#5, resolution designating the san francisco bayview and small business exchange to be outreach newspaper for the city. the western addition to be the neighborhood outreach newspaper ad provide outreach to advertising in fiscal year 2012 and 2013. >> i believe we have jennifer brown here? >> the first resolution as for the official advertising contract. the estimated annual value of the contract is $50,000. this contract is for fiscal year 2012-2013 and would expire on june 20, 2013. per the requirements, we have to conduct a solicitation, i evaluate and score the bidders for the contract award. this year, we received bids from "the examiner" and the " chronicle." the highest scoring better was "examiner." thank you. the "chronicle" does not meet the requirements because it is printed outside the city limits. the board has the discretion to award the contract to serve the city needs for public noticing. historically, this has been awarded -- [audio difficulties] -- [audio difficulties] >> i know there has been some discussion and how many people get information and giving advertising in that direction

one of the most exciting days in my life was when i saw the first spade of derek being built -- with the city being built there, i could not wait to go play in a door read it. it brings enormous excitement for the players. for the fans, suddenly, they are sitting in this beautiful new arena. i saw the stable center pierre the first shovel, the first pylon put into the ground there. -- i saw the staples center. that was one of the most exciting days. i almost went there at least once a week to watch this rise from the ground. they have brought a different fan experience. the bay area is one of the great sports areas. the fans are fantastic, and i will tell you, warrior fans are enormous. i have not seen any better fans, but to be connected -- [applause] to be connected with two passionate owners and a passionate commissioner has really been the highlight of my life. it is up to us to build a basketball team which you will be proud of, and i'm talking about us internally. it is up to them to complete this project, and i know they will. the onus is not on us as owners. the onus is on us as playe

[applause] someone i learned a lot from being city administrator, our previous city administrator. k you for being here. i am so thrilled to share the stage with so many of our elected officials, our mta board, our supervisors, but certainly, foremost in my mind has been our wonderful senator dianne feinstein, who really have the compassion for this system. before i introduce her, i just wanted to just let you know again how valuable this system is to us and what it means to us today, but in recognition of that, before we do that, it still is -- i mean, we've got 63 bus routes that are managed by our mta. seven light rail lines. the historic f line streetcars, of course. 700,000 daily borders of our mta -- daily boarders of our mta. of course, senator, as you so well articulated just moments ago, no mayor can ever escape a comment on a daily basis about somebody's quality of ride in the city. because it is so much part of our daily lives, but it is also a reflection early generations of innovation. because we go back many, many years ago when the system was created, and, you know, y

city and county of san francisco. about three months ago, i had the honor of being on a san bruno avenue with mayor lee when he announced invest in neighborhoods initiative, a program to strategically deployed city resources in our neighborhood commercial corridors more effectively. since then, mayor lee, jennifer from the director of the mayor's office of economic and workforce development, and myself launched the invest in a neighborhood working group, and part of that working group is a committee of representatives of key city departments to my community and business leaders, and technical experts to provide feedback and recommendations that have guided the development of the invest in a neighborhood program model. as you know, in san francisco, we have many programs, many departments, many neighborhood nonprofits that all such our neighborhood commercial corridors. in the past, that we may not have all been on the same page. the invest in a neighborhood initiative was created to corral all the programs departments in neighborhood nonprofits together so as to better leverage our resources, provide focused customized

i do not think it needs to be, but it is a bit unclear. there is a city memorandum that not all of these documents need to be included. for example, the environmental impact report does not need to be included in this document. the city attorney has suggested an amendment to the ordinance in front of us for a vote today, to revise it to make sure that is clear. that is the amendment you have in front of you. this is simple. do we need to reference documents our city attorney has stated we do not need to include, which would add to a significant burden of residents in san francisco the would be engaging in their constitutional right to referendum? i would ask that we move forward an amendment to insure we do not need to add all these documents, and ask for your support for that. supervisor elsbernd: the president has a motion to amend. commissioner avalos, seconded. to the amendment -- supervisor wiener: when this was first raised this morning, the question i had was whether this would result in a continuance for the second reading. i understand from the c

