i am with the social justice program from bernal heights. this is what i think we need to have really good community policing. it is somebody who comes from within, somebody that walks around, somebody that talks to us, someone that communicates with us and comes to our meetings and talks to us. when the police that -- hey, that is john, my police friend. hey, john, how is it going? someone who always says hello to us, someone we know, a police who can be our friend. i think that is what the youth need. i think you. supervisor campos: thank you very much. before we continue, that was very well done, chief. i also believe the head of the department of public probation is here, as well as someone from the mayor's office of criminal justice. >> i was going to reload my memory card. my name is leah white. i am the youth empowerment coordinator for normal heights neighborhood center -- bernal heights neighborhood center. i think the youth represented themselves very well and that is what i would have said it i was the only one speaking here. more

i used to live on the north slope of bernal and used to drive around the hill and stuff. a little bit familiar but it's been a number of years. but i do remember the neighborhood as having very narrow streets and actually kind of liked it that way. president olague: commissioner moore? commissioner moore: i would like to suggest we take discuss and review. there's potentially a split here, one way is not approve this project. very simple. another one is to spell out specifically what the preconditions are for redesigning this project, because many of the -- many of the basic assumptions for this project are not defendable. the most important one to me is starting with the engineering, the civil engineering and accurate information beyond wors and architects know how to do that, which tells us that the grades, cuts molding of retaining walls work with street safety, pedestrian safety and drainage requirements, three important civil issues, which all will be altered by cutting back the retaining wall. the next one is not just like small-size cars but whatever fits into this

bernal does have specific parking requirements, but the special use district is not a tool to provide an abundance of parking. it keeps project in scale with the rest of the neighborhood. this is not an out of date notion. this is what the planning code has for this area so it does not get over build for the benefit of city tax revenues. this is partly why the east slope design review board came into existence in the first place. the planning department has dropped the ball by not making the developer adhere to these requirements. we are not against building on this space. owners should be allowed to build if they follow the city requirements. create a properly scaled the design. thank you very much. >> david pilpel. i do not live in the neighborhood but am familiar please stand by. please stand by.although both st olague: -- of peralta have a mix of one and two-unit buildings, there is a retaining wall have with across peralta. it significantly affect the way the block face is viewed. if you have not been out in the area and have heard from the speakers, there really are significant

hearkens back to a time of old bernal heights. an anonymous complaint led to the discovery that the historic sign was out of compliance with local laws because it had uncovered for about 35 years. when the story first broke, we heard a number of perspectives on this issue. some people raise concerns about the potential health message that it would send children to have a coca-cola sign, especially being in front of a school. others voiced a very strong desire to preserve the sign as an historic treasure. since the story broke a few weeks ago, my office has received a number of calls, a number of e-mails from residents throughout bernal heights. we have also taken the time to check with parents at the paul revere elementary school where the sign is across the street from it. overwhelmingly, the response has been supportive of preserving the sign. i am looking at the issue, we have learned how complicated and complex it is to actually protect a sign of this nature, how difficult it is procedurally to establish an historic signing di

chairperson mar: we have someone from the ocean avenue collaborative and from the bernal heights neighborhood center. mr. ho? >> my name is william ho. i am a senior project manager at the borough heights neighborhood center. -- at the bernal heights neighborhood center. i am reading this letter in support of a jurisdictional transfer and sale of city property, ocean avenue and phelan avenue. much needed rental units for families, youth transferring from foster care, and others. in addition to adding to the vibrancy and diversity of our neighborhood, i am looking to increase foot traffic, supporting retail, the possible farmers market, a site for a family festival, and more. they have presented the proposed plan on numerous occasions at well-publicized community meetings. the input on the community was given consideration, and changes were made to the extent possible to respond to the concerns. by way of reference, i have been a resident for more than 32 years. i am currently co-chair of the revitalization collaborative, a member of the p

i live in bernal heights. i am a homeowner. we have had some success with community policing.hought i would tell you what that looked like. i think the comments people have made about the constant memory go round of captains is really important. we have had for captains in our district in a few short years. it has very completely with the captain. it has not seem like something that came from the city would priority. it was really the training of the individual captain. i do not think that is the kind of program -- i think we can do better with that. relationships in the community -- you cannot have those relationships. it is the captain as well as other senior officers. it is different in every -- it has to be a different model in every district. there is different factors in different neighborhoods. we have a very active neighborhood center with a number of programs that work with at-risk communities. having a community policing program their means working with those kinds of organizations that actually have the kinds of relationships and resources, and maybe case management

about 10 of them from a youth center in bernall heights. a little ways away from the center. and they spoke out about what they wanted to achieve, their good and bad experience with cops very extraordinary one was how police officers had reached out to them and the captain had reached out to them. you couldn't get a more raw unfiltered voice than teenagers coming forward and speaking about what they wanted in san francisco and how they wanted to be seen as youth in san francisco. i was incredibly moved, commissioner chan connected with them especially well because of her work with juveniles and youth. but it was very moving. and the second one was at your suggestion, commissioner mazzucco, after we met with the employer groups there was a bit of a disappointing turnout. i'm not -- perhaps is the time of day and the notice we gave it wasn't good. so commissioner mazzucco suggested we go out to stagses. we went to three different police stations before the midnight watch. and with nobody else around, i can report on my station, lieutenants blaine was and i knew him from when i

i am part of the bernal heights program. i am here to tell you about the after-school program and what it does for the youth. we go to school. what do we have to do after? we can go walk around. we have after-school programs with things we enjoy. they have activities. we are building our knowledge outside of school. it also ties in with violence. that is something we do not want to have a lot of in the city. this is our community. after-school programs kind of cuts it down. think about it, if we do not have after-school programs, where are we going to go? we need things that make us happy. we go to school. we work hard. we want fun things to do after. how about if we need help after? it is a place we feel safe at. why would we get rid of something that helps and builds our community? thank you. i was raised in bernal heights and attended st. paul's high school. i attended san francisco state university's school of nursing and i currently live in the mission district. my history with st. luke's began long before i worked there. when i was 8 years old my mother had surgery and i remember climbing up the building stairs which are now closed becauser in not a.d.a. accessible. my three children were born at st. lukes and they have served as volunteers over the years at the hospital. i began my career as a staff nurse in the surgical unit on the ninth floor. i worked the knight shift and i remember the many aftershocks where all the nurses and i were afraid when the building swayed from side to side. we were afraid that we would have to evacuate the patients in fear that we could not get them all out in time. since 1995 i worked as a certified diabetes educator and because of the prevalence of diabetes in our surrotundaing neighborhoods is very high, especially in the latino and african american community, many of our patients have socioeconomic i
