[applause] gov. beshear: thank you to congressman rogers, who has been a fierce advocate for eastern kentucky for so many years. thank you all for being here. less than two weeks ago, this region suffered the most devastating, destructive flooding to head to our commonwealth in my lifetime. at least 37 lives were lost, including four young children. communities have been destroyed. once again, our people are hurting, facing loss and hardship on the scalp that is hard to process. eastern kentucky is a place where flooding is a part of life, but nobody has ever seen anything like the historic flooding that hit us on july 26. hours of rainfall hammered these mountains, sending debris crashing through homes and this is, sweeping them off their foundations, christian them into bridges. for some, their homes are just gone. they do not even know where it is. seeing the devastation first hand is heartbreaking. it is traumatic just to witness, much less for these families and these children, to live through.

beshear: the area this has hit is extensive. probably about 16 counties in the end, and with that amount of people impacted, even getting an idea of how many pele are unaccounted for is a challenge. some of these hollers and gullies, we don't have a good number of how many people were living there to begin with. and then this water, so violent, so high, flooding places that had not been flooded before, can carry people or things a great distance. there are homes where we don't even know where a piece of them are, not one piece. they are gone, only the foundation is there. we cannot find one bit of it. we hope we won't see significant additional flooding tonight. but it will be a great challenge. and then rebuilding. a lot of these folks don't have flood insurance because it is virtually unaffordable. some of the areas that have flooded don't flood! so it will be a challenge, again, in kentucky, people love one another, we open our hearts and homes to each other, and i know the state, and certainly i as governor, will be with the
