of the four 4 years they have been in existence where they have been more expensive than pg & e because pg & e changes their rates but on average since the last time i talked to them in april of last year they have been below pg & e's price. that's what we are going to look at and explain to people, we are giving you a stable price and pg & e changes it's rates. there are periods when it maybe more expensive and less expensive. on average our goal is to be less expensive over time and given the length of the years and multiple years how we are doing in price comparison through pg & e. i think it's going to be extremely important. it doesn't take much to get above or below marin because they tend to get above pg & e's rates but on average their below. >> the model is to change the rate every year? >> that is the explanation to me when i was going to the community meetings, people like knowing to be able to count on the rates and all af sudden the rates don't go up in the summer and especially on the business side it's something that was very interested on the business and industrial sides t

think one of the frustrations of the public and the city departments have had is as i understand it because pg&e has insisted that these rather large meters be used in connection with some of these devices that ends up making them much bigger and more unsightly and it's sort of outside of the carriers control unfortunately but pg&e made that decision which i understand doesn't have to be the case because other utilities in other areas in southern california have made a different determination as not requiring bulky and blighted kinds of boxes. in any event just a question in terms of -- maybe i don't know if this is for the planning department or to the author. in terms of out reach to the wireless carriers about the upgrading of all of the facilities to tier three so as i understand there will no longer be tier one and two and everything will be tier three. was there outreach to the wireless carriers about that? they have indicated to me there wasn't and i am curious about that. >> the provision in the ordinance was mandated we had to go with the court decision and [inaudible] in recognize to

we do not need to wait for pg & e's green tariff rates to come out before we set our not to exceed rates because they are not going to be below their brown power rates and we know what the brown power rates are and we know that we just like marin and sonoma county are going to be charging brown power rates. pg & e is not going to be able to beat that unless they go to a really anticompetitive posture which will be very challenged by pg & e and not be able to get away with it. this idea that we have to wait until pg & e sets it's rate, they are trying to set it up so we wait for them to do that so we don't start our program and we wait until after the election and there is not enough political will to get this off the ground. i have to say this talk to wait until the end of the year to set our basic light green rate which is the rate that will establish the entire program, again the hundred percent green we are going to offer is just a separate and small thing. we can set the rate and start the program now and in nine 9 months we can get this done in september and pass. >>supervisor london breed:
