i've been talking with my counterpart, ben cardin and other democrats and republicans on the committee. >> did they tell to you withdraw the bill? what did they say other than expressing disapproval? >> obviously you know as you have noticed, i mean this administration would prefer not to have involvement by congress, but this is one of those cases where congress is the entity that brought iran to the table. it's widely acknowledged by everyone and so appropriately so congress tim cane articulated better than anybody in the committee, at some point congress has to lift the sanctions. look at this on the front end before that's done. let's let congress weigh in on that, and if congress doesn't believe this is an acceptable transaction, have the opportunity for a resolution of disapproval which would stop those sanctions from being lifted. so you know look i want a negotiated agreement, i want it to be a good agreement and i think this is something, jake very beneficial to the administration. in other words, having congress over here as a backstop as their say thing in switzerland negoti

the lawmakers that crafted that compromise the senate foreign committee relation bob corker, and ben cardin. the president, we were listening closely, at a minimum did not give an exnex commitment and is the president in your view kau pitch lating to iran on this issue. >> well jim, it's hard to know. one of the things that people may not know is that four times over the course of the last -- since 2010 congress has put in sanctions. we put them in place. with that we gave the president what is called a national security waiver and so today unilaterally he has the ability to negotiate any deal he wishes and go straight to the u.n. security council to have it implemented. what senator cardin and myself and so many others said is we want to understand jim, what he says is the way it is or not, so before he is able to lift the sanctions that we put in place, we passed a piece of legislation out of the committee and hopefully across the floor and to the house, we passed a piece of legislation that allows us first to see all of the details, to stop the president from just lifting those sanctions

he had to step aside from that post and in his place came ben cardin, a maryland democrat. the difference is, in the politics and the views on this issue between menendez and cardin. cardin was more on the administration's side on this issue while menendez is a guy who has been at war with the president on this. he said famously a few months ago that administration seems like their talking points are coming from tehran not washington. gloria: that's a democrat saying that. manu: exactly. so cardin comes in here and starts to play a really constructive role as middle-man between what the white house wanted in this deal, if they were to accept something, and what in being able to negotiate a middle ground with bob corker so the administration got some concession that allowed them to save some face in this deal. for one, what it essentially does it will halt sanctions for about 30 days while congress, halt the ability for the president to prevent sanctions from going forward for 30 days while congress has an opportunity to review this going forward. but it also has certain conc

congress's appropriate role in looking at a final deal, and you know, i've talked to bob worker ben cardin, the ranking member on the democratic side and i want to work with them so congress can look at this deem when it's done. what i'm concerned about is making sure we don't prejudge is or those who are opposed to any deal whatsoever try to use a procedural argument essentially to screw up the possibility of a deal. last comment i'm going to make on this. you know, when i hear some, like senator mccain recently suggest that our secretary of state john kerry who served in the united states senate, a vietnam veteran, has provided exemplary service to this nation is somehow less trustworthy in the interpretation of what's in an agreement than the supreme leader of iran, that's an indication of the degree to which partisanship has crossed all beyondries. we're seeing this again and again, with the letter by the 47 senators who communicate directly to the supreme leader of iran, the person they say can't be trusted at all warning him not to trust the united states government. we have mitch mc
