. >> good afternoon, bob beck on behalf of tida. reporting we did have two power outages this past week, past thursday there was an outage that was a result of a crossarm failure that occurred just after midnight thursday morning and power was restored in three hours. in saturday, there was outage as a result of a bird strike that occurred at 3 a.m., and was restored. it caused a secondary failure that delayed restoration to that block. the puc has completed the installation of closers that are to reduce the power outages resulting from bird strikes and similar problems. but the saturday outage tripped the main switch resulted in an island-wide outage. puc crews will continue to calibrate the reclosers and the switch to improve the performance going forward. but again, that outage on saturday -- these outages highlight the importance of replacing the main switch which is scheduled for january of 2021. unfortunately, during thursday's outage, both of our island restaurants were burglarized. and police reports were taken on those even

i want to go back to lake charles where catie beck is standing by. catie?lake charles we're getting a look at the devastating damage that hurricane laura left behind. we were here in this parking lot for most of it last night, as those hurricane-force winds swept through. we were seeing winds up to 132 miles an hour. and that is what was able to take down parts of the roof, parts of the walls. there's downed trees all over this parking lot. at times our crew had to flee to safety to try and avoid what was swirling in the air for hours. now, wind gusts have subsided. and the good news is the storm surge situation isn't exactly as expected. they said 15 to 20 feet of storm surge which would have meant that basically everything around this casino would have been underwater. this morning, that is not the case. i think people here in lake charles are sighing some relief to know that all of the town is not submerged at this point. they are keeping an eye on those water levels because all can change depending on tides and rainfall. so far they are relieved at that

catie beck in lake sharcharles, sam brock in orange, texas. indicate i-in lake charles we're seeing some of the worst damage this morning. >> reporter: good morning, hallie. we are actually getting a firsthand look at what laura left behind here. as you can see, these are pieces of roof and siding, plaster walls, plywood. this all came from the casino behind me last night, as laura made her way through. 134-mile-an-hour winds were what we were facing right here overnight, and you can see the damage. it's extensive. at first, it seemed like the winds were going to be a little bit sparing, and then as the back side of this storm came through, all of these pieces of debris started flying around. it was literally so dangerous that my crew and i had to get inside the doorway and sort of do our live reports from cover because frankly, these things were like missiles just flying through the air. so it was a very long night. i think the wind is still howling here. you can sort of tear that tea kettle whistle we've been hearing for hours upon end. i th

residents ordered to shelter in place we'll get more on that now from catie beck. >> reporter: hours after hurricane laura ripped through lake charles, daybreak brought another ominous sight. >> don't even come across it. >> reporter: a nearby chemical plant engulfed in a raging fire, visible for miles, creating a balloon of black smoke that until roads were closed passing drivers had to navigate through and a health hazard for the thousands who live in the area, all under order to shelter in place. >> they need to be on the inside of their home with the doors and windows closed and the air-conditioning off if they're lucky enough to have electricity. >> reporter: as mhazmat crews responded, at lake charles, a statement from the company that owns the facility says the fire was caused by a chlorine gas leak as the hurricane tore through in overnight hours. >> as this type of flooring begins to decompose it generates heat and it began to burn releasing chlorine gas into the atmosphere. >> reporter: no one was working in the plant due to a pre-hurricane shutdown the cdc warns high expos
