berman.nd i, mr. engel -- we share a lot of the same goals in the western hemisphere. we agree on a lot. we disagree in a few places. i would suggest that the idea that all of the countries are coming from the united states to mexico. there was a gao report -- as you drill down into the report, it's 90% of the guns that are traceable and it's only the u.s. guns that are traceable. so i think that has to be put on the record for people to understand. also, if we're worried about the guns going into mexico, that policy -- the fast and furious policy -- everyone in this room should be appalled by that policy. let me first start with -- in venezuela. is hugo chavez in control of his governmen government? >> i would answer the question this way, mr. chairman. virtually his entire government is unwilling to in my opinion make decisions without hearing what his view would be. to that extent he's clearly in control. if the question is, is everything that's going on in his government known to and cont

berman at the outset. i would look i can to address several of these questions in the remainder of my remarks. first, regarding the purpose and timing of the deployment, we're providing advisors to the regional forces because joseph kony and the other senior leaders have proven unwilling to end it peacefully. as you know there was an opportunity for a negotiated peace agreement during the talks in 2006/8 but they ended when kony refused to sign. and conducted new attacks and abductions. so regional governments have had to pursue a military approach to end the lra threat. as for our regional partners, we provided significant resources to the militaries in recent years training the 391st battalion of the congo armed forces and working with the sudan's liberation army and providing equipment to the armed forces the central african republic so it can maintain its critical presence in somalia but we think despite the assistance to date, uganda and other regional military would also benefit from increased capaci

john berman, abc news, new york. >> so many people criticize the wall street protests, where its thegh in what you want to do. numbers you saw in the story, that is kind of what they are railing against. maybe a nebulous kind of agenda. the numbers kind of tell the story where we are as a country. >> they are very depressing. to think that those gains are so hard to make. stand they've been getting harder and harder. president obama said he wants to increase taxes on the wealthy. but every time he tries to do it. it doesn't happen. >> class warfare argument. we will see how things move politically. we will see. speaking of the president, he has a message for young people who are burdened with student loan debt, saw education expenses in the last piece. president's message basically i feel your pain. he told a crowd at university of colorado yesterday, that he and the first lady graduated law school, they had about $120,000 in loans. mr. obama outlined a plan to -- outlined a plan to lower loan payments and consolidate outstanding loans starting next year. >>> storm shelters are filli
