our business correspondent, ben bland, is here.has to write a letter to the chancellor. debbie remind people what we are talking about. these are the average increases in prices in november compared with the vendor last year. on average how much they have changed. the figure is 3.1%. that is the average increase in prices. for everything from food to fuel, hotels the hairdressers, the lot. there is variation within that. but as you say, the governor of the bank of england, one of his mainjob is to get inflation to hit 2%. if there's more than i% get inflation to hit 2%. if there's more than 1% below or above he has to write a letter to the chancellor, philip hammond, and explain why it is so far off target and what the bank of england proposes to do. it is extraordinary to think a year ago the governor was writing to the chancellor to expect why it was so far alone. today he will have to expect writers so far above. it is slightly higher than a lot of economistss were expecting. the last two months before november it was holding st
