benghazi has been a rallying cry for those saying benghazi was responsible. and susan rice was accused of lying to the american people. the morning after the attack rice appeared on five network sunday news programs and said the attack started as a spontaneous reaction to an anti-muslim video and not connected to al qaeda. the "the times" report does not say the attack was spoon -- spontaneous, but does say: >> jim, what is your reaction to "the times" report on benghazi. >> it's an impressive piece of journalism and they are offering a subtle and complex explanation. they are not saying it happened out of the blue. they said the folks, talking about a small group, not a militia, but a submilitia with 24 followers, had been warming to attack. there was a predisposition. it was not completely out of the blue. on the other hand the video created a gender-setting moment, an opportunity so they could take advantage of it making it difficult for other militias to step in and prevent it or give them intel. it's a combin eight of facts, going to a point we spoke abo

still not many answers over benghazi. very, very difficult for the fbi to get over to places like benghazi. very difficult even for the libyan central government to actually operate in benghazi. but there's one encouraging trend in the last couple weeks, and that's that the people of benghazi have been rising up against these islamist groups so it's possible they may be pressured to actually leave the city in the coming months. >> nic, i want to make sure i understood, when you described how he was shot, he was running, the car pulled up, according to early information, a car pulled up, targeted him and drove away, so it doesn't sound as though there was a robbery. it sounds like he was targeted specifically, maybe just for being a westerner but specifically an attack on him for being who he was. >> reporter: certainly the intelligence will look at this and say why was he targeted. one of the reasons that people are going to conclude is that it was because he was an american, and perhaps an easy target. one of the things

first the developments in the benghazi story. joining me here in washington on our set is nbc chief news foreign affairs correspondent andrea mitchell. and from vermont, "new york times" cairo bureau chief. david kirkpatrick, thank you for being here. it changes the narrative, it changes the report on benghazi, and let me lay out the context of what you conclude. months of investigation, you write, by the "new york times" centered on extensive interviews with libyans in benghazi who had direct knowledge of the attack there and its context, turned up no evidence that al qaeda or other international terrorist groups had any role in the assault. the attack was led instead by fighters who had benefited directly from nato's air power and logistics support during the uprising against colonel gadhafi. and contrary to claims by some members of congress, it was fueled by islam. two key points. how do you know it wasn't al qaeda? >> well, i don't think i'm out on a limb there. i think honestly if you asked anybody in the u.s. intelligence

we forget what it was like in benghazi. we forget what it was like in libya and the region at the time. we have pockets of power, you have people that rush to fill the pockets. we saw the same thing in afghanistan. you have groups claiming to be al qaeda or al qaeda linked. for soldiers on the ground, we had no idea what that meant, whether they were saving directions from al qaeda, inspired by al qaeda. i think what the article does is shows how complicated it was, especially at the time you have massive vacuums of power and people rushing to fill them. >> let's go to matt lewis. supporters of the president said this is a smoking gun that supports susan rice, this new york times piece. this disputes everything that issa and the investigation put out there. what do you see as the impact on the story in benghazi? >> let's get to the clips you showed. bipartisan members of congress, not just republicans on the intelligence committee dispute this new york times report. they say they have access to cables and information that s
