joining me is "new york times" justice reporter katie benner.hat your reporting found. >> we need to go back in time to what happened with the family separation policy. it was a real debacle pour the administration. the department of homeland security was roundly criticized for it. the department of justice largely said it was their fault, essentially, that they were referring cases and people lost track of the children, that dhs lost track of the children. what we see with this inspector general report, and again, it is a draft, so i do need to say that things could change in it. what we see in the draft report is it was, in fact, department of justice top officials including jeff sessions, rod rosenstein and gene hamilton who said this is how we're going to deter illegal immigration. we must take away the children and in calls with u.s. attorneys along the border who are dealing with this issue day in and day out, those officials told the u.s. attorneys that the age of the child, the child being really, really young was no reason not to prosec
