meeting but he is a cosponsor of this hearing so colleagues i wanted to ask if our controller ben rosenfeld could come up and i know there is a lot of work into the presentation and we will have questions after. >> good afternoon. thanks for having us here today. i thought for the purposes of today's hearing which i know supervisor mar you see as a beginning of a conversation on this issue we would provide some general background information on the dollars and cents regarding who contracts with non-profits in the city department and what they look like and today end with a couple of questions more than answers so i can briefly run through this presentation. as way of background and here we're looking at actual spending for the city in fiscal year 13-14. as you're all away the city provides a vast array of services in a number of city departments through a broad network of organizations in the city or non-profit organizations. this slide is showing you that allocation by the city department that holds the contract. the total spend in 13-14 through non-profit service providers on services tot

welch and christine and she's terrific and ben rosenfeld and kate howard with the things we're trying to get done with the police department right now. >> thanks chief. okay. up next related joyce hicks real quick who is head of occ to come speak on her doesn't which i know -- department which is under the police department but integral part of the public safety infrastructure here in the city. . >> good afternoon chairperson farrell and members of the budget and finance committee. i am joyce hicks and i thank you for the opportunity to address you. we are getting the powerpoint loaded up on the screen. >> why don't we get going because we have a number of other presenters and i want to make sure we're respecting people's staff time. >> certainly. i will quickly run through the presentation, the topics that i will discuss with you will be the history and the mission of the occ, organizational developments, our budget, investigations, legal unit, and information technology. the history and the mission of the occ is that it was created by a board of supervisors initiated charter in 1982

the mayor's office and of course kate howard who has been supportive of us and our controller ben rosenfeld and i will turn it over. >> this slide shows the call volume but in the last four years we have seen what is now up to a month over month, about 40% increase in call volume. to go into that a little more detail the second slide tries to show the monthly call volume and this is adjusted for seasonal differences and differences in length of time so this is attempting to show consistent, so that's the individual bars and then there's a line that shows our service standard so as the call volume as increased one of our challenges is making sure that we are able to answer 911 calls in a timely manner and our service goal is to answer 90% of 911 calls in 10 seconds or less. we fell below that goal. we are now coming back towards it and one of the challenges is we've done that through use of a lot of overtime and i will be back shortly on a supplemental request for overtime, but we are also ramping up our hiring. we've done three classes. we seated three classes in the last a little over a ye
