silver was one of 13 convicted sex offenders living in bellevue men's shelter on 30th street.hat shelter is within five blocks of six schools. it's also a couple of blocks away from this bar. i needed to learn more about the laws regarding this. i headed up here to the upper west side and i spoke to sintia. she told me some shocking facts. >> the studies that i did we found that less than 5% of all sex offenders happen in a public place by someone unknown to the victim. >> it's important to note that there is no known evidence that these shelters are actually helping these men and women recover from their illnesses or from what they've been convicted of. she also said this is a huge problem across the country especially here in new york city. >> i certainly think that the state needs to take notice needs to pay attention to where these are not just for this particular case but there are many instances around the city where these halfway houses are located in proximity to schools and parks and so on. >> the discussion should be, why are they not still in prison. and you know, w

apartment building flames broke out at 4:30 this afternoon at a brick structure along the 500 block of bellevue it ran to four alarms before firefighters got the upper hand. fortunately there are no reports of injuries fire, smoke and water damage to the building is extensive. the red cross is helping residents that are forced from their homes tonight. >> the montgomery county coroner ruled the deaths of a lower moreland couple a murder-suicide. the bodies of chris and nicole peppleman were discovered at their home yesterday, they both suffered wounds from a chainsaw, and the coroner says that nicole was also stabbed and choked. the couple's 14-year-old son made the gruesome discovery. >>> investigators are looking into the death of a man in police custody, the incident happened yesterday morning when police got a call of a man screaming on grape street. he tried to grab an officer's gun, in a statement white was handcuffed and transported to the hospital and at some point he became unresponsive and then despite cpr white died at the hospital. >>> today we learn names of two men killed in a sma
