, northern and terra val stations. for the last 4-1/2 years he has been assigned as a homeless outreach officer. quite often police officers as we know are the point of first contact for people in crisis and many of the individuals that officer ju meets with in his work as a homeless outreach officer have shown serious mental health issues that contribute to their homelessness. officer ju does an amazing job of connecting these individuals with resources to help them off the streets, and into treatment and case management they need with sensitivity and professionalism. supervisor chu really wishes she could be here and we're sorry with the storms, but really wantedth to personally say how much she appreciates all your work on behalf of not only the station and the mental health community but the homeless outreach that you do on behalf of terra val station. and it's a real honor to present this on her behalf and thank you for all that you do for our city. as you can see, there is a spike in the bayview and the ingleside and in the southern. the ingleside case, an unfortunate case on house street, that resulted in 5 homicides. so it kind of skews the statistic that's there, that that's 14 homicides this year. >> i'm sorry, do you have -- i can't see, our screen is blinking and i don't have a hard copy. we've also seen a spike in the caravelle, the like view neighborhood and wondering if that's reflected on there as well. >> the spike, when you look at the empirical data, the spike on the numbers, actually the caravelle homicides are only up -- don't mean to say they are only up 1. >> up 1 from last year but for me a trend is something a few years in the making. what was it in 2010 and what was it in 2009 i think we'll see a trend upward that i have been concerned about. but certainly these numbers in the ingleside, visitacion valley and bayview are very high and compared to other years. i know that's a big concern for the department and the ipo strategy has come from that. since we started ipo and summer was very hot, how

ingleside, excelsior, 54.2%, visitacion valley, sunnydale 15.7% of that 54.2% and sunset is 12.2%. what we found was there were neighborhoods with high levels of poverty that had relatively low cap enrollment. for instance bayview's point had similar levels of property as ingleside but only one-third as many cap participants inspect inner mission and bernal heights has the second rate of poverty but only 2.4% of the cap account. and outer richmond and haight ashberry house, a combined total of 12.4% of the city's impoverished residents but 6% of the cap residents. so again by targeting outreach of san francisco neighborhoods where the majority of residents living below the federal poverty level reside, sf puc may be able to better serve and ensure that the cap discounts actually go to help residents -- in biggest need. >> supervisor elsbernd: isn't there a prosecute problem with that -- problem with that, tenants don't necessarily pay watered bills. they pay the bond but unless a multi-unit is separately metered -- so they're going to fall in
