i'd like to turn to director benton. i was struck in your testimony where you talked about many men registering both selective service pivotal moment in their lives and many associate the registration to adulthood for doing the right thing and then i think in your oral testimony you said that it's an enduring civic duty. can you speak to that and how you see this process as part of this enduring civic duty? >> absolutely. as a merit badge counselor for civics and the citizenship in the community, citizenship in the nation and citizenship in the world, we stress in those for young boys and young men the difference between duties and responsibilities and rights and privileges. we live in america and you have rights and privileges that come with constitutions and many laws that congress has passed but they're not free. they come with duties and responsibilities. the duty to pay your taxes, the duty to vote, responsibility to serve in the military to defend this great nation and that necessity arises and many others, follow

director benton, i want to talk about your testimony, your defense of the registration system. when i think of selective service i don't believe it to be a registration system. i believe it to be a draft system and registration is one step of that. it is a means to a end. in one of your answers earlier, as you talk to young men, you said you are talking about the education process, you say are you willing to step up and protect this nation? i like that because it signifies to them the responsibility they are undertaking. i noticed in the materials you provided with your testimony the drivers license applications for texas, montana, virginia and other materials, it doesn't say that. it doesn't tell young men who are eager to get their drivers license and do almost anything to get that at that time that they are potentially putting their life on the line. it says you will register with selective service, one of them says military selective service but it doesn't tell them the consequence, the potential consequence of what they are undertaking. is that fair to our young people? >>

senator thomas hart benton, a smart guy who studied constitutional history in the middle of the 19th century put it the right to recover slaves is not only authorized the constitution, it is a right without which there would have been no constitution. now, when we look at this period in history we come face- to-face with a proposition that mr. lincoln knew something about. white slaveholders were already insisting that slavery was a great thing. some of them had scruples about it certainly. thomas jefferson hoped it would go away. made the famous remark, the spirit of the master is abating the spirit of the slave is rising from the dust. and even more telling sentence , he said when i reflect that god's justice does not sleep forever, i tremble for my country. and yet thomas jefferson was a slave owner and thomas jefferson hosted advertisements in the local newspapers seeking the return of slaves who ran away from him. still, there was an undercurrent that got louder and louder as time went by that slavery was actually a good thing, not just for white slaveowners, but for black slave
