let's go to john berman.eople here we talked about, talk about what that means and do we expect any today. >> anderson, there's nothing in the constitution or in federal law which exples sitly binds electors to vote for the candidates who win the state. we can look at article ii section i of the constitution here. as you noted, the founders designed the electoral college to be this group of elites that serve as a buffer and prevent the election of a demagogue. that's what they intended but it changed quickly after they drafted the constitution. and the states really stepped in. now you have 33 states, plus the district of columbia, which actually require the electors to vote for the winner of that state. some of these states, i mentioned nevada earlier, if you don't vote for the person who won the state you are replaced. oklahoma if you don't vote for the winner of the state you can be fined up to $1,000. and south carolina if you don't vote for the winner of your state you can get some kind of undefined crim

first we have john berman to explain the big picture. what's happening today and explain why? >> it's not just today, it's the next hour, anderson. we'll see four states cast their official electoral votes for president, tennessee, indiana which will cast all of their votes for donald trump and new hampshire and vermont which cast all of their votes for joe biden. why are they doing this? we can thank the constitution of the united states. article ii, section i which says each state may appointment a number of electors equal to the whole number of senators and representatives to which that state may be entitled in congress. indiana nine house members and two senators they get 11 votes total. today, that's due to the constitution as well. the 12th amendment of the constitution says the electors shall meet in their representative states and vote by ballot for president and vice president. they have to cast two ballots, one for president and one for vice president. it begins this hour and finishes up at 7:00 when hawaii does its meeting. joe biden will go over 275 votes when cali

john berman and i might be able to get it?u know, a lot of stars are going to have to align, alisyn, for all of this to happen. remember, the pfizer vaccine's the first one, the moderna vaccine is second. both mrna vaccines. the technology is still relatively new. so how quickly we'll be able to scale that up is still a bit of an unknown. an important milestone to look for is the introduction of two other vaccines in the early part of next year, maybe in january-february. the two adeno vaccines from astrazeneca oxford and j & j, requiring refrigeration. when those come online that's really important and a particle vaccine from novavax. we'll be looking at a portfolio, a pipeline of five, six, seven vaccines and that's going to really help the american people get fully vaccinated and that's what we look for. each passing week we'll see improvement in terms of the number of american whose can get vaccinated. >> the moderna vaccine, gets a hearing this week, if approved, twice as much of that available early on than was available

john berman is with us and tracking it down.nstitutional explainer on how all of this is going to work today. >> what you'll see today anderson is the process laid out in the constitution. article ii section one of the constitution which says each state shall appoint in such manner as the legislature thereof may direct a number of electors equal to the number of senators and representatives to which the state may be entitled in the congress. what does that mean? take michigan for instance, they have 14 house members, two senators, they get 16 electoral votes today. how were those 16 electoral votes appointed? well, it happened in that election we had a month ago. remember that? the one that joe biden won in the state of michigan by 154,000 votes. now, it's interesting. nothing in the constitution which requires any state to hold an election. there's nothing in the constitution which guaranties we get to vote for a president which is crazy when you this by it. since 1864, every state has chosen their electors through elections. w
