it's an honor to present the matthew tobriener award for public service to belva davis. this award was named in honor of our legendary california supreme court justice matthew o'tobreaner and serves to annually recognize individuals who have strived to ensure that justice for those who are most vulnerable among us is had. the late justice matthew tobreaner was revered as a legal scholar and humanitarian who did not hesitate to speak out on behalf of the disadvantaged and marginalized individuals. in fact, he expressed some time ago the very fundamental principle, whatever hardship poverty may cause in society generally, the judicial process must make itself available to the indigent. it must free itself of the sanctions born of financial inability. and it is that principle that is the foundation of this award. and so a memory of justice -- and i want to give a shout out to michael and the tobreaner for working so well since 2000 on collaborating on the meaning of this award. it has been an award that pays tributes to individuals who have made extraordinary efforts to ass

i'm belva davis. welcome to "this week in northern california." joining me is rachel gordon, and jolie o'dell and lisa aliferis. lisa, there was promising news today. some people were excited about it. you seem cautious that maybe hope is more what we're seeing here now than actual evidence that we come across. >> oh, no, no, no. i think truvada was approved earlier this week by the fda. it had already been approved as a treatment for aids. now it has been approved for a new use to prevent hiv infection. some activists and researchers are calling this a milestone. that is the first time in more than 30 years of the epidemic that we have an actual drug that can prevent people from acquiring the virus. the concern is the handful of people who call this a catastrophe and worry people may abandon safer sex practices and put themselves at risk of acquiring the virus. truvada in men who have sex with men and engage in high-risk behavior, it is reducing the risk of the hiv virus by 42%. in heterosexual couples, one is hiv negative and one positive, it re

i'm belva davis. welcome to "this week in northern california." joining me on the panel on kathryn baron, senior reporter with edsource. josh richman, political reporter for bay area news group and lauren sommer. kqed quest source. lauren, is this a new idea? >> this is not a new idea. what the governor proposed was a major water infrastructure project for the sacramento and san juaquin delta. it is not that far off what he proposed. since then, the water battles have been going. the reason for that is the delta is hugely important to the california water supply. water from there goes hundreds of miles in the state. it goes to southern california, it goes to silicon valley, and it goes to central valley farms. what happened in the last ten years is a major ecological crash in the delta. endangered salmon. the biologists point to the water. they are powerful. they reverse the flow of the river. what has happened is there are rules in place to slow the pumping during certain times of year. that has not been a popular decision, obviously, with farmer
