we just returned from a visit with the head of the world food programme, governor beasley.nd with the ambassador mccain who runs as you know the u.s. mission. and the destruction of the supply chain is obviously a piece of it but, we also learned about the efforts that the chinese are engaging to kind of increase their efforts and responding to the food insecurity around the world. and so how is the state department coordinating our food security efforts, food security efforts of our allies to help counter-, be effective in responding to this crisis but also to think about it as a way to counter the malign influence of china and others. and particularly, we learned about the failure of gulf countries to play meaningful role in responding to food insecurity. i wonder kind of what's the status of those discussions? >> a very much appreciate you putting a spotlight on that in the work on you doing on that we're including with david beasley, with ambassador mccain. this is not vitally important because one of the horrific consequences of the russian aggression against ukraine's

david beasley head of the world food program warned they were being quote starved to death. in washington noted more than 1,000 civilians including women and children remain in the basement of the steel plant. quote, this is what hell on earth looks like. that's major commander of ukraine's 36th marine brigade, which is still in the city. he wrote that in a letter to pope francis this week published in english later. i have little time to describe the horrors i see every day. women with children and babies are living in bunkers at the factory. they are hungry and cold. you also report on the military significance of mariupol still being in ukrainian control, not yet falling to russia. i wonder what you make of the final pleas by video to the united states and the west to help with the civilian population that remains there. >> it's been so heartbreaking in the past couple of days to see those remaining forces that have so bravely defended mariupol and now for several weeks as bobby said, against a much better arm than what we all thought would be a much more formidable power

we spoke to david beasley of the world food program and he is concerned about food shortages in certainet era helicopters to ukraine, congressman michael walz joins me now. what can you tell us about those helicopters and other weapons we are sending to ukraine. >> reporter: these helicopters were intended for the afghan military. my question is why weren't they shipped last fall after the debacle from afghanistan. we see the biden administration belatedly starting to send weapons like howitzers, artillery rounds, even some anti-ship capabilities but we are two months into this war, why the ukrainians were asking for them before the invasion, perhaps a greater deterrent effect, and the joint chiefs agreed ukrainians had anti-ship missiles on day one, they would be in a better position. we should be sinking more russian ships and this activity can develop within the black see is tremendous because they have owned the black see for the duration. ukrainians are asking for antiship missiles. we didn't send them, they were too provocative. these neptune missiles developed domestically. we've

so we do see that we have an impending famine and i heard from david beasley at the world food bank thatcan you do about it, senator? >> well, again, i think we all agree, the quickest way to address this situation is for ukraine to actually win this war so that they can get back to whatever normal is after this invasion. but simply supporting them with the lethal aid is a step forward, additional sanctions on russia a step forward but then there are ways that we can help provide diesel fuel which is necessary for the planting season in ukraine because all of their he diesel fuel is going towards the war effort. we can assist with other types of planting measures. but there are many things we can do but bottom line, maria, ukraine must win this war and win it quickly. maria: senator, you make so many important points. i want to come back to that and ask you about the weaponry that they need and why they don't have it but dr. hopko let me switch gears and get your take on what we're seeing on the ground and what the consequences are of this. you heard roger marshall call it famine expecte

we have a multilingual department and our curriculum instruction division and doctor beasley can say more to that but we do have relatively stabilized funding there to maintain the apartment which was also a component of the resolution and i think what we do is aim to achieve the components of our resolution times within an existing budget and that means that sometimes there are limitations on whether or not we can fulfill all of the components of our resolution. i don't know if my colleagues haveanything else to add . >> i wanted to add from the perspective of human resources , this is physically about the heart of the resolution about recruiting divers educators. in human resources we have kind ofspread around the responsibility for recruitment . staffing team does errors certificate of recruitment, admin team does their own soap withoutchanging the cost , we've been in the process of reorganizing that to build a strong recruitment team to recruit for all positions. and to devote more fte resources to actually doing all those things that i put on really being intentional about dive
