betty yu, kpix 5. >>> in the weather department, the low pressure that's spinning offshore is going to complicate things for the morning commute especially on tuesday. it's already gotten things cloudy over much of the bay area tonight. the numbers as we look over the city south from the top of the tower. concord, 67 degrees. oakland, 64. livermore, 65 degrees. increased clouds. it will pull moisture into the bay area beginning tomorrow night and into tuesday morning. the general feeling for tomorrow will be a mostly cloudy day. these won't develop for much of the bay area until after sunset but first in the north bay. statewide, not much. just offshore from the prince as we showed you a few minutes ago. futurecast lays out the timing. for monday, 10:00 p.m. we're talking 23 hours from now or so. some light rain begins to over spread the north bay. roll it on and you can see that a pretty good band of showers then moves into the santa cruz mountains by 6:00 a.m. tuesday. general feeling is much of the bay area will be getting wet before clearing out. maybe a few more sprinkles wednesda

kpix5 betty yu explains. >> reporter: each year the city of san francisco tows some 4,000 cars. based solely on unpaid parking tickets. that is according to bay area legal aid. >> most of the cars are of low income people. most people whose cars are towing for that reason simply don't have the resources to go and retrieve their cars and the cars are permanently lost. they are sold at auction. >> reporter: the organization is calling a new federal ruling a big win for its client. homeless san francisco man who worked delivering food. he had gotten 30 parking tickets in the 10 months before his car was towed in march. he would need to pay more than $11,000 to get it back. a preliminary injunction found serious questions about the constitutionality of towing a car for unpaid tickets without warrant or a hearing. and it ordered the car be immediately returned. bay area legal aid says the city has been punishing people for being poor. >> before the state or the city can impose a punishment on a person to seize their property it has to determine that they their nonpayment was willful.