city. that is about double what we have invested in years past. so this will be for two years, $1.5 million. this will be in addition to the $4 million that we are putting into the small business loan program over the next two years that will have about 25 different neighborhood corridors in the city. and that is in addition to the board of supervisors and the mayor's office of already done with the replenishing of about $1 million that we decided on earlier this year. that all combined is a great amount of investment. this is reflective. it will be in the budget. we are excited about this, because we know that after listening to the small business commission, after listening to numerous small businesses along this corridor and a long at least 20 to 25 others, we have gotten there and put about what they needed. these grants and these loans will be targeted for things that they need. for example, i know turtle tower is one example here. they wanted to in zandt. they have so much business. they do not want their customers like me and mohammed nuru and others in th

city to succeed. if it is successful, you will feel that much more committed to being part of the city. we invite you to be part of that. we do that through s.f. city. my chief innovation officer is here. we are one of the only cities in the country -- i hired a chief innovation officer right from the mayor's officer -- from the mayor's office. he is right on the pulse about technology and how to contribute to the quality of life and our city. one of the ideas i have, i get to start a task force with all of the mayors across the country. all of the other mayors for dissipate, -- participate, hundreds. we get to advise the president and congress as to what our cities need. part of that, i ask them, how about i start a technology and innovation task force for all of the mayor's tax introduced companies like dropbox to other mayors across the country so they can take advantage of technology. they may not have the kind of creative environment that we have in san francisco. i know new york, boston, gainesville, florida is trying to get it. chicago, emanuel is trying to create a technology cen

, particularly small businesses who now will be able to deal with the city on a more consolidated way with a single set of bills to be attentive to over the course of the year. we are also continuing our work to produce on-line tax filings for a number of our revenues that we collect with over 60,000 online payments also having been made recently. we're very excited about the improved customer service we are delivering. we are also improving our efficiencies with our third party vendor on delinquent collections, as well as implementing our substantial under-reporting penalty, which resulted in billings of over half a million dollars this year. we're continuing to make progress on our multi-year project collecting delinquent upp accounts, netting in the millions of dollars. looking forward, we have some major projects that are under way. we have begun replacement of our business technology. we have conducted an rfp to migrate our legacy system. i want to emphasize the word "legacy" when i talk about our system. we do need to update that system. it will allow

there are some facilities left in the city. beingute politician, he soon realized what that meant. it was the answer to a political problem. if you put a piece of art in a neighborhood, community members will bicker about it endlessly. if it is only there to be there three months, that is something else coming in deed. i could see a light bulb above his head when we said that. -- something else, indeed. one could just create art paths out of durable materials upon which you could amount to such works of art. then the entire city, given the supply of createive talent, the whole city could be a revolving work of art. that would be wonderful. that is what black rock city is. why not transpose that to san francisco? i think the city is now looking at doing art paths for that purpose. it would not be hard, given the abundance of -- after so many years in the desert, there is a huge backlog of brilliant art. magnificent piece is done by armies of artists working together. so that is an obvious things that could be instituted. i also pulled

more importantly than just pointed out that fact, i appreciate this hearing will be about how the city can work to collaborate with the school district on closing the gap and i would like to be a co-sponsor for that hearing. one thing i will say about carloses that for the first time during his tenure, we actually narrowed the achievement gap for the first time in the school district's history and i think that's an important accomplishment. unfortunately, the gap is wide and a lot of work needs to be done. even with the limited resources, leadership has made an effort toward narrowing the gap would need to figure out how we can partner with the school district to close what is not just an achievement gap, but what is an opportunity gap. supervisor campos: there has been a proposal to transfer some of the human-rights responsibilities to the office of city administrator office of work-force development. i'm simply calling for a hearing on that matter without necessarily providing an opinion about that, just making sure the public is aware of what specifically is being proposed and what

city. that would be agreed at a base to have. we used to struggle with that. to have that data base as part of it would be great. those are four basic assets and -- aspects of the program. the other announcement we are making is we're going to be adding two additional persons to a four-person unit under the mayor's office of economic and workforce development. precisely, we call it the job squads. basically, for years, and the supervisors have heard this. i have heard it when i have had copies out there to the cleanup programs we have had. small-business owners, when they need something, sometimes it is really difficult to figure it out. when you are expanding in your kitchen area and you have got to go through the fire marshal -- right, chief? and then go through public health then dbi, and then someone will catch you on something you forgot about planning. everybody ends up having to find time to navigate that. i know that small business owners need to focus on running their businesses. that is what they have to do. they cannot be overnight expediters for th

