either under the lease disposition agreement or the permits for the america's cup, mainly issued by bcdc but also the regional quality control board, are very aggressive timelines, and the ports that -- staff believes we cannot use the standard contract in process that the city has an be able to build those improvements in time, particularly with respect to peers 30-32 -- piers 30-32. hence the ordinance today. the reason we are asking for quick consideration is that the port commission is next going to consider the least disposition agreement after the board's approval. the port commission also has to approve that. they will be considering that on april 10. it is the recommendation of staff that we are going to request that the port commission take on these obligations and under the timeframes that are contemplated, that we also give the commission some comfort that it has the contracting tools necessary to be able to complete our collective job. with that, i would like to ask the clerk please to put up the slides, and i will walk through the proposed ordinance. we have an amendment tha

bcdc has removed the facility as well as some remnant piles. those projects total $1.6 million. that in-water work is work that we would like to get done before the next winter season where it may be hard to do construction activities during storms. you will see on this slide dredging. i want to be clear that the increased contract and flexibility we are reflecting does not apply to this dredging work. the port previously been a five- year dredge contract. dutra won the competitive process. we have fixed pricing under the contract, a rate of about $23 per cubic yard for dredging and disposal. we would use that contract vehicle to perform this additional dredging work. so that is the end of the slide presentation, but, you know, i want to close by saying that we are committed at the staff level to use a competitive process here. the construction manager, general contractor form of contract that you have in the administrative code is a very effective form of contract and that the city has developed, and it allows the competitive process to choose the contractor and further competi

remarkably different from that what it was two decades ago, in large part because the city, the port, and bcdc build on our shared values. the result is an attractive, vibrant, and ever-improving urban landscape that is being built on the embarcadero. however, a world-class brand boulevard recurs excellence and complementary structures on both sides of the roadway. some parts of the embarcadero have this, and in other places, parking lots, a chain-link fences, and nondescript structures from the inland order of our boulevard. the 8 washington project will replace one of these things with a beautiful structure that will complete the frame around the composite of an exciting public open space at the foot of market street. i have learned that in politics, there's nothing more powerful than the status quo. however imperfect current conditions maybe, we have learned to live with them. on the other hand, whenever any change is measured not against its benefits but by its possible flaws, whatever flaws the 8 washington project may have, and if there are any, they are few and minor, it will replace an

the bcdc costs are largely along the south apron and another area. there will be permanent dedicated access in this areas, which will be a legacy benefits which will improve the waterfront long after the america's cup, and removing pier half and pier 64. these are old and need to be removed from the bay to improve the health of the bit, and finally, for the large spectator vessels and the catamarans, we are looking at a variety of dredging in four locations, although we expect that it will no longer be required to have dredging at pier 14 south. that would be a savings of over $300,000 compared to what you see on the slide. also, millions of dollars in capital projects. we have run through this scoring process using the standard criteria, and all of the projects got a score that merits funding without the america's cup, so we think these are good investments for the port to make. so as to the sources of funds, mike alluded to the fact that there will not be long-term leases, support will not be getting rent on a long-term basis, and the result of tha

helped us move forward the cruise terminal project and get through a very complicates process and bcdc and other permitting process associated with that cruise terminal project. so the actions we're requesting of the commission today are to adopt, revise, seek findings and mitigation monitoring and reporting program. that action would replace the action that you took in december along those lines. authorize the port director to enter into a lease disposition agreement for short-term use of venues for the america's cup. and then enter venue leases in a form consistant with the form of lease on file with the port commission secretary for these major location as long the waterfront, pierce 27 through 29 1/2 venue, 19 through 23. if needed, peer 9 south and pier 14 north for super yachts in 2013 and pier 9 subject to renegotiation with existing tenants. piers 30, 32 and pier 80. i will get into visual representation of what's going to happen at a few of the major locations later in the presentation. the process as you know has been very inclusive. there's been robust public involvement bot
