ben tracy is at l.a.x. for us tonight. ben? >> reporter: scott, the alleged shooter is something of a blank slate-- no criminal record and, for someone his age, 23, he's posted very little online. his family says they're shocked and investigators are trying to figure out why he targeted t.s.a. officers here in this terminal at l.a.x. today, f.b.i. agents were at the apartment where paul anthony ciancia has been living outside of los angeles. they escorted one of his roommates to his cartelling reporters they needed to interview him. armando basco is his neighbor. >> we never thought -- he's a very quiet guy. >> reporter: since being wheeled into the hospital friday, ciancia has been heavily sedated and unable to talk. this picture was taken moments after police shot him to end the rampage. that's when they say ciancia told them that he acted alone and was dropped off at the airport by a friend. police also found a hand-written letter in his bag. in its ciancia wrote he made the conscious decision to try to kill multiple t.s.a.

ben tracy is in our los angeles newsroom. ben? >> reporter: scott, there are more than 5.5 million people in california that are uninsured, the largest in the country. it was always expected that california would enroll the most people in obamacare. california was also the first state to set up a health care exchange and got hundreds of millions of dollars in federal funding to build the system that is now known as covered california. now, the goal here in the golden state is to enroll up to 700,000 people in private health plans by april 1. so far, 35,000 people have signed up, so at the current pace, it would take more than a year and a half to reach that goal. however, today the head of covered california did say those enroll. s are picking up. he said since november 1, 2000 people a day are signing up and that is double the pace of october. >> pelley: been, thanks very much. now back to the technical problems with healthcare.gov. some of the administration's top computer experts appeared today before a house committee that was

mental illness seems to be at the center of many of these shootings, and ben tracy learned more today about the strange beliefs of the alleged l.a. airport killer. >> reporter: the f.b.i. agents who searched the apartment had a search warrant for his cell phone. they found it in his roommate's car. the warrant states they were looking for information on his views on the legitimacy or activities of the united states government, including the existence of a plot to impose a new world order. shortly after the rampage, police say they found a one-page letter. it said he targeted t.s.a. agents to "instill fear in your traitorous minds," and also mentioned "n.w.o.," "new world order," a century-old conspiracy theory, accord to mark potak, who tracks extremist groups. >> basically identifies the federal government as an evil malefactor that is involved in the conspiracy to force the united states into a so-called "one world government," known as the "new world order." >> reporter: people who believe this theory are deeply suspicious of international organizations such as the united nations a