be here to address you today. that is a great question. i want to start by thanking the city of san francisco for being a part of an incubator that we are a part of, the kiwi3 innovation center. it is located in san francisco next to the ucsf mission building. there are lots of biotechnology laboratories available. about 29 startup companies in that space developing innovative technologies. i am in biotechnology primarily. our technology creates oil using a biological process that takes waste carbon as an input. ideas such as ours often come from universities and it is a real benefit for us to be by ucsf to be part of the innovation center. not only is ucsf a part of that, but uc-berkeley and uc santa cruz. so we are part of this network. in addition, we have technology partners with berkeley laboratories. for us, a lot of the breakthroughs in our technology have really come from our partners that research laboratories and our staff. i would add to that, not only is that where it came from, but it is the type of environment that fosters creation. there is another benefit to b

i should clarify that all cities are required to be treated equal as part of the code. to the extent we are offering a customized service, we would have to offer it to another city. our goal is to identify alighting styles and changes we can make to meet the better streets plan, but i'm not sure a formal approach would come immediately. is something we can work on. >> -- supervisor wiener: are you saying the code would prohibit pg&e from having infrastructure that fits san francisco's needs and it has to be one size fits all for the entire area? >> we are required to treat all cities equally. the offering of services to one see that's not offered to another might violate that code. >> -- supervisor wiener: i'm not asking for san francisco to get special treatment, but this is a place where on not a lot of people own cars and we have a lot of people walking on the sidewalk at all hours of day and night. it's different from suburban areas where i grew up where we did not have sidewalks. it's not about special treatment, it's about acknowledging the lighting needs of a part

own discussion and there will be the debate and a decision made around that and it is my desire to delink the debate. the parks on this too important to the future of our cityget caught up in that conversation that will be coming to the board on a sound at a later date. we have been in discussion about an amendment to the bond. just to clarify that that delinkage exists. i hope to bring language in the form of an amendment to make the amendment and continue and -- the item to next thursday. it is better to get it right then to be fast and so we're continuing to work out the language over the next week. we will be doing the necessary are reached to stakeholders. what i would request is after they've presentation and public comment to continue items two and thre until -- three until next tuesday. ok. which item would it be -- two would be continued one week to next thursday. at which point michael would be to offer the amendment at that time. it would be continued and additional week with the goal of passing it out of committee on june 28 for consideration by the full board on july 10. so that would be my request at the conclusion of this item today. supervis

but to be clear, there are huge responsibilities. and so, there are very few city attorney's that actively pursue consumer litigation to the extent that san francisco has. if you look at where we have been able to make some of our most ground-breaking impacts, it is through cases we have developed on our own. the amount of litigation we pursue depends on what we do. my office has funded a litigation program to the tune of $6 million per year for the general fund. last year, because of settlements obtained by my office, which contributed -- we took responsibility away from the general fund -- and we contributed about $1.6 million from that $2.7 million. the next year, again, we were contributing $1.8 million, an increase of about $375,000 to fund two dedicated positions. these moneys are restricted. the purposes of state law are for the exclusive purposes of the state attorney to enforce consumer protection laws. my ambition is to expand our program and make it a larger interagency effort. we will work with other agencies such as dph. we already work with these agen

if we are talking about $300 million worth of assistance to the city, at some point someone is going to have to pay for the. it could be the city. it could be employers, and that is troubling. i am wondering how do you respond to that? >> one of issues we negotiated a round was the fact that under the new affordable care act that is how we did that. we also looked at the average of that going forward. we tried to negotiate a going forward example, knowing that charity care may be smaller due to the fact that more people will have insurance. >> we continue to hear from cpmc that they view these commitments as a floor. they hope to provide more overtime. the contract itself frames a lot of these commitments as ceilings. you have carryover requirements cannot allow any excess to be used in a subsequent year. was that the intent of what you wanted to do? >> not at all. i would not agree with you that the 40% cac is a maximum. cpmc said u.s. -- i can only take them on their words, that it is quite likely they will exceed the requirements. there is nothing that would disincentive buys them or have them not -- disincentivize
