cnn's camila bernal has details. >> reporter: authorities are calling this a tragedy and believe thats responsible for this. they received a 911 call at around 11:30 saturday night. they say between 11:30 and midnight, officers responded to black beach in san diego. bit the time they arrived, they did not find the caller, they did not find any survivors in the water, but they were searching. for the first hour or so, trying to find survivors. afterwards they decided to call it a recovery operation. they searched about five hours and were not able to find any survivors. they recovered eight bodies, and that's even after they continued searching on sunday. officials saying that the search was extremely difficult because it was pitch black on saturday night. they say that there are these sand bars in the area, and so you may think that you're able to walk out of the water but there are also these holes. once you step into these holes, you get essentially carried away by strong currents that pull you back into the ocean. officials saying they tried to search by air, but even night vision

cnn's camilla bernal reports. >> reporter: this is a tragic case, and the family of private ana ruizen investigation into this case. the army says they are looking at all of the facts and everything that happened here and they also say that this is all being handled by the criminal investigation division at the army which is independent from the chain of command at ft. hood, and investigators say they do not believe that foul play was a factor in this case. they also say that they will continue to look at harassment allegations, all of this after the mother of the soldier constituent on spanish-speaking tv and gave very emotional interviews to uniskprigs telemundo news, saying that the army had told her her daughter committed suicide. she questions that suicide and says her daughter spoke about sexual harassment allegations at the base. the army says that they are looking into all of this, they held a press conference and here's part of what they said. >> we take any allegations of harassment very seriously. and we have in avenues through which soldiers can report such harassment. an

now tensions are starting to run high, cnn's camilla bernal has more now from california. >> residents here are still frustrated and upset over how long this entire process is taking. there are people here who have been at their homes for more than ten days, without being able to leave, without a grocery store, or a pharmacy, and here behind me is the only grocery store in town where the roof collapsed, because there is so much snow accumulated at the top of the grocery store that it no longer is open. so people have to rely on donations. this community is coming together as you can see here behind me, they brought firewood, and the problem is, i spoke to other people who have told me look, i can't even turn on my fireplace because there is so much snow. so the ones that can, they're here trying to get anything they can to make their lives a little bit easier. i've talked to people who are stuck higher than -- i cannot even make it to the places where they are giving out these donations. so that frustration just accumulates they, after, day after day. here is what some of these residen

camila bernal in san bernardino. you've made your way into the mountains there. what does it look like? >> reporter: we're at the point where they're turning residents back. they're only allowing crews, firefighters, anyone with supplies to go up the mountain. the problem is that authorities are saying it is going to take about five days to get to the point where people can go in and out of the mountain freely. that's what's frustrating a lot of residents here. they are upset, they are frustrated. some telling me they're to the point where they're starting to get scared. a lot of people are still stuck up there. they say we might have been prepared for some snow, just not the amount of snow that we got. these mountains regularly get snow in the winter. the problem is the past few weeks have been unprecedented. a lot of people don't know how to deal with so much snow. concerns are things like food, formula for babies, food for their pets, having a medical emergency, having to find medicine because pharmacies are closed. those are just some of the concerns that a l
