and in benton harbor, we are joined by the rev.nkney, president of the benton harbor community water council and the executive director of the black autonomy network community organization. rev. pinkney, let's begin with you. can you lay out the extent of the problem? you have taught state officials like the governor coming in thursday to say that they will deal with this, but this is story, like flint, that has been going on for years. rev. pinkney: absolutely. and let me start at the beginning, with how all of this came about. how it came about, one of the benton harbor community members of the council took two jugs of water into the mor of benton harbor to let them know that in this one square block, everyone was this color. when he took it, he refused to look at it. when he didn't look at it, he brought it to me. i sent it to theniversity of michigan biological lab to be tested, and it ce back with over 300 parts per million of lead. that is how all of this started. wehelped theity of benton harbor test their water to make re t

adams' daughter grew up both in flint and benton harbor.y baby being epileptic, i didn't know that it could actually do greater harm with a condition like that. and her, between flint and here, she was like getting a double portion of lead. john: adams still wonders whether lead might have played a role in her daughter's death in 2018. mary: it's sad when you watch a child take all of these different types of medications, praying that they would get better, and then drinking water, bathing in water, brushing your teeth in water. to think that lead on top of the medications caused her even graver suffering, it's sad to watch a child, and can do nothing about it. john: for many in benton harbor, the current water problems are just the latest case of their city being left high and dry. after decades of disinvestment and government neglect, the schools are struggling, crime is high, and nearly half the population lives in poverty. but take the short drive across a river to the neighboring city of st. joseph and it's a stark contrast, a majority

and don't and don't allow the citizens of benton harbor to have to pay for it. that's the way it should be done. >> yang: any 10 months is a very ambitious target, this is they're still trying to finish up the work in flint, yes? >> yes, absolutely. and all but remember in newark, new jersey, they completed 20,000 pipelines, you know, and they did that in 18 months. so we only got 6,000. and i think that if they've been aggressive, they can complete it and maybe 12 to 18 months. >> yang: this is not a new issue in michigan. flint has had this issue both flint and benton harbor, the populations are majority black. both. you have a high proportion of people living in poverty. do you think that's a coincidenc >> no. what you just said is a fact. and let me say this. if there was a white person with a baby talking about land in the water, they would call the pentagon. they would call fema. they would call everybody out in the army every day to make sure they get rid of all of the lead in the water. but being a black community, they have different thoughts about that

>> reporter: yeah, when it rains it pours in benton harbor, it seems., an 89-year-old pipe they are replacing. it broke in town. they were able to get it reconnected. but the problem with that is you may have bacteria get into the water system so the entire town is bottled water only and don't drink the water at least for now. they're bringing the pressure up across town so water service is coming back. on the lead issue, they've been dealing with that many years now, three years, many tests have shown an elevated level of lead in the water. for the state of michigan, which is very sensitive to lead in the water after the crisis in flint years ago, the level they'd like to see of lead is zero. for federal governments it's 15 parts per billion. but here in the state of michigan they'd like to see zero. so right now what is happening and across the city, having to do it for some time, they are handing out water to residents so people can get water, advising them not to drink the water at least for now and to not use it for cooking and other pi purposes. b
