cnn's camila bernal is live. what's the situation?the last couple of minutes we've seen plane after plane dropping that red fire retardant. it's kind of hard to see because the flames are right behind that very thick black smoke. but, look, despite the firefighting efforts both in the air and on the ground containment is at zero percent. one firefighter told me we are at the mercy of mother nature. a lot of their work depends on the weather and the next couple of hours, the afternoon hours, that is really the worst time for them. the temperatures increase, the winds pick up and the moisture, the humidity, it drops. and so they are getting ready for really difficult hours ahead. they've told me the fire is in areas where it is very steep so that's also making it very difficult. and they say it's really hard to get to people and to get to homes because a lot of this area people live in say a five-acre lot and it's surrounded by the forest. a lot of it is overgrown and dry and all of that adding to how quickly this fire can spread. autho

president bernal and dr. colfax.as you are aware, centers for medicaid services entered laguna hondas participation. this is nearly $550,000 per peay day. after our participation was terminated, we worked with cms and cdph on the closurer and transfer relocation plan. this plan had to adhere to comments of both cdph and cms to get approved. it took place may 13th, 2022. this approval of the closure plan oo allowed reimbursement through mid-september. implementing this plan is required by cms. laguna honda must show progress in transferring and discharging of the residents. while awaiting transfer and discharge, laguna honda continues to provide excellent care for the residents. finding placements is a challenge. res didn't care teams comprised of physicians, nurses ask social workers will need to assess all patients' needs. this is to ensure that we can identify the most appropriate facility to meet their medical care needs. for closure, residents have a right to a peel a discharge. it's handled through the californi

cnn's camila bernal is live for us in los angeles.s the latest on this covid surge returning? >> reporter: hey, fred. officials in l.a. county say they've seen an 88% increase in hospitalizations from a month ago. they say for every 100,000 people, they're seeing about 10.5 hospitalizations. so if the numbers stay as they are or if they increase, what will happen is that in two weeks, everyone in l.a. county will have to wear a mask when they are indoors. now, it is possible that these numbers go down. but even officials here are saying it's very unlikely. l.a. is hosting the mlb all-star game this week. there are so many events, so many people flying from all over the country just to be here. and so you are having more and more people gathering and celebrating together. i talked to some of the residents here in l.a. county and here is what they told me. >> we are not worried about covid but unfortunately covid finds us. we just went to the wedding and half of the people got covid after the wedding. i feel like we don't want covid but

cnn's camila bernal joins me live with details.o is responsible for these calls? >> reporter: hey, fred. the fcc says yes, they know exactly who it is, and they're pointing to 13 individuals in six different companies. they say most of them are based out of texas and here in california but some of them are overseas. they say they are the ones responsible for a lot of these calls. we've all gotten them, and people even joke about it, they say, hey, i'm trying to reach you about your car's extended warranty. for some people this is not funny. this is the single largest source of complaints that the fcc has received. now they're saying we are going to stop this, we are going to take action, and that action being asking all u.s. telecom companies to block these calls. and they say if the companies here in the u.s. do not block the calls, they what's going to happen is that they too could be held liable for all of this. look, there are millions of calls that are made every single day and in fact the fcc is saying that they believe more

back to the oak fire burning out of control in california, cnn's camila bernal is near the wildfire in mariposa county. what is the situation right now? >> reporter: hey, pam, we've been here all day watching as plane after plane has dropped fire retardant trying to stop these flames behind me. i spoke to a firefighter minutes ago who told me, i don't think they've made a lot of progress. this fire has been particularly difficult for these firefighters for a number of reasons. first, they say, the drought and the weather. they say this time, the afternoon, is really the worst time for them because the temperatures are up, the humidity is low, and the winds start to pick up. then they say the terrain is also difficult. it's very steep, so it's hard to get to some of the areas where the fire is. and finally, they say it's hard to get to the homes in this area because people live in big lots, say, five acres, and it's surrounded by a forest. so a lot of it is overgrown and dry. they say they have a difficult time getting into those homes. there were more evacuation orders issued today. th

cnn national correspondent camila bernal is in san francisco.ith no federal public health emergency declaration? >> reporter: so i think a lot of it is pushing the federal government to act, sounding the alarm and saying, hey, we need resources. they say they need resources for outreach, testing, vaccination and for treatment. and ideally what this order does is make things quicker and without some of those roadblocks that could be in place. but mayor london breed really saying they just don't have enough vaccines. she says that san francisco needs about 70,000 doses. she says at least they need 35,000. but so far they've only gotten about 12,000. so what they're doing is that they're deferring the second appointment, they're only giving people the first vaccine until they get more vaccines. here is how the mayor described the situation. >> we want to make it known that san francisco has one of the highest case rates already of monkeypox of any other major city in the country. we don't want to be ignored by the federal government in our need. so

