as a city, we need to do much better at creating an environment where we have more jobs and economic velopment. we are also extremely challenge in our public transit. we talk about being a transit first city, but everyone has had the experience of sitting in gridlock, waiting for the bus, trying to hail that tab, walking on pedestrian sidewalks that are not particularly safe. as a city, we need to do more to invest in the first-class transportation system. >> what are some of the biggest issues facing your district? >> in addition to the local economy that impacts the merchant corridors, to many vacant storefronts, transit issues, in every neighborhood we're having a real conversation about how we change, whether we should preserve aspects of the important characters of our neighborhood or think about building new things. there is also a real discussion we're having in many neighborhoods about affordability. i hear from too many tenants in the process of being evicted, homeowners being foreclosed on. we need to think about how all of us can continue to live in a city where the whole w

city's economic development. are we on the right track? what would you like to change about the approach to developing the economy? >> we are getting better. the city as got more proactive about attracting businesses and new industries and providing incentives for them to come and stay here. it is still a very expensive place to do business in terms of the cost of labor, land. we need to make sure that we are not taxing businesses to the point that it is not profitable and we are not attractive for them to be here. we need to reform our payroll tax. that is an incentive not to create jobs. i know the board president david chu is working on possibility this there -- possibilities there. i look forward to working with him. we've targeted efforts to revitalize areas and bring industries here with the tax holiday and proposal introduced yesterday relating to parts of the tenderloin to provide some payroll tax relief to encourage businesses like twitter and others to go there. >> the governor has proposed eliminating funding for redevelopment agencies. what is your opinion of the plan? what are your thoughts on the value of redevelopment agenc

my city is better than yours. my response to that was there has to be -- that should be the objective of every city in america. who is going to follow you if your mission is to be the fourth best city in florida? [laughter] nobody will follow you. people follow excellence. what you find is when you set out a bold agenda, people are drawn to it. they want -- resources come to it. businesses say how can we help? individuals start coming forward and other people hear it and say i want to be a part of that. the large research company, a big group, we were recruiting them to florida. he met with me and said, we'll thinking about doing this here, here, and here. what do you have to offer? i said, what do you have to offer? how will you help build us the best city in america? he says in his book, that's what got him to come to florida. he wanted to be a part of the mission. you do it by improving the quality of life of people who live in the city every single day. every day everybody in your organization, in the city, and

i devote my life, five days a week, to trying to make this city a better place to live in. our home is a big part of that because our home is open to everyone for any charity event they want to give. i'm involved with st. anthony's, where events are starting at our house to fund-raisers and get the homeless off the streets and the hungry fed. i started fence -- [tone] oh, mt god. supervisor wiener: just to be clear, you placed these decorative medallions on your home in the planning department sent a letter saying they would have to do a historic evaluation? >> they said we had to remove them with a certain time or pay $250 a day until they are removed. >>supervisor wiener: that is because your home is a historic? >> i would just like to say, this is heartbreaking when i work five days a week to make this city a better place to live and some wants to come and destroy the front of my home. i don't know why. thank you. supervisor wiener: thank you. next speaker. >> good afternoon. i am a 32-year resident. in san francisco. in 2005, i got involved with a group of historians, t
