joining us, bloomberg's ben brody. let me start with you. are your thoughts on this .ill ben: lawmakers continually feeling that they have to grapple with china's tech ambitions. the rules for the web not just in china where there are one billion plus people, but here in the united states. do they sent the content rules on tictoc, the surveillance rules -- do they set the content rules on tiktok, the surveillance rules? withor hawley was angry tiktok and apple for not showing up. taylor: is this kind -- is this the kind of protection that big tech wants that consumers want? curt: probably to some extent. we have seen google, facebook, and others to push for regulation. what they mean is they want to be involved in shaping the regulation. if they can have guidelines or rules where they can follow those and that solves all of their issues, that looks good for them especially if it keeps potential upstarts or startups from keeping up. tiktok is obviously a threat, i think, to facebook. certain regulations may hurt facebook a little bit if they

to discuss, i'm joined by bloomberg technology's sarah frier and ben brody in washington. let me start with you, sarah. you covered this story. what do we know from these documents? reporter: the documents give us this interesting internal picture in a way we really haven't seen before of how these decisions are made and the difference between how they are discussed internally and how the company explains them externally. and internally, they are saying we need to cut off any apps that could potentially be competitive from our services, advertising, developer tools. externally, they are saying we really need to increase the privacy of our platform, so we don't want these third parties to have access to this data. it's really interesting looking at these discussions. one thing that really stands out in these documents is how competitive they thought messaging apps were. off we chat, line, and another asian messaging app from using facebook for advertising. this is just a year before they ended up acquiring whatsapp for $19 billion. that is something regulars will be extreme

is ben brody who has been covering the story for us.t has been the reaction from this lobbying effort in d.c.? >> this is something that is in the process. they are revamping and bolstering their internal team, then they are doing some of their outside consultants. the question is going to be, when they bring those outside consultants to the hill and to regulators to tell the story, to say hey, we are an american company and don't take action from beijing, what will be that reaction remains to be seen. those meetings have not started. i do think it is worth mentioning this blue-chip representation. i think they are putting up a good fight as the tensions really ramp up. iflor: the key issue is that tiktok is a u.s. company or chinese company? >> i think that is somewhat missing the point. aty are looking not just u.s. ownership, but whether investors, foreign investors had the ability to get access to nonpublic information about data. it is awhether or not u.s. company is part of the concern. there are broader concerns about potentially

i want to go to washington where bloomberg's ben brody has more. what kind of criminal penalties are we looking at? ben: it is a little unclear. this is a high-level statement of principle. we have seen a proposal from democratic senator ron wyden which could send these executives to jail for knowing the willful violations of illegal duties. you meant to do it, you told someone to do it, then it was actually against the law. a lot of prongs for that. him him it is something that would be hovering in the background, a sort of incentive to keep right with the law. a lot of these are rhetorically aimed at facebook ceo mark zuckerberg. a lot of democrats say that he faced these sorts of incentives, they would not have had as many problems with the fcc over the years. taylor: i wonder how democrat and republican ideas on this different. ben: they differ quite significantly. republicans don't like the idea of sending them to jail regularly. they don't like the idea of consumers suing to enforce privacy rights, something else democrats said really needs to

s ben brody, blogging efforts. what do know about the additional probes going on?we know the attorneys general divided responsibility for these probes at a meeting early this .eek on monday in denver basically the attorney general wanted to expand some of these. they were staffing questions, so they decided they were going to expand and did deeper into the issues. it is an interesting issue set. search and android are issues where google has already faced problems in europe. there are cases that have been made, there are known complainers. this is an issue google has been fighting for many years. it's a playbook i know how to do. on the other hand this is a well trod road by enforcers, particularly the android stays there are echoes of the microsoft case. they are going to go down that road now. taylor: which is ou alphabet most worried about when it comes to antitrust? an interesting question. they've already faced a lot when it comes to android in europe. the ad tech one, it is a system where google has done a lot of acquisitions over the years. you can really tr
