this is really a $4.1 trillion package, including the reconciliation bill that i believe bernie sandersworking on. is senator sanders post to finishing or releasing what parts of that look like? jack: in the near future, we should see them move ahead with the basic framework. the way they cast these partisan measures without republican support in the senate is basically a two-step process. you put out a budget resolution with the basic numbers of what committees are supposed to work on, and then later, when they get that bill out, you have to vote on the bill as well. so before they leave for their recess at the end of next week, they want to not only have passed this infrastructure bill, but also voted on that budget portion, that first measure to set the stage for that later $3.5 trillion bill. it will take a while to actually pass a $3.5 trillion bill, but in the near future, the plan for democrats is to take the vote to set the stage, make sure they can get a majority to vote for that and get things moving on the even bigger bill. jonathan: jack, thank you. good to catch up. bloombe

bernie sanders. john yarmuth is the chair of the budget house committee. -- they passed through their committees, the single biggest bucket budget resolution in history. which became the legislative framework for president biden's covid relief billoing to do it again. they are going to pass another budget resolution, which will be bigger than the first budget resolution that they passed this year. and so, to add to the historic nature of the second budget resolution, it will be the first time in history that the house and senate germans of the budget committees will have passed more than one budget resolution in the same year. passing a budget resolution is the single most complex and difficult thing. cheer a budget committee has to do. after budget resolution is passed, other committees of the house and senate go to work on the specific legislative changes that are only outlined in the budget resolution. in normally takes a few months for the committees to finish that work, which they then send directly to the senate and house floors to be passed together, in what is then called a budget reconciliation bill. the reconciliation bill, in bookkeeping terms, reconciles the numbers that were outlined in the budget resolution with re

bill. liberals such as bernie sanders have called for as much as $6 trillion in spending in the package whileave favored a smaller number. eliza, what are you hearing from folks on the hill about how this is going to go down? >> this is a very unique situation because democrats are basically trying to do two things at once. they are trying to satisfy the moderates in their party who have expressed concern about moving forward without republican support. so they're working on this bipartisan infrastructure. at the same time, they're working on this larger package, trillions of dollars, that is things like not the physical infrastructure that that bipartisan plan is talking about, but child care sxejication and things that democrats say are a larger infrastructure package. so they're trying to do both at once. and it's going to be very difficult because they can't alienate really either side of their party. they're trying to satisfy the moderates with the fisone, but they need the moderates to stay onboard for the party line package. they also can't have the bipartisan package go too far toward

bill. will it be closer to bernie sanders' $5 to $6 trillion or joe manchin's $2 trillion. which figure is the president leading towards, bernie's or manchin's? >> that's quite a choice you laid out there. i'm not here to provide a number. i can tell you that what the president will fight for, components of the bill that were not in the infrastructure bipartisan agreement. so climate tax credits that were not included in there. a climate core that can help fight across the country the climate crisis. addition aal issues that will make housing more affordable across the country, making access to community college free, paid leave, huge priorities that lots of democrats and even republicans support. so those will be the pieces he really fights for. this is going to be a big week ahead. two weeks ago everybody was saying his agenda was dead. now the leader of the senate is saying he's going to vote on both pieces of legislation. hopefully this july. so we're moving forward and it's going to be a big couple of weeks ahead. will we'll see where the final package lands out. >> an

there is a bipartisan bill and a budget resolution that would unlock reconciliation. bernieanders, the senate budget committee chair, says he is confident he can get all 50 democratic senators onboard to pass a $3.5 trillion reconciliation bill. you are in leadership and on the powerful house ways and means committee. based on your conversations with your colleagues, do you think that the $3.5 trillion price tag is enough to keep your caucus this line? >> well, you know, we have to deal with the reality that the senate, you know, holds half the power in this decision. and so i can speak for myself. i know a lot of my colleagues feel the same way. we need to do as much as we can do that we can get through the senate and maybe live to fight another day if there is more work to be done. we don't get any credit and we shouldn't get any credit for what we say we are in favor of. the american people want to see action. and the way i look at it, if we can get a $3.5 trillion investment in our future, knowing that we may have to come back in the next term passing this could give us

bills on a dual track system before congress leaves for august recess. joining me is one of the architects, the chair of the senate budget committee, senator bernie sandershat is in this bill? it has been hard to keep track of a lot of things, a bunch of proposals in the white house and the budget committee. just sort of top line, what are we talking about here? >> okay. what we're talking about is the understanding that for decades working families have been struggling, the very rich are getting richer and billionaires paying nothing in taxes. point number one. this bill will substantially raise taxes on the richest people in the country and the largest corporations. that's number one. number two, for decades we have ignored the needs of working families. everybody knows that we have a child care system which is dysfunctional. in my state $15,000 a year, that's about average nationally. pre-k, the same. we have a higher education system where kids can't afford to go to college or are leaving school deeply in debt. under the proposal we are bringing for the no family in america will pay more than 7% of their income for child care, universal pre-k, free t

bill. there's a big difference right now between what the president has proposed and what the senate budget committee led by bernie sanders is writing. probably the biggest difference is over the medicare provisions that sanders wants to put in. both an expansion of prescription drugs reform and reducing the eligibility age of medicare. what is the white house position on that whole basket of medicare provisions that was not originally proposed? anita dunn: the president has been clear that he supports giving medicare the authority and power to negotiate drug prices. he also supports the expansion of medicare benefits to cover hearing aids, eyeglasses and other things and dental. i was think about that. and lowering the age. that proposal comes out of the proposal developed out of the unity task forces. the biden campaign and the other campaign came together. he said he supported those things. there is no argument here. how reconciliation is put together something that chairman sanders, the leadership, other leaders will be heavily involved in. we will all be talking about what priorities are and how we pay for it

bills. so that we can protect the voting rights of all americans in texas and all across the country. >> right. yeah. we just talked to senator bernieat they don't have the votes in the senate without changing the filibuster. the new voting bill, put forward by texas house republicans, it's obviously got a lot in it that -- that democrats criticize. it doesn't, however, no longer has this limitation on sunday voting. the previous bill had limited voting hours until after 1:00 in the afternoon, which would affect churches doing early-morning voting drives which, often, favor democrats. they claimed it was just a -- a -- a -- you know, a typographical error, that they always meant to have it be 11:00 a.m., not 1:00 p.m. but the fact is this is not -- which is, clearly, seems ridiculous -- but it's not in this new bill. so what's bad about this bill, now? >> sure. well, and -- and those two particularly onerous provisions are out of the bill and credit all the democratic members of the legislature, who fought so hard to kill that bill. that -- that those provisions are now gone. republicans have run away from those. and -- and don't wa

bernie sanders. i think he knows pretty well how this is going to go. >> that's still being negotiated, too, that billn for the reconciliation peiece may not b the final price tag. kiryrsten sinema was concerned about the final price tag. all 50 democrats are willing to move forward on that process and clearly sinema left open the possibility that she will be on board at the end of the day. >> on the bipartisan agreement, former president trump is trying to sabotage things. he's threatening to primary republicans who support biden's infrastructure agenda here. but, you know, talking to a lot of republicans who are not for president trump, they kind of want this to be true, they say they see his influence waning. they look at the texas special election where the candidate that he endorsed didn't succeed. they look at 17 republicans rebuffing him. is his influence waning? >> i don't think we know the answer to that yet but we see a rough week for donald trump. he's clearly being ignored by a majority of voters in that texas congressional election in terms of his endorsement, ignored by the 17 republican
