tom costello is at a gas station in bethesda, maryland this morning. good morning to you. >> we're winding down on the summer travel season and in a few weeks in september we'll be switching over to the winter gasoline blend. >> reporter: why couldn't we have gotten this news a few months ago? just as our great family summer get aways are winding down comes news that gas prices are also coming down. >> they have to come down sometime. >> reporter: prices actually peaked with a national average of $3.79 in late february. they fell in the spring to climb back in june and july amid the unrest in egypt and u.s. refineries going off line for maintenance but now prices have started to drop again with analysts saying they will keep going down as we switcho a cheaper winter brand of gal lean. >> prices could drop to 20 cent ace gallon from the start of september to the start of october. >> the national average could drop to $3.20 a gallon. in this station in l.a. where unleaded is going for $4.70 a gallon it's can't come soon enough. >> it's a hassle. you're p

i'm a pediatric anesthesiologist at the walter reed national center in bethesda. my question is do you think you have become more jaded warrants by year over the past two decades? the reason i'm asking this is that you have become over the years a lot more vocal on your stance on issues affecting the nation. >> guest: well, i don't think i am either of those things. i think i've become more concerned with what's going on and recognize that, you know, there is no purpose in curing the organism and then putting it back into the sick environment. people think the physicians should stick to madison. i don't generally hear people say that about race for some reason but i'm very quick to point out that the physicians signed the declaration of independence and were involved in the bill of rights and the u.s. constitution. there is absolutely no reason that we cannot think outside of the operating room or the clinic. but in doing so and looking at what is going on, i have become extraordinarily concerned. and i think all citizens should be concerned. and, you know, our sy

i thought walter reed, jennifer, had improved its facility since moving out into bethesda. >> reporterarned the military decided to invalidate meal tickets ask reduce the hours that the warrior cafÉ, the sole dining facility in walter reed's building 62 which is where all the multiple amputees and long-term recovering patients live. the decision, which was announced at a town hall meeting last thursday, would affect sergeant josh wets el, a down l amputee, and about 160 other families who spend up to two years in building 62: they were told their meal tickets would no longer be valid, and they would have to walk or wheel themselves nearly a half mile to the temporary food trailer for breakfast, runs -- lunch and dinner. bill: any response from pentagon officials? any explanation as to why they did this, jennifer? >> reporter: well, we haven't had any response be yet. we interviewed the sergeant who is going to be affected by the decision. here is what he said. >> building 62, i would say it's close to half a mile from building 62 to the nex which is just right across the road is a half

it's about 320 acres in bethesda maryland. on that campus there are about 17,000 people.ive or 6000 imap doctoral degrees and they are experts in him everything you can think of from every aspect of the six lanes to the clinical research. we also have on the campus the largest research hospital in the world conquest, 240 beds and the people in that hospital are there because they are part of the clinical trial approach to understand the disease that we currently don't have a good answer for. but again will that's an amazing place a minority of the funds that nih is responsible for get spent there. the best maturity, 85% go out in our grants to the best and brightest at stanford or university of illinois or massachusetts general hospital or all over the country where those visionary things are happening. we are on this remarkable pace right now accelerating knowledge about how life works and how disease works. it's really a remarkable moment. c-span: in a given year that's like $26 billion. how do you control with? how do do you know that the people aren't ripping you off?

if you live in that part of downtown d.c., they live in georgetown or in bethesda, chevy chase. 13 zipes in a. i've created an index that combined the median family income with zip codes with the percentage of adults with college degrees and i rank all the zip codes in the country from top to bottom. in these 13 zip codes that are all contiguous to each other in washington, d.c., 11 of them are not only in the top percent while zip codes in the country, 11 of them are in the top half of the top 1% of all zip codes, and the other two are in the 98%. but it's worse than that, because buffering beyond those are more zip codes that stretch it into virginia and maryland and encompass more than 1 million people, and they are in the top 5% of all zip codes. what i'm saying is that now, unlike 1960, if you're in washington and you're one of the people who runs the country, you are within a very large number of zip codes that contain people are pretty much like you and buffered from the rest of america. same is true of the areas around new york and los angeles and silicon valley. the second pro
