i want to bring in senator ben cardin of maryland. we're happy to have you here. you're the ranking democratic senator on the senate foreign relations committee. what are you hearing about what we're seeing happening in turkey? >> this is certainly a tragic day for turkey and for the threat of terrorists in all of our communities. we just had a hearing today in the senate foreign relations committee on isis and their activities in iraq and syria. and the news is that we are taking back a lot of the territory that they control which is good news. including the border areas around turkey. the challenge is that the terrorist groups are participating in international terrorism as an effort to try to get attention. and we don't know the facts of who is taking responsibility but it shows that we're vulnerable to terrorism. not just in syria and iraq but terrorism in turkey, terrorism in the united states, as we saw in orlando. some of this is home grown, some of this is inspired, some of this is planned. we'll need to know more about what happened in turkey. >> so you d

with that i turned to our raking member senator ben cardin. >> thank you mr.chairman and thank you for convening this hearing on transnational crime. the world has changed and so has transnational organized crime. i think it's important for us to have an update as to where we are. president obama's transnational organized crime strategy has been there for a while. is it working? do we need to do more, we need an update and i hope today that secretary brownfield, you will share with us how we are doing in regard to that strategy. >> organized transnational crime, we've seen many of the results of that. we've had hearings on trafficking, on human beings or wildlife, on weapons, on drugs, we've seen the transnational organized crime in its financial crimes against us, particularly on cyber, i'm particularly proud of the work being done in my own state of maryland on cyber security dealing with the effects of transnational crime. we have our cyber security command and many private companies working in my state in regards to these issues. this clear nexus between g

we appreciate you being here and with that we turn it over to our distinguished ranking member, ben cardin>> thank you, mr. chairman. and thank you for convening this hearing. this is our first hearing on the jcpoa since its implementation date on january the 16th as we look at how we are going to look at the post-jcpoa era. ambassador shannon, it's a pleasure to have you here. thank you very much for your continued commitment to our country. you hold a critically important position as we look at the enforcement of the jcpoa and other activities that iran is participating in. it's clear to me that we need to work together in regards to making sure iran fully complies with the jcpoa. that we need to look at iran's other nefarious activities. the chairman mentioned the ballistic missile tests on march the 8th and 9 th. iran did ballistic missile tests that were clearly in violation of the missile bans since clearly out of compliance with the united nations security council resolution 2231 whether it was a formal violation that requires action is something that is being debated internationall

and with that i'll durn to our distinguished ranking member senator ben cardin. >> thank you, mr. chairman. i think this hearing is particularly important as to how we proceed in libya. and it's complicated. and i thank our witness for being here and your service to our country. but in order to counter isil and libya the united states and others have accelerated efforts to strike at the stronghold in sirltee while stepping up efforts to achieve libyan unity. on a broad level this is the right approach. although i'm pleased to learn that isil is now physically on the run and stress that they continue to make inroads by inspiring people online to commit atrocities, as we've seen in our own country in orlando. but oftentimes in the rush to beat back the latest terrorist threats the expediency of counterterrorism actions far outpaces and exceeds our political strategy. and that's a matter of major concern. we want to take action but we need to know we can follow up that action with a workable strategy. a fear that if we're not careful we do not devote the same amount of time and resou