cnn's camila bernal is at the santa monica pier with more.a, how much have transmission rates actually increased in l.a. county? >> well, look, the county says they're seeing about 9,000 cases every single day, and the problem is that hospitalizations are increasing. they say that compared to last month they've seen an 88% increase. so for every 100,000 people that are here, 10.5 more or less, are having to be hospitalized and that's what's concerning for them. so they say that if those numbers stay or increase over the next couple of weeks, what's going to happen is that everyone here over the age of 2 is going to have to wear a mask. you'll have to wear it if you go to a restaurant, to school, to work or just to a store and, look, yes, the numbers could go down, but officials here are very skeptical about that. here is what the director of the department of public health had to say. >> with these very high rates, unless we start seeing a slowdown in spread, a slowdown in what's happening in our hospitals, in two weeks we will do a universal

cnn's camila bernal have the latest. >> reporter: finding different ways to cope and to deal with the drama and what they lived through on the fourth of july. for many it was coming here to this rally to support each other. others have said they needed time. one resident who has lived here for 26 years was at the parade. he says he was very close to the shooter. now he goes back to the memorial every single day. he says talking really helps. others tell me they go through waves of emotions where sometimes they're sad, sometimes they break down, other times they're just in shock and feel numb. i also talked to a mother who was at the parade and she was there with her husband and her 2-year-old. she says her husband ran with her 2-year-old. she stayed behind trying to help the elderly. and what she told me when i asked about healing was i'm not healing. i'm evolving. and she said that part of that means taking action and speaking out against gun violence. here is what she said. >> every morning when i wake up, my soul is still crushing from what i heard and what i saw and the people who

cnn national correspondent camilla bernal is there on the ground.re firefighters making any progress today? >> reporter: hey, alisyn and victor, some progress. contained by 10%, so there's still a lot of work to be done and these flames are moving really quickly. part of the reason is because of the ongoing drought here in the state of california. you can see the evidence of the drought just by looking around and seeing how dry it is. you can also see exactly where the flames came into this property. and even though we have made some progress in terms of containment, the reality is that the fire continues to grow. on saturday it was 14,000 acres burned, on sunday 15,000. now close to 17,000. there are many under those evacuation orders and it's for a reason. a lot of people are going to return, and unfortunately some will return to a scene that looks like this. it is destruction. you can still see some of the hot spots in this property. you see the cars that were burned by this fire. all throughout the day we heard some of the trees that were burned

>> camila bernal, thank you. >>> the largest formula factory is now back in business again. it's been five minutes since abbott first closeded its doors because of possible bacteria contamination. the company later had to shut down again because of severe weather. >> as jacqueline howard reports, the struggle to get much-nepdmu formula is far from over. >> reporter: parents across the country still struggle to find formula. and here is what the current situation looks like. more than 20% of formula products have been out of stock for the past month. that includes powder, ready to drink, and liquid formula. and to try to help inventory this week retailers continued to limit how much people can buy at stores. kroeger said it was limiting purchases to four containers per person. target and cvs both confirmed to cnn they had limits in place. and walgreens was limiting customers to three items per transaction for all infant and toddler formula. and, of course, the demand for formula remains high. so we'll continue to keep an eye on this situation as it develops. back to you. >> j

cnn's camila bernal is joining us live from mariposa county on the very latest there.s passed by. >> reporter: hey, brianna, absolutely. and those are the kinds of things that firefighters are still working on, trying to put out some of these hot spots. because there is still a lot of work to be done here. officials say this is an unprecedented fire, and that's because of the speed at which these flames are traveling. and, look, it is dry here. it is part of the reason why the flames are traveling so fast, the ongoing drought here in a state of california. it causes things like a bark beetle, it kills a lot of the pine trees in this area, so you have a lot of dead trees, a lot of dead material, and all of that creates the perfect conditions for this fire to spread quickly. experts say this is a result of climate change, and it is sort of a domino effect, if you will. what we're left with is 17,000 acres, just burned and destroyed. 55 structures also destroyed, that number going up significantly. we know there are a lot of crews here. they do say that they're making pro
