eugene scott joins me as well as nina totten affairs correspondent nina toten berg.with the civil rights side of this. this was a pretty stunning story when it unfolded and we learned that there had been this new evidence that suggested there was an awareness that there was a political benefit for republicans to adding this question to the census. what are the civil rights groups going to argue today and how might it change their case? >> based on my interviewing groups like the naacp they have argued that this strategy would undercount people of color in america and the reason that it's a problem isn't just about representation in congress, but about them not receiving the resources they need in their communities and their neighborhoods to live the american dream or just even basic wants and needs that we associate with being a human being in this country. so what they're doing is arguing that social services in terms of resources going to communities as well just will be deprived from these people due to an undercount. >> nina, can you help us understand kind of th
